BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Fuman/Community Services Committee Workshop Meetings were held on June 19, 2023, in Council Room, 125 South Walnut Street, The meeting was called to order by President Bartholomew at 6:301 PM with the following in Slatington, PA 18080. attendance: PRESENT Thomas Bartholomew Ronald Kratz Kevin Steckel Zachari Halkias PUBLIC COMMENT: ABSENT OTHERS PRESENT VISITORS Kris Burek, Ryan Mayberry Andreas Hassold, Austin Berger Krystall Borman, Kevin Borman Mayor Schoch Greg Winokur Daniel Stevens Kris Burek- 1235 Fourth Street. Signed in and was recognized to speak. Kris stated she was wrong when she stated you must advertise ai resolution. Borough Council, the solicitor and manager were correct when they explained that a resolution did not need to be advertised. However, what Kris didn't like was that she believes council didn't allow the public to comment, and council went straight to a vote. Kris stated that she believes this is a violation of the Sunshine Act. She stated that the borough cannot list a violation on a document that is unenforceable. President Bartholomew stated that her questions concerning Resolution R-05-23 will be reviewed by the borough solicitor. The solicitor has already stated that everything was done properly before passing Ryan Mayberry - 14 2nd Street. Signed in and was recognized to speak. Ryan commented on the 2 items under inancelPlamming/oning agenda. Ryan asked ifl Item 1.a would address the trash issue with apartment complexes within the borough. Ryan lives next door to a house that is now an apartment, and the tenants put their trash out at all times and it sits there for days at a time. The trash is torn up by the birds and animals in the alley. President Bartholomew stated that Ryan should contact the borough's Code Enforcement Officer Anthony Lopsonzski. President Bartholomew added that Anthony Lopsonzski can only issue citations, which are given to the magistrate for any financial penalties. Ryan asked ifit is necessary to have an ordinance to control vape and smoke shops. With SO many coming in, they would eventually put each other out of Andreas Hassold-1 1067 Pine Tree Drive. Committee Member discussion on listed topics: a. Councilor Kratz discussed the formation of 2 outside committees: Economic Development and Beautification of Town. The members of committees would potentially be citizens of the 1 borough to create ideas as to how to do this. The contention is that ift the borough is cleaned up, there could be less crime. Councilor Kratz had an idea similar to the Ben Franklin Center, which is an incubation type of environment. Take one oft the buildings on 6th Street and raise money to acquire one of the buildings. Then you could turn it into shared services place, where instead of having the kids graduate from here, or colleges, bring them here to Slatington for some type of b. Councilor Kratz discussed the possibility of an ordinance for controlling vape and smoke shops within the borough. President Bartholomew spoke with the borough solicitor and said itis possible. However, there is an issue with the existing smoke/vape shops. President Bartholomew would like this placed on the next regular council agenda to have the borough solicitor investigate it further. Police Chief Winokur is concerned about the underage sales. President Bartholomew would like this placed on the next regular council agenda for the tech environment.. borough solicitor to review. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLIC SAFETY Kevin Steckel - Chairman; Members: Ronald Kratz, Zachari Halkias 1. Committee Member discussion on listed topics: a. Councilor Steckel discussed the General Distributing Company release of liability concerning SCBA cylinders. Manager Stevens stated that Solicitor Young recommends the borough does not proceed with refurbishing the cylinders. Austin Berger recommended that the borough revert tot the purchase of 30 new 4500 PSI cylinders. President Bartholomew would like this b. Councilor Steckel made a motion, duly seconded by Councilor Kratz, to amend the agenda to discuss the possibility of purchasing another police vehicle. President Bartholomew declared the Chief Winokur has explored several different avenues regarding Chargers, Ford Interceptors, Tahoes, and Durangos. The price for these vehicles on COSTAR is between $38,000.00 to $47,000.00. Chief Winokur suggested a 2017 Bronco with 4,900 miles, which comes with a lot of functions that are already usable for the police department. The cost of the Bronco is $34,000.00, which includes taxes and tags. This vehicle would replace the Crown Victoria. The committee reviewed other vehicle costs. Chief Winokur stated that all the current vehicles mileage are under 63,000 and we should be able to get a few more years from them.
