Public and press were duly notified. Thei meeting took place in Council Chambers at 200 South Main Street and was livestreamed from the Town's website. CALL' TO ORDER Mayor Touchberry called the meeting to order at 6:00pm on Thursday, July 11,2024. Councilmember Tiffany Johnson-Wilson gave the invocation, followed by the Pledge of Allegiance. PROCLAMATION PRESENTATIONS Administrator in celebration ofl her retirement. EMPLOYEE RECOGNITION the' Town of Summerville. Mayor Touchberry presented proclamations for Parks and Recreation Month and to Lisa Wallace, Town Mayor Touchberry recognized Lisa Wallace, Town Administrator, for her 28 years of dedicated service to APPROVALOFI MINUTES OF PREVIOUSI MEETINGS Meetings - July 8, 2024. The motion carried unanimously. PUBLIC COMMENT-JULY11.2024 AGENDA ITEMS Mr. Waring made a1 motion, seconded byl Mr. Jackson, to approve the minutes of the' Town Council Meeting June 13,2 2024; Special Town Council Meeting - June 14, 2024; Special Town Council Meeting - June 18, 2024; Special Town Council Meeting - June 21, 2024; and Standing Committee Town Council Meeting Minutes - July 11, 2024 Page 2 Peter Gorman stated that reducing thej public comment time from 5 minutes to 3 minutes is "not a good look for Council," and that residents living inj proposed annexation areas would not be able tos speak because oft the new provisions in the ordinance amendment. Mark Turner spoke against thej proposed annexation at 400 Murray Boulevard. Eric Griffin spoke against the proposed annexation at 4001 Murray Boulevard. He stated that he wants to Meagan Tauber stated that she would like the Town to: revoke the business license of Sink or Swim on GolfRoad. She said that the police have been called out there for noise complaints and they are: not Michelle Saletan spoke against the annexation at 4001 Murray Boulevard. She stated that the road going to Mr. Jackson made ai motion, seconded by Ms. Johnson-Wilson, to deny first reading ofa an ordinance to annex TMS# 152-00-00-026, located at 4001 Murray Blvd., totaling approximately 12.81 acres. Currently zoned TRM, Transitional Residential District, inl Dorchester County and willl be zoned N-R, Neighborhood Residential, upon annexation into the Town of Summerville's: municipal limits. (Council District 5). Mr. Waring made ai motion, seconded by Mr.. Jackson, to amend thei motion to include the reason for denial to bet the request to zone as N-R. The motion carried unanimously. PENDING BILLS AND RESOLUTIONS Mr. Jackson made ai motion, seconded by Mr. Brown, to give second and final reading to an ordinance to amend the Town of Summerville Code of Ordinançes Chapter 2, Article II, Division3, Section 2-98(b) Addressing Council. Ms. Johnson-Wilson made ai motion, seconded by Mr. Jackson, to amend the ordinance to allow residents ofaj proposed annexation to speak at public comment in relation to the annexation. The motion to amend carried unanimously. The original motion as amended carried unanimously. N/A INTRODUCTION OF BILLSA AND RESOLUTIONS MISCELLANEOUS Mr. Jackson made a1 motion, seconded by Mr. Brown, to authorize Town Administrator to enter into Memorandum ofUnderstanding with South Carolina Department of. Juvenile. Justice for juveniles being detained in. Juvenile Detention Center in Columbia, SC. Thei motion carried unanimously. Mr. Brown made ai motion, seconded by Ms. Garten-Schmidt, to accept quit claim deed from SCDOT for West 2nd South Street between Central and Main for DREAM beautification project. Mr. Waring made a motion, seconded' by Mr. Halter, to defer thisi item until funding is identified and secured by DREAM for thej project. The motion to amend carried unanimously. The original motion as amended carried Mr. Brown made ai motion, seconded by Mr. Halter, to approve ai resolution authorizing Summerville CPW to submit an application tot the State Authority for al loan in the amount of approximately unanimously. Administrator to enter into al Memorandum of Understanding with Federal Bureau ofPrisons (Federal Correctional Institution, Williamsburg County) for use of Summerville Police Department canine units fors searches for illegal drugs and electronic devices. Adrian Kwist expressed his appreciation to the Town's Streets and Stormwater Departments for their hard work during aj particularly bad storm in Summerville. He also stated that he would like: more police Rosemarie Tucker expressed her concern that South Pointe still only has one entrancelexit and that the turn lane has still not been installed on Highway 78 at the neighborhood's entrance. She also stated that the rain is eroding the dirt piles from construction and the ditches are flooding over thei roads in the patrolling roads and issuing tickets for loud vehicles. neighborhood.
