Monthly Meeting of Summerhill Borough Council Minutes March 12, 2024 Call to Order The regular monthly meeting of Summerhill Borough Council was held at 7:00 PM on Tuesday, March 12th, 2024. Council President Becky Templeton called the meeting to order at 7:00pm, and the Pledge Council Present: President, Becky Templeton, Vice-President, Russell Jones, Joni Trovato, Matt Penatzer, Danielle Ritchey, Brad Bodenschatz (VIA Zoom) Others_ present: Karmen Baumgardner, Tax Collector & Treasurer (& Electric Secretary), Janice Anderson Borough Secretary. Absent: Mayor Eric Dan Penatzer attended the meeting to inquire on the status of the Freedom Park project. Joni informed him of the current status of the costs VS. planned, granted and actual. Is it possible to complete the project as soon as possible with current quoted prices regardless of costs being over budget. Based on Dan's vast experience with municipal finances, contractors, etc. Becky asked if the costs seemed in line with industry standards. Dan feels the gazebo/park is central to borough's visibility and should be completed as soon as possible, therefore Danielle moved to accept the council's decision to move. forward with the project at current costs provided (Ely & Willow) to Joni and Russ seconded the motion. Janice informed all that there was a small typo in the February minutes, but a corrected copy if ready for signatures. Matt moved to accept the February 2024 minutes with the correction and Russ of Allegiance was recited by all. Attendance Miller, Ray Penztzer Visitors Motion carried. Approval of minutes seconded the motion. Motion carried. Approval of financial statements Balance Sheet - all good. numbers cant be deleted, but can be hidden.. Fund Transfers - nothing needed Approval of payment of bills Budgets - per Wessel, line items cannot be deleted due to the "History and future needs. Unused Payment of Bills - Karmen added one invoice due to a renter/resident refund (moved) Joni moved to accept the payment of bills and Matt seconded the motion. Motion passed unanimously. Correspondence. Forest Hills Municipal Authority - Nothing to report - group to review minutes submitted. Summerhill Baseball Association donation request - Joni made the motion to approve a $50 Laurel Municipal Inspection Agency Nothing to report Croyle Township Police Report - no discussion on content. donation and Danielle seconded the motion. Old Business keep power on. Delinquent Light Accounts = Karmen stated a recurring delinquent has paid the amount needed to Job - Street Commissioner - Karmen knows a person (or persons) who may be interested int the position, but they have concerns about the amount they can earn based on SS. Newsletter Becky has a few articles ready - and will update with upcoming spring and summer events (clean up, goodwill day, yard sales, rumble in the valley, movie night, etc. she will also add statements regarding grass clippings, decorative and/or cooking fires (outside), clearing shrubs, trees, weeds from Meters. Ifal block party is to be held this year, it will be added to the newsletter. "Good Citizen" -get residents to help = deadline for nominations: June 15 - awarded in July or August - will provide a Plaque to give away - and plaque for boro bldg. All nomination submissions are to be sent to PO box 289. Karmen and Matt Audit - all required documents and data have been uploaded to the Wessel portal. Waiting on when and qualifications to nominate. will be on the committee. Wessel to begin the audit. New Business Summer block party - brief discussion held with newsletter topic (in old business). Community Yard Sales - brief discussion held with newsletter topic (in old business). Baseball Association = wants a small shed on the other side of the fence at centerfield area -to house a tractor. The council agreed to place it at the corner property by a wood fence (behind basketball - corner of lot). INSURANCE: Becky will reach out to Bob at insurance company to get ita added to proper policy(s) Matt to supply size, price, and proposed contents. Beauty Lawn - Karmen asked the council if they wanted to continue the beauty lawn service. There may be a price increase. Brad will check on costs, but felt it was important to keep the service. Committee head Updates Electric Secretary (Karmen) Pole by Penn Installations. Need a price to charge a company doing bridge work to connect their trailer to the pole. Brad will work with Karmen on this. Big Projects (formerly Streets) (Russ): Doors = still waiting on parts - start this coming Monday. Back wall - receive a few quotes - and one contractor coming to look. (Ceiling and lights not included in this YET (waiting to see if floor is good). Becky to give Russ more contractor names since brown is dragging feet- All agreed to let Russ make the decision - no need for council approval to get this done (since under threshold -I no bids) - Russ to decide. Fence to start at the end of month - tentatively. Need shelves/equipment in garage for hanging equipment Randy & Russ - going to do random/needed plowing fixes Jersey barrier - haven't heard from Rays yet to see if they have equipment that can move the barrier. (7200 Ib) Codification (Danielle) -a very brief discussion on errors/corrections found by Joni. But all agreed that this project is complete, and we can move forward with adoption of the ordinance to codify ordinances. Danielle moved to adopt the codification ordinance and Matt seconded the motion. Motion carried. Janice will type up summary Ad/Notice to mainline - runi for two weeks Electric (Joni) Parks & Recreation (Joni) - see visitor: Data above about gazebo project. Additionally, there are two rentals SO far and little league starts 4/22. Per Russ there is a hose lining the 3rd base line on the ground that will interfer w/ mowing. Additionally, toilets & plumbing needs readied for upcoming season, but Russ suggested waiting till the freeze threat is over. Need to order nets, balls, etc. Budget (Becky): no discussion Misc/non-Agenda Items discussed: Brad -streetlights ordered. Becky/Russ - 2025 bid work for street work - long discussion on potential streets needing work and their potential material/process to repair.
