Monthly Meeting of Summerhill Borough Council MINUTES: April 09, 2024 Call to Order The regular monthly meeting of Summerhill Borough Council was held at 7:00 PM on Tuesday, April 9th, 2024. Council President Becky Templeton called the meeting to order at 7:00pm, and the Pledge Attendance: Council Present: President, Becky Templeton, Vice-President, Russell Jones, Joni Trovato, Ray Penatzer, Matt Penatzer, Danielle Ritchey. Others present: Karmen Baumgardner, Tax Collector & Treasurer (& Electric Secretary), Janice Anderson Borough Secretary. Absent: Mayor Eric of Allegiance was recited. Miller, Brad Bodenschatz Visitors Ray of Mainline Newspaper Approval of minutes Daniele moved to accept the March 2024 minutes and Joni seconded the motion. Motion carried. Approval of financial statements Balance Sheet - all good. Fund Transfers - nothing needed Approval of payment of bills Motion passed unanimously. Budgets - per Karmen, Wessel made changes to some of the entries needing correction. Payment of Bills -Matt moved to accept the payment of bills and Ray seconded the motion. Forest Hills Municipal Authority - Nothing to report - group to review (February) minutes. Croyle Township Police Report - March Report - Matt received more complaints about a dog hopping the fence and disturbing people. Karmen stated she saw a/the dog on a leash & lead. Cambria Co. Commissioners - Distribution of County Aid - County aid applications can no longer be completed based on a guess or estimate. Mr. Mike Bowser must be notified about a potential project(s), or expenditures and he will complete the application based on those proposed invoices. FHAA - EMT Seminar & Dinner = Anyone wanting to attend should RSVP to Laura at FHAA Spence Custer Invoice - Becky received an invoice for services rendered thru February. Karmen Delinquent Light Accounts - sent 5 cert letters - 703, 960, 1480, 1642 & 2600 those residents have until 4/11/24 to accept letters. 703 receiving Liheap, all others will get shut off notices. Brief discussion held on price Barclay charges us to disconnect (or reconnect) versus what we charge the resident. Karmen will look into this, but per. Joni, approximately $300 assessed by Contractor", so based on that, we will need to adjust the wording on our notices. Job - Street Commissioner - Russ had 5 people apply/inquire. He ruled out 2 of 5, made an offer to Cody Croyle who accepted and will be starting on April 15th. He is currently completing the required paperwork. This position will be taken off the Newsletter (and ultimately should be taken off the website). However, we still need summer help. Per Russ, if Kristal stays on, we will need to hire 2 more summer helpers. Russ will talk to Kristal and last year's workers. Newsletter - Becky will update content based on discussions of meetings and have this ready to Codification - a brief discussion on the finalization of this long-standing project, but ultimately all agreed on satisfaction of outcome and agreed to adopt the Code of Ordinances. All activities will be held at the Fire Hall due to the park being rented out. Movie equipment and kits activities all ordered or lined up (face paint, obstacle course, bubble lady).
