BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on March 27, 2023 in] Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Bartholomew at 6:30 PM with the following in attendance: PRESENT Thomas Bartholomew Joseph Wechsler-via phone Bryon Reed Jeffrey Hausman PUBLIC COMMENT: ABSENT OTHERS Justin Gross Daniel Stevens VISITORS Kevin Borman, Steve Walden Eric King, Ashley King Eric King - 336 First Street. Signed in and was recognized to speak. Eric stated that last year there were discussions on paving Chestnut Alley. Eric asked the committee for an update if Chestnut Alley is on the agenda to start getting estimates. Manager Stevens stated Bruce George will be coming in to work on the trail project. President Bartholomew asked if Manager Stevens could obtain an estimate from Bruce George. Justin Gross stated it would be about 3 weeks till he starts work. Councilor Hausman did have Walnutport's highway employee look at it and he stated that it was possible that it could be repaired in house. Eric asked what work was being done at the trail. Manager Stevens stated that paving, drainage, re-decking the bridge, and safety issues. Manager Stevens added that $105,000.00 ofit is from a grant, from 2 years ago with a 15% match. Eric feels to repair Chestnut Alley would not cost more the $20,000.00, but that 15% is put towards the trail project. Eric feels the money should be put towards the alley. Eric cannot understand why the borough does not get grants for the alley. Manager Stevens stated that the borough does apply for many grants, but has no control over which grants we receive. Councilor Reed stated that liquid fuels monies can not be used for Chestnut Alley as per the state. Councilor Reed added that the borough pays for the street lighting out of liquid fuels which cost about $60,000.00 per year. This is about 50% of our yearly allotment and does not leave much to purchase other things, i.e., salt, Councilor Hausman made a motion, duly seconded by Councilor Reed, to amend agenda to discuss patching roads. President Bartholomew declared the motion passed following a Voice Vote, All in Counselor Hausman would like to move forward at the council meeting to possibly use sewer funds to do patch work that was the rest oft the last sewer project. The committee agreed. Councilor Hausman made a motion, duly seconded by Councilor Reed, to amend the agenda to discuss Chestnut Alley. President Bartholomew declared the motion passed following a Voice Vote, Councilor Hausman made a request to move forward to the April Council meeting asking council to obtain at least 3 estimates on redoing Chestnut Alley from Franklin Street to Church Street. Justin Gross stated that it would cost approximately between 50,000.00.5100,00.00 ifit torn down to sub-base to do the entire thing with base, sub-base, and a wearing course. Discussion and update on Franklin Street CDBG project. Justin Gross stated that the curb and sidewalks are done. Justin is not sure when they will start the road work, but b. Discussion and update on South Street CDBG projects. Justin Gross stated that 99% of the plans are done. Justin will send it tol Lisa by the end of the week. Update on generator for maintenance building. Manager Stevens stated that Kromer must install the gas line before they install the generator. Generac will double the generator warranty, (10 years instead of 5 years), since the borough ordered it by the d. Update on CDBG submission for 2023. Councilor Hausman stated the borough has come up with 3 roads. Justin Gross informed the committee that all the applications are will: follow up with the contractor. middle of April. essentially done, hej just has to take pictures. Committee Member Discussion: a. Update on digester lid removal project. Manager Stevens stated that the lidi is gone, tank ise empty, center post is gone, they cut off all the rods, and basically almost everything is out of the tank. It was power washed this weekend. Coating can not be done until it is b. Update on LCA televising of sewer lines. Manager Stevens said work has been done the last few weeks. Councilor Reed stated that there is a line in the center of W. Church Street that goes from 5th Street down to 6th Street. Itis a line that is not used, but it is picking up a lot of ground water that is going into the sewer plant. There are plans to warmer. divert this water and cap the line. Update on new generator for wells #5 and #6. Manager Stevens stated they are doing Information on water meters. LB Waters provided a presentation to Councilor Reed, Manager Stevens, and Councilor Hausman. Councilor Reed stated that a radio transmitter can be purchased for $185.00. The box on the house would be an additional $12,.00 because only the oval ones work. We could do this in sections, but eventually the meters could be read from the truck. Ifyou take $197.00 x 1500: meters, iti is almost $300,000.00. This could save on labor. There is another idea for a base station which would be transmitted directly to the office. This cost is approximately $75,000.00. paperwork.
