Walnut Street. Signed in and was recognized to speak. Jeffrey wanted to thank the committee for the many years the committee allowed him to serve the community as a member of the fire department. Jeffrey stated that due to the officers that were appointed by the council, his services were no longer needed. Jeffrey is looking to join one of the neighboring departments to help provide safety. Northern Lehigh Multimunicipal Comprehensive plan intermunicipal cooperative implementation agreement. Manager Stevens stated we have not received the updated agreement. Manager Stevens added that we hope to have it by the May council meeting. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B.P PUBLICSABETY Kevin Steckel Chairman; Members: Ronald Kratz, Zachari Halkias 1. Committee Member discussion on listed topics: a. Discussion on issues with children at fire house, in vehicles, and on calls. The committee agreed to continue with the current proposal by the: solicitor. b. Discussion on options for replacement of air packs at fire company. Assist. Fire ChiefNicholas provided options for the air packs. Assist. ChiefNicholas said one option would be to have the borough purchase all of the air packs for the total amount of$ $272,629.00. ChiefNicholas broke it down that ift the borough were to assume the responsibility for purchasing 20 oft the 28 packs and 50 cylinders for a total of$184,570.00, the fire department would commit to purchasing 8 remaining packs and remaining 16 cylinders for a total of $70,482.00. He would be approaching relief asking them to pick up the remaining balance of $17,577.00. The borough would be responsible for an annual payment of $32,536.06 for 7 years. Assist. Chief Nicholas provided information concerning Community Leasing showing the responsibility for the borough and the fire department. ChiefNicholas stated the air packs come with a life time warranty for servicing. Chief Nicholas informed the committee the fire department currently has 12 members enrolled in a national certified fire one class. Chief Nicholas broke down how many air packs are needed for every spot in each emergency vehicle and the officers' vehicles. Mayor Schoch asked why they must be Scott air packs. ChiefNicholas stated all the mounting brackets in the trucks are for Scott packs. President Bartholomew asked what the cost would be if they just went with 30- minute cylinders. Assist. ChiefNicholas said he would find out the cost. The fire department cost of Option 2 would be $12,987.11 annually for 7 years. This could be paid for with their state fire grant. The state fire grant will increase significantly once they get their members certified. The grant increases $500.00 with each certified member. This will be placed on the next regular council Discussion for replacement of tasers for police department. Police Chief Winokur stated that the grant availability for tasers expired the end of last month. Officer Concillo and Manager Stevens met with Taser for pricing. The cost would be $2,100.00 over 5-yearly payments. This would give us a starter bundle to include 3 cameras and all their accessories, including molle mounts and USB charging mount, wall mount, 6-bay dock, and 3 tasers. Police Chief Winokur has been looking into some upcoming grants. Mike Wentz is willing to assist in obtaining grants. Police Chief Winokur has been in touch with BGG Consulting. This company focuses on grant writing. BGG Consulting can work on a per grant basis or a retainer basis. As a retainer they would work for both the police department and the borough researching available grants. This will be placed on the next regular council agenda for discussion concerning the grant writer. agenda. Committee Member discussion on listed topics: a. Discuss request from Tiffany Rehrig-Schaeffer permission to hold the annual Halloween Parade on Saturday, October 28, 2023, rain date October 29, 2023. The committee agreed to place this on the next regular council agenda for approval. 2 b. Discuss request from Lindsay Taylor, NRLA, requesting use ofVictory Park and pavilion on Fridays from 8:00 AM until 4:00 PM for its Bulldog Blast Summer Recreation Program. Dates: June, 23, June, 30, July 7, July 14, July 21, July 28, August 4, 2023. The committee agreed to place this on the next regular council agenda for approval.
