Discussion on issues with children at fire house, in vehicles, and on calls. This issue was addressed at the safety committee meeting. Manager Stevens added that he had been told there were children at the fire house during training, when the fire company was on calls, and children were transported in the fire vehicle. President Bartholomew would like this placed on the next regular council agenda b. Update and discussion on CDBG-CV grant application. Discussion on replacement of air packs for fire company. Manager Stevens informed the committee that the CDBG-CV grant was turned down. There is some concern that there are areas serviced outside of Slatington, which could be an issue for a possible regular CDBG grant. Manager Stevens has sent the information to for review by the solicitor for a possible ordinance. Lehigh County for review. The committee reviewed the request to conduct Running of the Dawgs for April 22nd, 2023 from Northern Lehigh Education Foundation. President Bartholomew The committee reviewed the application for use of facilities for Fall Food Truck Festival & Rock the Park for Saturday, September 16th, 2023, from 2:00 PM to 10 PM at the park and amphitheater. Rain date, September 17th from 12:00 PM to 8:00 PM. Denise Martinez, 2693 Lehigh St., Slatington, PA 18080, President of Caring Hearts. The committee informed Denise that the normal cutoff time for concerts is 8:001 PM. Denise requested that the end time could be 1:00 PM to 9:00 PM. The committee agreed providing a certificate of insurance is obtained. There will not be a charge for the use for the facility. The request for the use of alcohol will have to be addressed when more information is obtained. President Bartholomew would like this placed on the next regular council agenda. d. The committee reviewed the request from Slatington History Preservation Committee requesting permission to erect 2 historic markers at the top and bottom of the 100 steps. D. INFORMATIONAL ITEMS: None E. COURTESY TOTHE FLOOR: Austin Berger - Slatington Fire Chief. Austin is the one who had asked Manager Stevens to put the replacement of air packs on the agenda. Austin informed the committee that as of October of this year all of their SCBA cylinders are out of date and they need replacement. The fire department has been trying for at least 4 to 5 years to get 2 grants to replace their air packs as a whole. However, none of them have come through. They have received quotes from Mid-Atlantic, who they have dealt with in the past, and are currently still working with them for their maintenance of their current air packs. Iti is way beyond the ability ofjust the fire department to replace all oft the air packs. The quote is $273,178.00. The fire company reached out to Community Leasing, who they go to for all of their financing for purchasing apparatus. Austin stated that only feasible way the fire department can make the payments would be to split the cost 50/50 with the borough. Making the borough's half a down payment, then the fire company could fiancé their end through Community Leasing for 7 years which would make their payment just below $25,000.00 per year. Manager Stevens asked ifthey had tried to apply for the casino (LSA)g grant. Austin thought they had prior and were turned down. Austin is requesting 28 packs. The new packs carry a life time warranty for as long as the fire department owns them, they are covered for everything except hydro testing. Manager Stevens will research other grants that could be applied for. Austin stressed that if there are no new packs (cylinders), the fire company would not be able to go to calls. President Bartholomew would like this placed on the next committee agenda. Dylan McDevitt - 350 Main St Slatington Fire Department. Dylan read from the SOG's concerning members who bring visitors to the station or other department facilities and stated that they are: responsible for the action of their visitors. This includes cleaning up after such visitors. Visitors are prohibited from occupying the station, or other facilities, without constant supervision. Dylan stated that the visitors must exit the building if there is a fire call. Dylan does not let his kids just run around the fire house without supervision. Dylan stressed the importance of obtaining new air packs. Manager Stevens clarified that there have been multiple complaints concerning this issue which could be a liability for the borough. This has been discussed with the borough's insurance agent. Manager Stevens Councilor Halkias made a motion, duly seconded by Councilor Kratz, to adjourn.
