BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on August 28, 2023 in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Bartholomew at 6:30 PM with the following in attendance: PRESENT Thomas Bartholomew Joseph Wechsler-via phone Bryon Reed Jeffrey Hausman PUBLIC COMMENT: ABSENT OTHERS Daniel Stevens Justin Gross VISITORS Charles Williams Kathleen Williams Eric King Kathleen Williams - 305 Hill Street. Signed in and was recognized to speak. Kathleen lives at the corner of Hill Street and E. Washington, to the left oft the 100 streets, at the bottom oft the steep hill. Kathleen stated she has complained in 2012 concerning huge rocks that were dumped to the left of the 100 steps. As the years have gone by, these rocks have formed a huge gully due to torrential rains, and the rushing water pours down from Fairview Street, down the hill to Hill Street, and continues down E. Washington Street sometimes flooding their basement. In the beginning, this rushing water would also spill over to Hill Street extension and covered their entire front yard. After a few years the borough crew did redirect the water and now it flows down to E. Washington Street. Rushing water comes down with such velocity the stone blowing out the rocks on Hill Street, all the way down E. Washington Street to Walnut Street. Kathleen did state the borough crew has been prompt on cleaning up the rocks with a front loader without them having to complain. Kathleen added that the borough crew has been removing the rocks and E. Washington Street and Vine Alley are damaged from scraping the street to get the rocks back. Kathleen is concerned that someone will be hurt due to these exploding rocks. Kathleen added that the garbage trucks have destroyed a corner of their property because they cannot get their truck in and out of Vine Alley due to cars parked there. This situation must be rectified as soon as possible. Councilor Reed and the committee discussed suggesting putting bridge stone in, and other options until the grant work can be done. Manager Stevens stated that part of the $400,000 TASA grant is being put towards repairing the 100 steps, and the other part is to upgrade the stormwater controls next to the 100 steps. Eric King - 336 1st Street. Signed in and was recognized to speak. Eric asked who paved and repaired part of Chestnut Alley? This was a surprise to the committee who were unaware oft this. Councilor Hausman will check with the borough crew to make sure they did not doi it. Dale Sell - 411 S. Walnut St. Dale stated that he called back the borough'si insurance company and they are trying to force him to put it under his policy. He did not make the mistake and he does not want it coming out ofhis premiums. He has al hole in his wall because of water coming in and filling the basement. Manager Stevens explained that the normal procedure is that it goes through the homeowner's policy, and if they have no coverage the borough's insurance pays it, along with paying the deductible. This process is governed by the state law. Manager Stevens will call the Justin Gross explained how the work will be done. borough'si insurance company again to verify that thisi is moving forward. Jeffrey Hausman - Chairman; Members: Joseph Wechsler, Bryon Reed A. HIGHWAY 1. Committee Member Discussion: a. Discussion and update on seal coating options for Slate Heritage Trail GTRP grant. Justin Gross informed the committee that they are going to seal coat the entire trail. They are working with Bruce George right now to finish the certificate of insurance and doing the sub-contractor agreement. The contractor will get back to them with a time b. Discussion and update on Franklin Street CDBG and South Street CDBGs. Justin Gross informed the committee that they are waiting for the riser for the manhole for Franklin Street. S&G is supposed to start on South Street early in September. Councilor Reed suggested that the borough crew fill in 4 or 5 divots throughout town before itis too late. Manager Stevens stated he has completed a work order for filling holes in Being no further questions from the committee members, and sO the Highway Committee Meeting line when work will commence. The committee reviewed the quote from Envirep for $3,432.54 for impellers and wear plates on the recirculation pumps. President Bartholomew would like this placed on the next regular meeting agenda. b. Update on the control panel project. Councilor Reed has not heard any new updates. Update on Yenser Alley water main break. This was discussed at public comment with Dale Sell. Councilor Reed was concerned that the fire hydrant has been turned off for 2 Manager Stevens informed the committee that the new Sensus guns and tablets for meter years. However, there is another hydrant a short distance away. reading are working very well.
