FINANCE/PLANNINGIZONING Ronald Kratz- - Chairman; Members: Kevin Steckel, Zachari Halkias 1. Committee Member discussion on listed topics: a. The committee reviewed the application from Rebecca Edwards for the vacant position on the Zoning Hearing Board. Councilor Kratz asked Manager Stevens to place this on b. Councilor Kratz stated the formation of Economic Development and Beautification of Town committee's topic was missed for the previous council agenda and would like this the next regular council meeting and to invite Rebecca Edwards. placed on the next regular council agenda. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLICI SAFETY Kevin Steckel - Chairman; Members: Ronald Kratz, Zachari Halkias 1. Committee Member discussion on listed topics: a. The committee discussed options concerning possible purchase of a police cruiser. Possible option of using COVID19 LFRF for first year's payment (3-year payment plan). Police Chief Winokur provided information for vehicles under review. Manager Stevens stated the one reason for using COVID19 LFRF for only one year for payment, is that it must be used by 2024. The committee reviewed pros and cons of having a commander vehicle VS a patrol vehicle, i.e., cage, equipment, etc. Chief Winokur added that all the vehicles have low mileage. Chief Winokur is making the police officers responsible for the vehicles they are driving. If an officer needs to make an arrest and the vehicle does not have a cage, the officer can call another department for backup. Manager Stevens clarified the vehicles are on a 6-year rotation. Chief Winokur stated that having vehicles just idle, puts an unnecessary strain on the engine. The cost from Fred Bean is $41,051.00 with a safe in the back of the vehicle and Whitmoyer is 1 $41,500.00. President Bartholomew asked Manager Stevens to take a pole of the committee: Council Steckel - Explorer Command with the option to take it to full patrol later if any of the marked vehicles suffer a: major issue- $41,051.00; Councilor Halkias, Councilor Kratz and President Bartholomew all agree. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C.E HUMAN/COMMUNITY SERVICES Zachari Halkias - Chairman; Members: Kevin Steckel, Ronald Kratz 1. Committee Member discussion on listed topics: a. The committee discussed the possibility of hiring part-time seasonal employee for parks. Manager Stevens stated he has been receiving complaints from residents about how West End Park is not properly maintained. Manager Stevens has a person in mind and the committee agreed tol have Manager Stevens contact this person. There were no questions from the committee members; the Human/Communty Services Committee meeting was adjourned. D. INFORMATIONAL ITEMS: Chief Winokur informed the committee that the "cross traffic does not stop" signs at the intersections at Diamond and Chestnut and Center Streets, indicating that the cross-traffic stop are installed. Chief Winokur has gone up to Maple Springs Drive to assess the speeding issue. Chief Winokur suggested possibly placing speed humps in about 10 areas. The cost is between $100.00 to $500.00. President Bartholomew would like this placed on the next committee agenda. Manager Stevens stated that years ago it was suggested for speed bumps, but there could be possible liability issue. Manager Stevens suggested having the residents attend a meeting concerning the speed bumps to hear their opinions. E.
