LENCESKI: It's working perfect. MR. NOTARI: Are we going to get it sealed, the pave cut : MR. LENCESKI: What we have to do, I got some prices of a paving vendor to do restoration like American Water Company has come in. There's a lot of patches that they we had one do all of our sewer work and they're not properly putting them back together. We need to bring somebody in to come back in for restoration of the blacktop, do a better job. MR. NOTARI: Probably get that done by the winter? MR. LENCESKI: Definitely. There's a variety of areas in town that they've done work on that just settled below the actual break of the road. As they get larger they get cheaper. I have that in the office. MR. LENCESKI: To the right of the house. MR. HOOVER: Is the water going there? MR. LENCESKI: It is. It's just when it's coming off Cheyenne. There's a lot of places in town that fall victim to that. I don't know, putting a drain in there, I don't think that's the answer for that situation. It's a bad situation. MS. STRAZIK: Three times since last meeting my garage was flooded because of that rain. The drain is past my house. We need one before the house. MS. AVVISATO: Can we put a storm drain there? MR. LENCESKI: Sure. MS. AVVISATO: She gets flooded all the time. MR. RUSSELL RINALDI: If we put the storm drain in : you said there's one 50 feet from the house. If we put one in closer to the house is it tying in to that one that's 50 feet and going down the same stretch of road? MR. HOOVER: Is the water coming from Grace Street? MR. They're all coming up and going towards the school. MS. STRAZIK: I'm the lowest spot. It comes both ways, but that drain handles it coming from the school. Like I said, Cheyenne, those two drains. But Apache comes down. There's only one other drain at the top of the hill on Apache Drive, sO all of Apache Drive comes down directly and crosses in front of my driveway. MR. LENCESKI: Get Dave up there and look at it. MR. FEBBO: Make sure she's home when you do. MR. RUSSELL RINALDI: Let's look and see if we can pinpoint a drain closer. MR. FEBBO: Give Joe your number. The list of permits is bigger than I've ever seen in my : however long I'm here, four or five years. LETTIERI: What did we find out about the roosters? MR. HART: I'm going over there with Liz. Two of them don't speak English, so I'm going over with her to translate for me. The other one by Miles Park, she's actually trying to rehome it. I just spoke with her yesterday, actually. She didn't know. She had chickens and the one turned into a rooster. MR. LETTIERI: So the code enforcement, they can't have them? MR. HART: You can't have a rooster. You can have chickens but you cannot have a rooster. It's a nuisance. Noise. MR. We have your report. Anything to add? MR. LOPATKA: Give you an update. The majority of the inside has been done. I know they put carpet down in the main entry, that whole area. A lot of the inside is done. Couple of things that were added in the police area. There's a door with special : it has to swing both ways where the cell is. There's that and some electric and communications stuff that needs to be added to what was going to be a cell and is now an interview room. It wasn't included before. They're updating that. They're supposed to start the stucco this week. They haven't done that. Mostly the outside is what needs to be finished. The paving in the back, the elevator has to be done. I know me and Marylynn called 15 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 Comcast because they need an active phone number to get the elevator to operate properly and get it approved by code. So that's in the process. MS. BARTOLETTI: We've been back and forth a couple times. MR. LOPATKA: And the blue stone, they've called. We're at the time frame where they had given us eight to ten weeks, and we're at that time frame. They're hoping to have it any day. As soon as that comes they can finish that. Hopefully the stuff gets done. I know they started grading everything outside. They put down a bunch of topsoil, getting ready to seed that. Kind of waiting to seed that until they get the stone work and stuff. It looks a lot better outside now that they got some of that grading done. MR. NOTARI: What's our time frame? MR. LOPATKA: He didn't give me a final time frame, but we do have some : there were some changes, especially a couple on the slate tonight. One is that additional stucco for the other pieces that 16 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 weren't getting stuccoed, and then the other change was the store front in front of the senior center. Sooner the better so we can get all that stuff ordered and moving. I know we talked about this. I don't think we necessarily need the store front for the senior center to be completed prior to moving in, sO I'm hoping we can get the stucco and blue stone up sO they can finalize everything outside. The inside's mostly done other than a couple wires and some of that stuff in the police area. MR. NOTARI: November 1st? MR. LOPATKA: Hopefully soon. A lot of things have been changed since it's been going. MR. NOTARI: I'd like you to push them for October 1st. MR. LOPATKA: I would love for it to be finished myself. MR. NOTARI: I'm sure. I know you're putting a Tot of work in. So with all the add-ons, what is the date that they should be complete? LOPATKA: About eight percent, I think, over what the original bid was. MS. BARTOLETTI: Once we added on the front of the senior center portion, that pushed the number up a little higher. MR. NOTARI: Which isn't that bad. MR. LOPATKA: No. A lot of times in renovation project we usually budget somewhere around ten. MR. HOOVER: It's an existing building, too. Now you're trying to tie everything in, new to the old. MR. NOTARI: Mare, how many days is it going to take you to move back in? MS. BARTOLETTI: I don't know. We'11 do it as fast as we can. MR. NOTARI: Okay, Dave. Pagnotti dugouts, are we anywhere with that project? MR. LOPATKA: Yes. Chief, anything to add? CHIEF DUBERNAS: No. I just have an update on the mayor. I got a text from his daughter. He's up and alert. Several stiches and he's going to go for X-rays of his ankle. He's conscious and alert, talking to them. MR. RUSSELL RINALDI: Anyone from the public doesn't know, the mayor was involved in a motorcycle accident tonight coming to the meeting on the corner of Keyser and Oak. CHIEF DUBERNAS: The only other thing, too, I just got another e-mail from Alex from the DA's office. This Friday night we'1l be participating in a countywide saturation patrol, and we also got more 19 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 money for buckle up/car seat enforcement. So if you see cars from out of town in town on Friday night that's why. PSP, the entire county's involved in it. You might see cars from Archbald here, state police cars back and forth from Jessup. MR. RUSSELL RINALDI: A11 marked? CHIEF DUBERNAS: No. The drug enforcement guys will be out, everybody will be out. That's it. MR. RUSSELL RINALDI: Anybody have any questions for the chief? MR. NOTARI: Chief, are we partaking in that new county police training program? CHIEF DUBERNAS: The one that actually starts this Friday? Yeah, I got two officers going Friday and four on Monday. MR. NOTARI: The other thing, football game night parking. There's nothing we can do for this year and I don't even know for the future, but just can we have our patrols keep an eye on things, make sure there's cars legally parked? NOTARI: I don't know if I want to go that far as to tell them to ticket everybody, but I know there was a car in a driveway that led to another problem, and the property where Anthony Cusumano lives, behind him. There was a truck parked behind his driveway and he couldn't get out. It wasn't that he was blocked in, but the way traffic was he couldn't back out of his driveway. RINALDI: So on the agenda tonight you have the ordinance for the no parking on Main Street, and that's going to be the easterly side of South Main Street, 20 feet north of the driveway entranceway for the property located at 825 South Main Street. Also, there is a contract that we discussed with Urban Research and Development Corp. to update our comprehensive plan, our subdivision ordinance, and there's an addition on there to also do the subdivision and land development ordinance as an option for an extra $8,700. MR. RUSSELL RINALDI: I only have that on mine. That's the one we wrote. That's the one Bill's going to : ATTY. RINALDI: It's in everybody's packet. So, I mean, my suggestion is they're here already doing your zoning, and your subdivision works hand-in-hand with that. For the extra $8,700 I would include that option, get it all done, because your zoning ordinance, I think, goes back to '93. 22 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 The Unimac tax assessment appeal has been agreed to by the school district and the tax assessor's office. Our position's always been if the school district's happy, the borough is happy because they get the majority of the tax. I did get the final draft version, and really the only change is from the last stipulation it went up another $5,000 to a total assessment of $400,000. The school is going to pass it tomorrow night. There was a hearing scheduled on the 9th of September that was continued because they agreed to it the day before and everybody needed time to have their respective bodies approve it. So we're doing it tonight, the school district is doing it tomorrow night. So the building value is $370,000, the land value is $30,000. That's $400,000 which if you multiply by the common level ratio, which I think is probably six-something at this time, you're looking at a value of three point some million dollars for the property. The sewer ordinance is pretty much 23 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 elf-explanatory. Idid get a back and forth from the school district. They want to walk the property line to see what they're getting. We don't want them to think they're getting the whole pit. We're still waiting on them, which we'11 have to reapprove the subdivision again because it expired now. It's over 90 days. Then we can transfer it to the school district. We already voted to give it to them. For whatever reason, they were rethinking that option. That's all I have. MR. RUSSELL RINALDI: Anyone have any questions for the solicitor? Thanks, Bill. Marylynn, borough manager's report. MS. BARTOLETTI: Okay. My first item is the financial reports. Does anyone have any questions on any of them? A11 right. On the agenda tonight I have listed to purchase a DPW truck, and it is part of the 2021 budget. FEBBO: On the dump truck? MS. BARTOLETTI: Yes. So the truck chassis portion is $40,471.20, the body portion, which is done at a different place, is $39,387.18, which gives a total of $79,858.38. It is budgeted. MR. HOOVER: Which one is this replacing? Or just a new one? MS. BARTOLETTI: It's an additional one. MR. FEBBO: I want to thank you for budgeting that. We have quite the fleet of vehicles. Best maintained fleet in the area as far as new. Joe has them kept up to date and running. You see our trucks out there, they're always clean, as is the DPW facility. A new truck at this time is very handy. We also want to consider perhaps, down the road another pickup truck. MS. BARTOLETTI: Right now, no. We'17 see. We're going to be working on the budget again. MS. BARTOLETTI: The other thing that you're going to vote on tonight are CDBG funds for 2021. It's $139,992. You just have to do a resolution for it. At some point we will decide on a project to be able to use this and other funds that we have, but for now we're just voting to accept it. MR. RUSSELL RINALDI: Does this fall under item nine, resolution nine? MS. BARTOLETTI: I put it as number 13. ATTY. RINALDI: It's 14 on your list. MS. BARTOLETTI: And then items one and two under new business, they're the MMOs, minimum municipal obligations for two of the pensions. The fist one listed is the police pension, and the amount for 2022 is $31,887. The borough engineer, did he come up with any recommendations since the last time I spoke with him with the water runoff? MR. RUSSELL RINALDI: You said the borough manager. When you get that big storm and the car comes by it's like a lake. MR. NOTARI: It's not flowing across the street enough? MR. MARHELSKI: There's not enough to go across the street. HUGHES: My next question is how : when body cameras work and you as the chief approach a citizen that camera automatically kicks on? CHIEF DUBERNAS: It all depends on how they're all set up. It all depends on the situation. Iw will say this, there's oil spilled behind Gilchrist Trucking and all the equipment is behind Gilchrist Trucking. So my question is, first of all, the trucks that are on Keyser Avenue that looks like a shit house, that's not Walter Stocki's trucks. I was told today they're Casey-kassa's. When these vehicles were being moved up there why didn't the zoning or why didn't, like, president of council or somebody say wait a minute, get the police up there to stop them from doing what they're doing? I said that's what I'm trying to tell you. I have to pull out of my driveway. My next-door neighbor has to pull out of his driveway. Across the street, two people.
