No tax exemption shall be granted if  the property owner is delinquent in the payment of his property taxes on the property of their municipality and Lackawanna County at the time of the tax  exemption."  I'm not making this up. This is the  county's LERTA ordinance.  ATTY. GALLACHER: And the county  approved the Birchwood LERTA.  MR. DUNBAR: So we already  established past practice.  MR. HOOVER: If the LERTA has  changed since you started, then we have to  go by the new one.  ATTY.
