PORT. ALLEGANY BOROUGH COUNCIL Regular Meeting December 4, 2023 CALL TO ORDER The Port Allegany Borough Council met on December 4, 2023 at the Borough Council Chambers. Those present were Council Members Jill Stuckey, Jared Dickerson, Tammy Boyd, Andrew Johnson, Cory Thomas, and Sam Dynda. Also present were Secretary Heather Szuba, Manager Jeremy Morey, Solicitor Nicole Larsen, and Mayor George Riley. Absent from the meeting was Council Members Katie Dynda. Visitors present were Chris Ernst of E&M Engineers and Barry Boyer, resident. President Andrew Johnson called the meeting to order at 6:30 pm leading those in attendance with the MINUTES - Sam Dynda made a motion to approve the Minutes of the November 6, 2023 Regular Meeting and the November 13, 2023 Budget Workshop. EXECUTIVE SESSION - Council President called for an Executive Session at 6:47 pm to discuss thel Police Collective Bargaining Agreement. Council went back into Regular Session at 7:08 pm. Sam Dynda made a motion to adopt the 2024 Budget. Tammy Boyd seconded. Motion carried Cory Thomas made a motion to approve Resolution 2023-8 Meeting Dates for 2024. Tammy Boyd Sam Dynda made ai motion to adopt Ordinance 493 Millage Rates for 2024. Cory Thomas seconded. Sam Dynda made a motion to approve the Certificate of Millage. Tammy Boyd seconded. Motion Jill Stuckey made a motion to approve the Police Officer Collective Bargaining Agreement. Tammy Tammy Boyd made a motion to accept the Police Pension COLAS. Jill Stuckey seconded. After Jill Stuckey made a motion to approve the use of County ARPA funds for holiday banners, driveway restoration on Harrison Street, and a new heating system at the waste water treatment plant. Tammy Jared Dickerson made a motion to accept the Zito Media Franchise Agreement. Cory Thomas seconded. Motion carried with Tammy Boyd abstaining because she works for Zito Media. Jared Dickerson made a motion to accept thei resignation of long-time Council Member and President Andrew Johnson. Cory Thomas seconded. Motion carried.
