January 25, 2022 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, January 25, 2022, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. moment of silence was then observed The meeting was called to order at 7:00 p.m. followed by the pledge to the flag and a COUNCIL MEMBERS Lauren E. Chief Rochat said there are two ways to sell ai municipal owned property. 1: by sealed bids, 2: by auction. It was decided last year to sell the property at auction. Our solicitor recommended an auctioneer, who sells municipal properties, and the Borough is currently in deliberation with that auctioneer. Due to COVID Pandemic and winter, it was decided the auction will be held in the Spring of2022. Phil Gerber, 12 Circle Rd, asked ift the intersection at W. Frederick St and Duke Stis going to be revised to change the traffic pattern. Chief] Rochat explained when the project was first considered to be done, a traffic light was warranted. Since ai number of years have gone by, Penn Dot ordered another traffic study and it took into account the amount oftraffic, the flow of traffic and the number of accidents at the intersection. It was determined that a traffic light is no longer warranted at the intersection. MINUTES None 1of5 January 25, 2022 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES OATH OF OFFICE: PENN MANOR STUDENT: REPRESENTATIVE AND MILLERSVILLE UNIVERSITY STUDENT: REPRESENTATTIVE Mayor Aichele administered the Oath ofOffice to Penn Manor High School Student Keira Stigelman, and Millersville University Student Andrew Geer as Advisors to the Millersville Borough Council. President Hauck stated the LCAP students will give ai remote presentation on the Local Climate Action Plan for Millersville Borough. Students did their research, at no cost to the Borough and earned college credits for their Fall and Spring Semesters. Students presented their draft plan, (system was unable to record the presentation). President Hauck thanked the students for their presentation and asked ift there were any questions. Mrs. Gerber asked why they are forecasting a 40%i increase in transportation (answer was unable to be recorded). A question was presented to the students to clarify their mentioning oft methane, greenhouse gases and the farming community (answer was unable to be recorded). President Hauck thanked the students for their study and presentation today and mentioned the students will return with their finalized report and presentation. REPORTS OF BOARDS. COMMITTEES. AND COMMISSIONS President Hauck reported the LIMC will meet on February 2nd and the Planning Committee will meet on February 3rd. Steering PERSONNEL ADVISORY COMMITTEE REPORT Sergeant Promotion from within: Ms. Miller, Personnel Advisory Committee Chairwoman, stated that the Committee met on January 12th. One oft the sergeants in the Police Department retired and the procedure willl begin to promote an officer from within. Ms. Miller officer to the rank of sergeant. Ms. Miller stated the Personnel Advisory Committee is working on filling the Finance Officer and the process is moving along very well. The position is advertised position on Indeed. Ar number of applications have been received, and scheduling for the first round ofinterviews will be next week. A shout-out to the Municipal and Police Administration for all their hard work with payroll, accounting matters and assisting the auditors, who are in the office this week. Linda Bellile, Committee Chairwoman, stated therei is ai motion coming out of committee for the Ordinance to Amend Chapter 305-Sewer. Chief Rochat said it will be advertised by the Solicitor. President Hauck said this motion is coming out ofcommittee, sO no need for a second motion and asked ifthere were any questions or discussions. Motion passed by unanimous voice vote. Report was in their meeting packets for review. AsaF FYI, Ms. Bellile informed Council that the December 2021 Code-Zoning Activity Ms. Bellile made a motion, out of committee, to advertise the Biosolids 2022-2024 Contract. Chief Rochat wanted to clarify that this is a two-year contract with the possibility of three, one-year extensions. Les McMullen, Sewer Department Superintendent, discussed the costs oft the contract. President Hauck asked if there were any further questions or discussion. The motion passed by unanimous voice vote. FINANCE ADVISORY COMMITTEE REPORT: Mrs. Gerber stated the Finance Advisory Committee met on January 19th. There was not a physical quorum, two members were present by phone and two members were physically in attendance. She stated that everything discussed, at this meeting, will need a second motion because it is not out of committee. Mrs. Gerber informed Council, the Finance Advisory Committee discussed the state of the Borough's Finances and are grateful to Borough clerical staff for how they have pitched in tol help get the additional work completed. Mrs. Gerber made a motion to accept the November Monthly Financial Statements: Ms. Miller seconded the motion. Pres Hauck asked ift there were any questions or discussion. Sewer Capital Projects Priority Adjustment: Mrs. Gerber informed Council that the Borough received money from the American Cares Plan. The Borough had budgeted the money which was in the amount ofover $800,000.00 to go to the seweri infrastructure project. Mrs. Gerber's motion is to take some of that money from the original project and apply it to al new project that has some urgency toi it. Les McMullen, Sewer Department Superintendent, spoke regarding the project. Last year, there were issues found with the main interceptor by the pond at the GolfCourse Club House and from that areai to Murry Crossway. These problems were addressed. The stream is now eroding. Back in 1997 an Interceptor Project was done, and barriers were put in. Now, the stream is against the barriers or there is exposed pipe. Les stated there is approximately 1,100 feet oft that line that should be replaced this year, due to the overflow that comes down from the treatment plant. This) job should be done to avoid the line from breaking. Les requested the money the Borough received, be used for this project. He is hoping tol have the job permitted by this summer and to go out for bid ini the fall ofthis year. The motion was seconded by Ms. Bellile. President Hauck asked ift there were any questions or discussion. Andrew Geer asked ift there is an Emergency Application Process that the Commonwealth would provide. Les explained there is an Emergency Permit Program under Act105. This problem was noticed in late March/early April in 2021. The permit was from the Labor of Emergency Repair, and it took 3 months to get the permit. This permit was to sure-up the existing pipe, it was not to replace any pipe. Mayor Aichele asked since this is the 2nd time, wel had to deal with erosion problems, how much more of our lines could be affected. Les stated, when this project is done, it should alleviate most oft the erosion concerns, in that area. There will be some pipe line that will not be fixed with the project. President Hauck asked if there is any further discussion. With no further discussion, motion passed by unanimous voice vote. MAYOR'S REPORT Mayor Aichele thanked President Hauck. He informed Council that a Lancaster County Mayor's Association Meeting was held and there was discussion regarding a large problem in municipalities, fireworks. The Association will be approaching our legislators to make some adjustments sO Police Departments can take more action against firework's violators. Mayor Aichele stated the Water Tower Project is coming along nicely, lines are inj Mayor Aichele asked Lieutenant Jeff Margevich, to present the December 2021 Police Report. Lieutenant Margevich also updated Borough Council on cases which they are currently more: but road work is to come. place, working on and have been brought to an end. MILLERSVILLE UNIVERSITY REPORT Dr. Victor DeSantis stated that Millersville University campus is open and classrooms are back up and operating. Students came back on Jan 18th and 19th. Entry level COVID testing was done for returning students. The current number of COVID cases is at al lower rate than anticipated. Dr. DeSantis thanked the students, employees, and campus community for their vigilance. Millersville University did receive a large supply of KN95 masks, and they are handed out on campus. being Andrew Geer, Millersville University Student Representative, gave a short update on COVID Pandemic numbers at the University. PENN MANOR REPORT Keira Stigelman, Penn Manor Student Representative, gave an update on Penn Manor activities. The high school has started the second semester and are halfway through the school year. The high school building project is continuing on-time. This is the third year into the building project and the new athletic area should be ready for the start oft the next school year. On Thursday, January 27th, the high school will be hosting an in-person second semester "Meet the Teacher Night" from 6:00-8:00pm. Students and teachers are excited to open-up the building for parents to visit. This will be the first "Meet the Teacher Night" ini the new facility since the tropical storm closed school, on the date of the first semester "Meet the Teacher Night." 4of5 January 25, 2022 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES BOROUGH MANAGER REPORT ChiefRochat brought to Council's attention, that Student Lodging came forward with the concept for land they own off ofFrederick St, about 15 acres, and ai meeting was held with the engineer and code officer. They are proposing 36 buildings which will be 72 duplexes for a 55 and over living facility. His question to Council, was, without a formal vote since this was not on the agenda, to see ift this is something they may be interested in without a committal to follow though. There is a process needed to continue, including presentation to Planning Commission. Mary Ann Gerber stated this request should go through the Planning Commission for review. Chief Rochat commented on the wonderful job the Police Secretary, Dottie and Lisa, Administrative Office, are doing while the Finance Officer Position is vacant. He said they have stepped up and are handling things they have not done before, including processing paychecks and W2s for the employees. Everyone is a little stressed, but they are getting the job done. PRESIDENT'S! REPORT President Hauck gave her appreciation for the extra effort the Borough employees are putting in Phil Gerber stated that his time on the Historic Commission is coming to an end, and he would while waiting for the Finance Officer position to be filled. like to continue to serve on the Commission.
