There's two here had the wrong address on them? MR. HART: Yeah. In my report, if you try to match there was a few that they were backwards. It was 103 but it was really 130. MR. She wants to know if you can update her on what's going on with that property on Corcoran Street. ATTY. RINALDI: I faxed and e-mailed her a letter and I sent a copy to council. MR. BUTLER: She said she got nothing. She says she'd like to be updated because she's calling me : ATTY. THE COURT: The magistrate asked me whether we wanted to have the people in the nursing home dragged out before him or would they just sign the form and plead guilty or not guilty. So I asked either him or the magistrate because I don't think we want to drag two old people out of a nursing home. So they were going to sign that form and take it back to George's office. MR. HART: I'11 let you know tomorrow morning. MR. NOTARI: I was on Corcoran Street Wednesday or Thursday. The property is not in pristine condition but it's not running wild. MR. HART: It's not terrible. Neighbors have been trying to help them out a little bit cutting grass here and there. Corey Hern actually is volunteering to cut 12 everything down on the property. But the house is going up for sale or the bank's taking it back over because there is a 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 mortgage on it. MR. NOTARI: I'm personally more concerned about the tractor-trailer parked in the driveway. MR. HART: That's gone now. She bought that. MR. BUTLER: She said every time it goes up for sale they put a stop on it. ATTY. RINALDI: Hold on. It was going - and you read my letter. It was in the tax sale to go. She filed paperwork and it stopped the sale. Doreen. Now it's rescheduled to go in February. She held up the sale. MR. BUTLER: She told me the sale did not go through because the people that were buying the house found out there was a problem with the house that wasn't revealed in the sale. ATTY. RINALDI: That is from the tax claim bureau. MR. BUTLER: Whatever they put under the house when they were building the house. CHIEF DUBERNAS: Two people down from me, too. She made the people that bought the house rip the steps out because she wouldn't allow them on that side of the fence to cut the grass. ATTY. RINALDI: I talked to everybody involved. I even called the bank to see if there was : if they did sign it over to the bank. There was no foreclosure filed as of yet, but I asked if they're paying on the loan and bank says no, they're in a nursing. MR. RUSSELL RINALDI? What was their reason for stopping the sale? ATTY. RINALDI: I don't know what it was, but I remember at the time she was complaining it was going to tax sale and she didn't want it to go to tax sale. I'm thinking why? It will solve your problem. It's not that bad. It's actually a decent house. MS. AVVISATO: And they do have insurance on it. MR. HART: Absolutely, but they're willing to give it to the bank to put an end to all this. MS. LOPATKA: Nothing to add. If you guys have questions. MR. RUSSELL RINALDI: Anybody have any questions for Dave? MR. HOOVER: Apache Drive, we're at $23,500 now? MR. LOPATKA: Yes, but your minimum 15 bid requirement : or maximum is $18,500. So it would have to go out to bid. I mean, my personal opinion, if you work that into your paving program you're going get more bang for your buck. You put a small project out to bid you're probably going to get bids back that are higher. Same with Dunn. Dunn, we put it out to bid and that came back real high. LOPATKA: No. It's on here, but there is a pre-construction meeting for the Hickory Street project on Friday. They'11 hopefully get started soon. MR. NOTARI: You think they'11 start that project this year but they won't pave until the spring? MR. - LOPATKA: Probably have them hold on until the spring for paving. By the time they get all the pipe in they won't be able to pave. MR. NOTARI: I don't know if they"11 want to hold off being that it will be tougher to plow that street. MR. HOOVER: They'11 probably just do primary restoration, get it done before the winter, rather than just cold patch. They do primary restoration on the trench it should be okay for winter. MR. RUSSELL RINALDI: Any other questions for Dave? Thanks, Dave. Chief Dubernas, anything to add? CHIEF DUBERNAS: The only thing, I'11 give you an update with the civil service testing and everything. Saturday we had the physical for entry level police officer. We had five applicants. Only four of them showed up. One of the applicants did not show. So this Saturday at 9:00, if the four of them passed the PT test we'1l take their written exam here. Then from here it will go to oral. That's with the entry level. 18 The sergeant's test I got all the 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 packets for : to start because we had three applicants for that. The test will be given December 2nd at 9:00 here. It's a Friday. That's through the Pa. Chiefs. We have to give them 50 days after their resumes are submitted to read a study guide and eight different books we have to provide to them. After the testing on December 2nd we'll have oral boards and from there they'11 get final score. MR. NOTARI: That's only open to in-house. CHIEF DUBERNAS: Correct. I had two part-time applicants that brought applications by. MR. NOTARI: Approve those tonight? CHIEF DUBERNAS: No. I'm still doing background checks on them. Totally different now with MPOETC. MR. If there's something you want to change or you want to pass it next meeting. Ialso threw in my packet : and just a suggestion : some areas that come up from time to time. We can get those things together on ordinances dealing with pets, weeds, junk vehicles, noise. Take a look at it, let me know if you want : anything you think you might want to use, not use any of them. The pit property, the solicitor's going to sign off on the plans and we'17 get that in front of planning to move forward with that subdivision taking some land from them, giving them some of our land, putting in that roadway, giving them the rest of the pit. Planning and zoning comprehensive plan, you need to pick some people, and it 21 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 can be somebody maybe from planning, somebody from council, maybe somebody from the public. You don't have to add the public in. If you get a couple people that can sit down with Charlie Schimmel he can put something together at least to get in front of you to say okay, we like this or don't like this. But he needs some input from the borough on this area, that area. So he's kind of waiting on the borough to do that. He's done all his preliminary work. He just needs some meetings with input. They're not public. It just goes to planning and then public meetings after that. Just to kind of help you put your new zoning and planning ordinance together. b believe that's all I have to report. MR. RUSSELL RINALDI: Anybody have any questions for the solicitor? MR. NOTARI: I have a question on the comprehensive plan for zoning. Do you think, Bill, that our long range planning committee should meet with that? Is that too many? If the committee doesn't want to be involved I'17 volunteer myself. I'm interested. The other thing I have for Bill, the Glynn Lunney resolution, which looks great, you recommend that we have some kind of criteria going forward, which I don't think is a bad idea. I don't know how we come up with that criteria. Obviously, Mr. Lunney is deserving of any honor that we can give him. Again, I would just like to see some documentation as to why we've chosen Mary Street to Sussex Street. That's all. ATTY. RINALDI: I'm just thinking about going forward. LOPATKA: Idid go by there. MR. NOTARI: I said I'11 take a drive. It's really bad. MR. LOPATKA: Honestly, you can't salvage what's there. MR. NOTARI: It has to be dug up. From Pann Court to Marion. It's bad from Meade to Pann, but not as bad as the next block. ATTY. RINALDI: I'11 try and get you some suggestions and parameters and you guys can decide. MR. NOTARI: We should probably schedule a finance meeting. Right? It's almost budget time. MS. BARTOLETTI: Yeah, we're getting there. The only other thing is on the agenda for tonight I have the MMO for the police pension and the MMO for the administrative pension. We know what the amounts are. That's it. MR. RUSSELL RINALDI: Anybody have any questions for the borough manager? Thanks, Mare. Before we go into new business we'11 go to public comment. Robert Zukauskas? MR. ZUKAUSKAS: I have some things here for the solicitor here, I made copies for council here. My name is Robert Zukauskas. I'm a fourth generation resident of 01d Forge. We've been here a while. My grandfather had a butcher shop down in the lower section of town near where Agostini's Bakery used to be. So we've been there a while enjoying living there. I have a 25 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 picture of my house there. So my grandfather built this house. It's almost a hundred years old. I've been maintaining it all these years now. My grandfather passed away and my mother, she took over the business. She ran the butcher shop. She retired and she passed away, now the house is mine. I am not going on with the business. I was traveling. I traveled the world. I did not pick up the butcher business now sO I have to sell this house now. It's too big for me. This is a huge home. But I've been maintaining it. In my second exhibit here I paid my school taxes here. It's over $2,000. I'm not the only one that pays taxes. Everybody goes through that. I abide by all the rules here. I paid $25 for a building permit. I built a fence around my property here. You can see on exhibit No. 4. I spent over $7,000 to build this fence around my property. That's something I've done. Now we come to the problem with which I have here. Like I said, I'm selling the home now. There are many positive 26 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 features about the home. It's a corner lot, there's a bus stop right in front of it, an the excellent school system. Many, many good things. I think it will sell very well. But there is a major problem. Across the street from my house is a dump, and as you can see on exhibit No. 6 that is a typical picture of what this dump looks like. There are two vehicles there and a basketball net that have been there for years. Now, I understand today that I was told that they were there for seven months. Seven month or a year, I think that's a long time for two abandoned vehicles. I say there's no registration or inspection but I hear otherwise somebody's looking for a title. Anyway, imagine somebody coming around to look at my house, it's up for sale, and they look across the street and they see something like this. Exhibit No. 7 is the same thing, and this is typical of what we have here. This Junk Monkey, he removes furniture and junk from people's 27 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 houses and he puts it in front of my house. This No. 7 you'11 see a couch and chairs. Now, this one isn't too bad, but when it rains, this is vinyl material, the water will roll off. Usually he has upholstered furniture right on Main Street. He has a couch, chairs. One day he even had two pillows out. That night it rained. The upholstered furniture got sopping wet, it started smelling. There's rats, there's skunks, raccoons all in this place here, and it just stays there for days. Eventually it will go and come back, but that's something we put up with here, me and my neighbors. That's No. 7. No. - 8 is just a continuation of that here. You can see the pile of junk they have there. We have ladders, we have cardboard, a lawn mower. Just junk he just piles there. Usually when people lie out mattresses and box springs he'17 bring the mattress and box springs in front of the house, tear it apart. He takes the cloth off the mattresses and puts it in the junk pile here and takes the box springs to the 28 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 junk yard to get some money for them. We deal with that all the time now. The upholstered furniture, mattresses, box springs. No. 9 you can see the Junkin Monkeys thing. He just dropped of a load there. Whereas, Glynn Stephen Lunney was born on November 27, 1936 and grew up in 01d 49 Forge, Pennsylvania. He was an American NASA engineer.
