September 24, 2019 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, September 24, 2019 in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 p.m. by Council President, Daniel P. Ostrowski, followed by the pledge to the flag and ai moment ofs silence was observed. COUNCIL MEMBERS Daniel P. David Sykis, 344 Valley Road, Millersville Kaitlyn Richartz, Millersville University CITIZEN'S REQUESTS OR CONCERNS Elaine Jones, LNP Mr. Homsher from 44 North Duke Street voiced his concern for Council's decision to not move forward with the North/South Duke Street straightening project due to safety issues. He mentioned the numerous times he has witnessed large vehicles that cannot make the turns without driving on the: sidewalks. ChiefRochat stated that there has been some confusion. We originally had a federal grant for $497,000 to straighten that intersection. With that grant came federal requirements, such as environmental, light and sound studies that were estimated to cost more than the amount of the grant. He further mentioned that the Borough did recently receivea Community Development Block Grant (CDBG) in the amount of $200,000 for the south side of the intersection. South Duke Street is being designed to be wider near the intersection, which shall help with the turning radius of larger vehicles. Mrs. Miller added that the total cost of finishing the North/South Duke Street re-alignment is estimated at two million dollars. 1of6 September 24, 2019 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES MINUTES A motion to approve the minutes for the August 27, 2019 Council meeting was made by Mrs. Gerber and seconded by Ms. Bates. With no discussion the motion passed by a unanimous voice vote. REPORTS OF BOARDS, COMMITTEES. .AND COMMISSIONS Ms. Bellile reported on the Blue Rock Regional Fire Commission meeting held at the Highville Station on September 5th. Most of the meeting was discussions on the proposed 2020 budget. She mentioned that have purchased a used command vehicle from out of state and are waiting for registration. There were other discussions on getting the paving done at the Highville Station this year to hold the pricing at about $38,000 and remodeling the Millersville Station's downstairs area for two live-ins. She also reported that all stations have updated Wi-Fi. She mentioned that there is a new incentive program with two parts; part one is for years ofs service and part two is for trade credits when working on projects (such as the Tomato Festival) and that there is a list to pick from such as gift cards. PERSONNEL ADVISORY COMMITTEE REPORT Mr. Cantey made ai motion out of committee to appoint Lucas Charles as the Penn Manor High School Student Representative. President Ostrowski welcomed Mr. Charles and asked that he tell everyone a little about himself. Mr. Charles mentioned he is a Senior and lives on Manor Avenue. He stated it is an honor to be the representative on Council and is excited to see how he can represent the community. With no discussion the motion passed by a unanimous voice vote. PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE REPORT Mrs. Miller made ai motion out of committee to advertise the ordinance to amend Chapter 310, Solid Waste. She explained that this ordinance was due to Council's action to begin following the Lancaster county-wide 'Big 4' recycling program. Ms. Bates asked about the effective date oft the ordinance and our previous discussions oft making the recycling change effective. January 1, 2020. Chief Rochat replied that per the Solicitor it is irrelevant. With no Mrs. Miller made a motion out of committee to allow the Penn Manor High School recording time extension request. Chief] Rochat mentioned that we had already given an extension, but this is an additional extension needed to finalize the agreements and easements for the speed zone flasher. ADVISORY COMMITTEE REPORT Mr. Bailey made a motion to approve the. August 2019 monthly financial statements as presented. Mrs. Gerber seconded the motion. Annual Breakfast at the Marriott at a cost of $60. Ms. Bellile seconded the motion. Ms. Miller questioned what the Borough gets out ofl his attendance to this annual breakfast. Mr. Bailey stated, not paraphrasing what the Mayor has said in the past, as it may not align exactly with Borough Code, the Mayor represents the Borough in these types ofe events. Mr. Bailey mentioned that when he was Borough Council President and having a full-time job, was not able to do those things and was happy tol have the Mayor willing to do those. He went on to say that by statute, it probably is the responsibility of our elected Council President or designee. Mrs. Gerber stated that she is totally opposed and have also sat as President of Council and was happy to let the Mayor attend events as long as he paid forit. She thinks we should not bei in the business of paying for breakfast and lunches for the Mayor. Shei is totally in favor ofH him going to the annual Mayor's conference or to a meeting of one oft the organizations for which we pay dues. She stated Council and the Mayor is provided a $200 per month salary and that the Mayor is able to keep up to $150 for each wedding ceremony. Ms. Bates confirmed Council hadj just discussed and agreed to continue the membership to the EDC ofLancaster. With no further discussion the motion passed 4 to 31 by voice vote. Mr. Bailey made a motion to approve the Mayor's attendance and reimbursement to the Lancaster Housing Opportunity Partnership (LHOP) Breakfast Celebration at a cost of $50. Ms. Bellile seconded the motion. Ms. Miller mentioned that the Borough ini the past has had LHOP come in as speakers to the committee meetings but stated that if Dan as President works and can'tg go to these things, perhaps it would be a good idea to let other Council members know. She doesn'ts see this as the Mayor'sresponsibility in our form of government. President Ostrowski mentioned that he typically doesn'tsee these event invitations directly and that he usually finds out about them from the Mayor. He will pursue further conversations with the Mayor and the circulation of future invites. MAYOR'S REPORT In the absence of the Mayor Moriarty, ChiefRochat was asked to read his monthly report. Its stated that he has meet regularly with Lieutenant Margevich. He officiated a wedding ofa couple who resided upstate but have roots inl Lancaster and sought out a wedding venue. here at Cameron Estates, Mt Joy. He issued a commendation to WIXQ Radio, Millersville University's on campus radio station and participated in their anniversary (51 years) party. He attended the monthly Lancaster Safety Alliance lunch, and although he represented LEMSA officially, he used the opportunity toj provide borough information when appropriate. He attended Millersville's Dr. Wubah's State oft the Ville address, formerly known as the Convocation. After the speech, he was invited to the President's yard for a garden party. He saw numerous people, from local citizens, to the County and State Representatives, as well as MU staff. This was an excellent Lieutenant Margevich was asked if there were anything to report. He mentioned that he and Detective Scott just wrapped up a two-week investigation that lead to the arrest oft the person that was breaking into vehicles in MU's parking lots. The cameras from those area provided the criminal action, but it took a little while to conclude the identity. Chiefl Rochat mentioned they have received the award for the bullet-proofvest grant in the amount of $5000 and he also received notification ofreceipt of the PLCB (Pennsylvania Liquor Control Board) grant in the networking opportunity. amount of $10,000. 3of6 September 24, 2019 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES MILLERSVILLE UNIVERSITY REPORT Mr. DiGuiseppe in the absence ofMs. Ford reported this Saturday, September 28th, MU will host the first of their two fall admissions open house. The next open house is scheduled for October 19th. He noted that most ofthese open houses attract large masses of people, at least 1,000 to visit the campus, as high school students consider their options for higher education. He reported on October 1s'and 2nd there will be an Active Shooter Training Program in the Student Memorial Center, Reighard Multipurpose Room. Our University Police offers special programs tot faculty, staff and students on how to respond when an intruder threatens. Another large attendance event is the annual Job and Internship Fair which will take place on October 3d, between Noon and 5 p.m. in the Student Memorial Center's Marauder Courts and in one month, Homecoming week will take place on campus, between October 22-26, highlighted by lectures, several alumni events, campus tours, class reunions, athletic events and the Millersville Community University Parade. He went on to mention Millersville University will builda Memorial Walkway on campus. A meandering path behind the Washington House on campus, which will include 12 plots that represent the traditional Divine 91 historically Black Greek lettered organizations and other Latin fraternities and sororities. This project will honor the history and service oft these organizations, some ofwhich are presently represented with active Chapters at Millersville University, and serve as a gathering place for members and a walkway for the campus community. He stated that thanks to a new agreement between HACC, Central Pennsylvania' s Community College, and Millersville University, HACC graduates will be able to seamlessly continue their education at MU. There are three areas of study in effect immediately; nursing, social work and business administration. Students will complete their associate degree at HACC and have a clear pathway to obtain their bachelor's from Millersville University completely online. Earlier today, Millersville University held an open house for the new College of Business in the Ford Atrium, McComsey Hall. The event officially announced the new college to members oft the MU and Lancaster County communities. Itoffers a bachelor's in Business Administration with options in Accounting and Finance, and Marketing and Management. The new college was established on July 1,2019 and has an advisory council of local business leaders As noted earlier, the Millersville Community University Parade is about a month away, October 26th. We are now looking for parade volunteers, ifyou know ofanyone that is interested, they are looking for about 150 volunteers to help out for that day. They are also looking tol bring in Flagger Force to help out, especially due to the construction going on at the High School. Once again, due to the great efforts of our fundraising team, led by the Mayor and Phil Loht they have: raised almost $100,000 in cash, pledges and gifts-in-kind. Iti is one of the largest Parades in Lancaster County. The borough will be represented by a car for the Council, the Mayor and a Borough Police vehicle. We are appreciative of the continued support of the Borough via the street department, police and fire rescue for all their efforts, particularly on parade day. For the first time in history, the 2019 Parade Grand Marshal will be an organization. The Millersville Woman's Club was chosen due to all their community service to the area, including the beautification of the Borough Park, donations to local scholarships, assistance to the local Girl Scout troops and sO much more. Mr. DiGuiseppe went on to mention the U.S. News & World Report recently released the ranking of best colleges and universities, and Millersville University landed number 24 on the list of"Best Public Universities in the North". Millersville advanced five spots since last year. Additionally, Millersville advanced nine spots, from 103 to 94, within the "Public and Private Universities in the North" 'ranking. Per the Borough Manager, he was asked to let you know that the Army ROTC canon that was donated for use at football games, was and alumni. 4of6 September 24, 2019 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES to undergo a testing today and again tomorrow between 3 p.m. and 5j p.m. They are looking forward to using the canon during the Homecoming game on October 26th for the first game use. PENN MANOR REPORT Mr. Charles presented his first report. He noted mandatory security drills are being conducted at each district building. The teachers and staff participated in a conference toj promote aclimate more enjoyable for students per a trial run in New York that resulted in better attendance, increased scores on test, etc. The new principal Mr. Baron Jones is a positive addition to the Penn Manor Administration team and the students feel he is very approachable as he shows al legitimate interest in everything the students do, whetheri it be sports, classes, or after-school activities. He noted Homecoming and the homecoming dance will be October 18th and 19th. He noted there are a lot ofinevitable inconveniences with the on-gong construction. The biggest is the construction noise. It can take away from learning at times when they are drilling and the whole floor shakes and at one point, they were blasting rods into the foundation that sounded like gun shots. BOROUGH MANAGER REPORT Chief Rochat mentioned he offered his assistance in working with Dr. Gale on the Safe School Grant. Itis at two-phase grant; Part. A is available for every school in the amount of $25,000 for security measures and Part B is a competitive application for up to $400,000 which may be used for the entire District. The school's approach is different than law enforcement, they are looking at staffing and counseling measures. PRESIDENT'S REPORT with staff next month. NEW BUSINESS President Ostrowski mentioned he dropped the ball and will work on scheduling meetings Ms. Bellile provided her leaf collection update. She mentioned she toured the Lancaster County Solid Waste Management Authority's facilities, including the transfer station, the waste to energy facility and the Frey Farm landfill. She learned that only 3.5% ofall waste goes into the landfill and that all else is burned or recycled with zero emissions; very impressive. She continues to research ai resolution to eliminate the bagging of leaves and other methods of collecting yard waste through the year. President Ostrowski requested that going forward further discussions should be made through the Public Welfare and Public Works Advisory Committee.
