The purpose of the meeting will be to set our agenda for the regular council meeting which will be Tuesday, November 21st. We'17 hear from our department heads. We have a public sign-in sheet if anybody from the public would like to address us. We'11 hear from our mayor, solicitor, and we'11 go down the table and hear from our borough manager and council members, see if they have anything. RUSSELL RINALDI: If he's doing sales out of that back room, then we can stop him MR. FEBBO: He can't have tractor-trailers coming in and out of there dropping supplies off or going out, but he could work. MR. He's not using the property, sO he can walk in and out of the building, keep his tools there, but he can't run a business out of it. MR. RUSSELL RINALDI: The hearing is? MR. SOKOLOWSKI: The 16th. MR. I believe Councilman Lettieri at the last meeting asked about a water problem at the base of the driveway at that address that wasn't there. MR. LOPATKA: I haven't. I'11 get out there. I was away. MR. HOOVER: I have pictures on my phone that I was sent that states that that was there before they paved the road. The water was there. You can see the : MR. LOPATKA: I know where it is. Right next to Miles Park? MR. NOTARI: No, Edgewood. Rosemount. So I'm not arguing with you, Jim. The dip might have always been there, but everything else is now funneling to that dip. MR. HOOVER: They made it worse. That's what I told him. I would like tosee on the meeting's agenda the approval for us to go ahead and hire the operator firefighter per diem. MR. FEBBO: Are we ready for it? MR. TAGLIATERRA: We did all the legwork. We're just waiting for the okay sO we can start advertising. MS. BARTOLETTI: Bill and I already have that to be on the agenda. We're all ready for you. MR. So there will be a proposed resolution on the inter-municipa transfer one way or the other, depending on what council wants to do. There will be the resolution for the stipend for Eagle-McLure Fire Department. Those are the only two resolutions I know of right now, and to let you know that our cable consultant has gone through the agreement. He made seven suggestions and he's sending those to RCN for their comments, and hopefully that will be resolved. I shared that with Marylynn. It covers your question, too. That's it. That's all I have. MR. RUSSELL RINALDI: Anyone have any questions for the solicitor? MR. NOTARI: Bill, I have a question about the stipend. Will it go to the 01d Forge Fire Department as : ATTY. NOTARI: I realize they're all coming together. MR. TAGLIATERRA: We're working towards one entity. We already got that ball rolling. ATTY. RINALDI: Actually since their new building was constructed the stipend goes into that. MS. BARTOLETTI: And your discussion for the next meeting is strictly only for the driver, not the usual stipend that they get. So that's above and beyond that. ATTY. RINALDI: An additional stipend. MR. RUSSELL RINALDI: Any other questions for Bill? Thank you, Bill. Borough manager, Marylynn, anything for the meeting or the agenda? MS. BARTOLETTI: I C don't have anything for the agenda, but I just wanted to give you a little schedule for the budget. So we'11 probably talk about it a little bit at the next meeting. Then we will do a special meeting on December 5th, which is the night of our actual work 11 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 session, to pass a tentative budget, and then December 19th we'11 pass the actual budget. RINALDI: I missed one thing. The planning commission requested : they have one alternate. They've requested if council would increase that to up to three because he's having problems. When we passed the resolution we only did one alternate. So I can put a resolution on with two blanks saying two more. You can go up to three max. So I can put that on the agenda as well. MR. BRAY: I'm Kelly Bray. MR. RUSSELL RINALDI: They contacted me a few weeks ago, can they give us a little presentation about our water collection. You're more than welcome to come forward and begin when you're ready. MS. BRAY: Good evening and congratulations to everyone. So I am part of the business development team at Pennsylvania American Water. I started there in March of 2023, and part of my job was to kind of look into what kind of opportunities there were in the surrounding area for possible acquisition and seeing if 15 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 it's something that boroughs or municipalities or cities would be interested in. So after I started Moosic Borough did reach out to us about potentially selling their wastewater collection system. So that made me take a look at everything and that Lower Lackawanna Valley Sanitary Authority system. We have been meeting with the different municipalities. Many of them have expressed interest in a potential sale or acquisition. So it's kind of just a meeting, just exploratory, just to have a talk about, you know, what those financial figures would look at to you if you were interested in possibly selling your collection system. To really make it worthwhile for Pa. American Water it would need to be all five of the municipalities. Moosic and all those that flow into the Lower Lackawanna Valley Sanitary Authority. So I don't know if any of you are familiar with fair market value. It is somewhat being attacked now in legislation. 16 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 So before when Pa. American would come in and acquire a system, a lot of times it would happen because the municipality or the borough needed to sell for financial reasons. It was depreciated cost, sO there wasn't actually that much money given to a municipality when they would acquire their system. Now things have changed substantially. So with fair mark value we are now looking at approximately : before, like, if we came to speak with you and I believe that someone from Pa. American did speak with the borough maybe, like, two or three years ago, possibly. But back then the figures we were looking at approximately $6,000 a customer. Now we are paying between $12,000 and $14,000 a customer. So it is a substantial amount of money that the borough would receive if they were interested in it. I don't know if you have MS4 issues. Some of the other municipalities that we have spoken with do. So they were thinking that if we were to acquire their collection 17 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 system they would form a storm water authority to handle their MS4 issues. I know some of the other municipalities that we have met with do not have MS4 issues, sO they were looking at the proceeds as a way of hiring more firefighters, hiring more full time police officers, giving money back to different community endeavors. So it's something to consider and think about. So that's why I just wanted to come in and talk with you. We would hope that maybe we could get all of the municipalities together sO they could see if it is worthwhile for them. Again, it's just exploratory. It's just a conversation to be had. MR. HOOVER: Who are the five boroughs? MS. BRAY: In Lackawanna County it's 01d Forge and Duryea, Taylor - Duryea is Luzerne County. 01d Forge, Taylor in Lackawanna County, and Duryea, Dupont and Avoca in Luzerne County. Then Moosic had some parts that Moosic is part of it, but not a necessity to be part of it. 18 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 MR. RUSSELL RINALDI: Are you currently in any other boroughs or surrounding areas now? MS. BRAY: Pittston just put out an RQ, sO we did just bid on that, and maybe some other cities or municipalities in the area have come and spoke with us about them putting out for procurement as well. So it is something that is happening. MR. RUSSELL RINALDI: Is there any information that you brought with you? MR. BRAY: Yes. MR. RUSSELL RINALDI: So we can have on file with the borough manager with the rest of the vendors sO we can go through it. MS. BRAY: And something that's helpful to know, too, is with Pa. American, if they are our current water customer, anyone who qualifies for our H20 program would immediately be put right into this as well. So they wouldn't be paying the full rates or anything like that. That's usually the biggest concern of the municipalities. So the other ones we have spoken with have worked with investors and have found a way 19 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 through an acquisition that they'd be able to freeze their borough or city taxes for residents for quite some time because it is a : substantial amount of money. MR. RUSSELL RINALDI: Anyone have any questions for Kelly? MR. FEBBO: When do you plan on going into effect with this? MS. BRAY: I mean, it could take some time. Right now we're just having conversation. I just started in March and five people with all different ideas, sO not tomorrow. And my card and everything is in here, sO if anyone has any questions feel free to e-mail me or reach out. I am in the Scranton office. So I am also actually a customer of Pa. American. MS. LENCESKI: Storm water and sanitary? MS. BRAY: Just collection. Pa. American can't do storm water. It's a regulation. We can do water or wastewater. BRAY: The idea that we had was that we would acquire - if you just wanted to sell your collection system you'd have to put it out for bid. But if we were to acquire Lower Lackawanna Valley Sanitary Authority, then we could do : like, everybody would feed their system into the Lower Lackawanna and everyone would get their proceeds based upon how many customers they have.
