260 THE BOROUGH OF NEW EAGLE 157 MAIN: STREET NEW EAGLE, PA 15067 MEETING MINUTES JULY15, 2020 Prior to the Borough of New Eagle council meeting Council met in executive session to discuss personnel and possible New Eagle Borough Council met on Tuesday, July 15, 2020 in the Council Chambers, Municipal Building 157 Main Street, litigation. Walters, Mayor C. Fine Others Present: Solicitor T. Berggren, Police Chief K. Harris Absent: PWI Road Foreman. Jason Miller Visitor Chris Carroll, Board Chairman of Mid Mon Valley Transit Authority and borough resident, shared with council the need for their support ina approaching Washington County Commissioners to request financial support from the for Mid Mon' Valley Transit Authority. They receive financial matches from Westmoreland County and many county municipalities. Mr. Carroll provided a form letter for those borough officials who would like to petition the Visitors Michelle Williams and Robert Reynolds of 214 Main Street shared a complaint to council regarding Minutes from the. June 9, 2020 meeting was presented to Council for approval. Motion was made by T. Chaney and Motion to approve to pay bills ini the amount of $55,875.71 (Bill list A $22077.28, Billl list B $33798.43) was made D. Walters and seconded by B. Williams. Motion was carried by unanimous call oft the roll by the Secretary. S.E Bobnar gave the monthly report on the Public Works Department. Maintenance continues ofa aging equipment needed. Grass cutting continues on a weekly basis. Sycamore from Chess to Main is closed while Public Works repairs as broken storm water pipe at intersection of Sycamore and Main. Repair work includes replacing basin and curb. Summer schedule of work needing done is extensive. S. Bobnar and B. Williams directed department that all borough owned vehicles and equipment must be cleaned inside and out at the end of each shift. Several basins on Main Street are in need of repair/replacement. We must contract said basins out because they are int the travel lane and will require T.Chaney and D. Walters continue to meet with contractors to upgrade front office. The borough secretary will move Ambulance Meeting for second quarter was cancelled due to COVID. The ambulance received a check ini the amount of Mayor C. Fine reported that they continue to enforce high grass ordinance and junk vehicle ordinance. Harris reported 80 calls for service in New Eagle Borough in. June 2020. The police continue traffic control which seems to be improving and firework complaints are. numerous. They are enforcing the state law regarding fireworks including distance and setting them off after the Holiday. The state citation for this violation is $200. The police responded to a resident preparing to setoff fireworks at the Maple Avenue Playground on July 4, 2020. There was ani incident today ofa a dog killing a cat at 461 Second Avenue, New Eagle. Awritten call summary was provided for Tanya Chaney and Saundra Bobnar reported that there was damage to some homes near the Maple Avenue Park on Dover, Maple and Keenan Roads and al lot of debris and litter int that area as a result to people setting off large fireworks. Dennis Walters shared complaints from residents regarding jake brakes' being used on Route 88 (Main Street). Signage should be updated and put in appropriate areas. Chief Kevin Harris will have officers issue truck violations once signage S. Bobnar motioned and T. Chaney seconded that per the Collective Bargaining Agreement, Jason Miller, as Working Foreman, shall direct and supervise the Laborer/employee oft the Public Works Department.
