278 THE BOROUGH OF NEW EAGLE 157 MAIN STREET NEW EAGLE, PA: 15067 New Eagle Borough Council met on Tuesday, April 13, 2021 at the New Eagle Borough Municipal Building, 157 Main The meeting was called to order by Council' Vice President, S. Bobnar, the Pledge of Allegiance was recited. Roll call was taken by Borough Secretary, Kimberly Koontz, there being a quorum present the meeting was called to Street, New Eagle PA 15067. order. Present:S. Bobnar, B. Williams, T. Chaney Absent:J. Fine, D. Walters Others present: Mayor C. Fine, Solicitor T. Berggren, Police Chief K. Harris Visitors: Chris Carroll, 906 Sycamore! Street. He reported on the Mon Valley" Transit Authority. Many new routes, new shelters are being installed. The Transit Authority is doing very well. He also has concerns with a property on Chess Street, Downfall Demolition. Thei front of the building has heavy equipment and trash. Iti is an eyesore. He would like some encouragement to the owners to keep the property cleaned up. Solicitor T. Berggren advised the Borough will investigate the IPMC Code. John Kosko of 912 Marion Street, spoke regarding Downfall Demolition. Jessica Levandosky 146 Chess! Street, owner of Downfall Demolition expressed concerns over being accused of trash on the property. Solicitor T. Berggren advised. J. Levandosky that this willl bei investigated with the IPMC Code. Correspondence: Letter from the City of Monongahela Planning Commission was presented to Council regarding Minutes from the March 9, 2021 meeting was presented to Council for approval. Motion was made by T. Chaney and Motion to approve bills in the amount of $107,758.03 (Bill list A $84,237.13 Bill List B $23,520.92). Motion was made by B. Williams and seconded by T. Chaney. Motion was carried by unanimous call of the roll by the Secretary. J.Miller reported on the Public' Works Department. Insight Pipe continued with the storm water pipe inspections. The following pipes were inspected for cracking, protrusions, crushing and debris, Walnut Street to Robinson Street ant the Railroad Tracks. Hemlock Street to the Railroad Tracks. Basins at Chess Street and Hemlock and Hemlock and Main Street. Pipe system was in overall good shape, some slipl lining will need to be done in the next two years according to the InsightSupervisor. Catch basins were vacuumed out. Three (3) catch basins were repaired, Lincoln Alley at Wood Street, Keenan Hilll Road at Rush Avenue and South Alley. El Grande contracting completed two catch basins in March on Main Street and Howard Street. On April 5th two other catch basins on Main Street were completed Main Streeti in the Riverview Baptist Church and Main Street in the Area oft the Pizza Station. A water service valve was replaced at the Maple Avenue Ball field. The dump area behind the Public' Works garage is closed. The DEP came to the area on April 22nd and found multiple dumping infractions within the area. All the identified issues did require removal oft the materials. The 2015 Ford F550 dump truck was picked up from CH Harper for repair to the turbo charger. The 1998 Caterpillar 416c backhoe has been placed out of service due to mechanical and safety concerns. A Cleveland Brothers representative was present at the meeting and gave options of purchasing a new backhoe versus repair of the current backhoe. B. Williams motioned we table the purchase; T. Chess Street Park grant has been submitted. Secretary K. Koontz that 279 reported she isi in the process of scheduling an Electronics Recycling date fori the Borough. Police Chief K. Harris reported there has been multiple complaints in the Borough regarding dirt bikes and atv'si in Unfinished Business:T. Chaney made the motion to send out the numbering of houses violation letters Ordinance No.124, approximately 96 residence dor not have house numbers. B. Williams seconded the motion. Motion was carried New Business: Motion was made by T. Chaney and seconded by B. Williams to purchase a sixteen (16) security camera system not to exceed $1200.00 for the Public' Works Garage. Williams to sell the 2012 Chevy Colorado on the Municibid website with ar minimum reserve bid of $5,500.00.
