Metcalfe. Visitors- Resident Dan Lehman spoke about missing street signs. Dan Lehman spoke to Council the importance of replacing street signs for noticeability for emergencies and mailings. Gave list of missing signs to K. Baker, D. Logan. Spoke about an emergency incident on Main Street with utility wires, met with A. Metcalfe and State Police a few weeks back. Attachment to a truck took some wires down in the area; A. Metcalfe forwarded video to State Police. Council thanked Mr. Lehman about bringing the missing street signs to their attention and will be addressing it asap. Council stated they appreciate residential feedback in respectful manners on Borough issues. Ed Chamberlin- LEMC/NHFC- E. Chamberlin went over NHFC Report from May 2024. E. Chamberlin stated sent in the Master Street Address Guide to CC GIS office with no further changes marked. D. Logan was marked as an alternate due to Mayor-Street Commissioner status. Asked if the Fire Company Auxiliary would be able to borrow the popcorn machine in October. Council states this shouldn't be an issue, and we will possibly have popcorn to donate too. E. Chamberlin also went over an appreciation message sent by residents who ordered the Hometown Hero Banners. Memorial Day Committee will be meeting June 12 at 6:00pm at Minute Review from 5.20.24- F. Moore asked to change wording for mulch measurements; A. Metcalfe made an motion to approve minutes with corrections; M. Logan first approved, H. Straley seconded, all approved. Treasurer's Report- A. Metcalfe made a motion to approve Treasurer's report and pay the bills; F. Moore first D. Logan spoke in regards to residential concerns about dumpsters. "Apple apartments" seem to be emptied once a month; which contributes to overfilling, vermin, and bad smells left to permeate during the summer months. Resident had asked if we could apply an Ordinance to either ban dumpsters or make them emptied once a week. Council would like to reach out to landlords first, and would like to discuss making a Resolution at the next meeting. Council asked the Solicitor if the complaints can be anonymous; R. B. Crelin responded with provisions to RTK laws allow the redaction of personal information to protect against retaliation. F. Moore responded as he is not picking on the resident, but if the emails and everything there will be enough identifiable information for them to not remain anonymous. Council feels residents need to be protected against 1. Public works update- Finished staining bus shelter, fixing glider in parking lot (minus the roof), mowing etc. New projects include getting parking lot lines painted(straignt in, not diagonal) F. Moore had an idea, towards the end of the lot with one space longways, the lines can be painted on by Maintenance. Maintenance also is skilled enough to remove arborvitae bushes alongside of the parking lot that have been trimmed" (See below on Engineering Concerns), no outside services needed. Mayor's Report complaining about their neighbors without retaliation. blank maps toi identify storm drains/manhole covers and anything else they can mark for maintenance awareness and will label as needed. A. Metcalfe stated there are official maps in our map room. 2. Gazebo is stained, waiting on a material cost to replace roof on glider swing at park. 3. Will look into better flag holders on porch.--they keep breaking/snapping off; the latest are metal, ordered from Amazon. D. Logan will look into army surplus stores or flag supply stores to see about getting cast iron or heavier metal for them. President's Report- See New Business/Old Business Vice President's Report- See New Business/Old Business Secretary's Report 1. RTK Requests- None at this time a. FOIA Buddy-Office of Open Records sent email regarding RTK requests through FOIA Buddy. Allows participants to request anonymously, which goes against OOR policies. 2. Summer Newsletter- it is time to start our Summer newsletter; M. Logan will contribute and help fill with information. K. Baker will gather a price list for postage and amount printed from last Newsletter 3. Yard Waste Processing Equip Program- Cumberland County sent letter in regards to canceling yard Publishing. waste processing equipment program. No further action necessary. Citizen Concerns New Business 1. Home on N High St.- A resident reported to M. Logan rats were seen on the property. Council would like our Code Inspection unit to be contacted. K. Baker will contact and update at the next meeting. 1. Resident survey ideas- M. Logan discussed at the PSAB conference different boroughs getting resident input and feels we should hold one in Newburg. Council feels we should ask residents their input on what do residents think we should do at our park/community surveys? M. Logan discussed first survey should be about adding to our playground to make it more enticing, then having a community reveal or get together and give out snacks/enterainment. F. Moore suggested putting something on Facebook to allow for a survey. The official Newburg Borough Facebook page is not open for public comment at this time. K. Baker will pull some survey research and present it at the next meeting. 2. Assigning areas of responsibility. M. Logan brought up all of Council should have responsibilities whenever we have a community event, such as putting up/taking down no parking signs. M. Logan also discussed divvying up tasks and having all eyes watching for little things such as the signage from the alleyways (see Visitors above). Council discussed working together to make tasks easier, such as 3. Volunteer/Employee T-Shirt- M. Logan would like to purchase bright, printed T-Shirts not to exceed $1001 for residential awareness of our' Volunteers/Employees. M. Logan made a motion to purchase same color t-shirts (6 total) not to exceed $100; A. Metcalfe first approved, H. Straley seconded. 4. Tip Top Roofing TY Donation $100 for Parade vehicle- A. Metcalfe entertained a motion to send a donation of $100 to Tip Top Roofing as a thank you for allowing Council to ride in their vehicle during 5. Trimmed Trees along parking lot discussion- A. Metcalfe discussed Snokes Paving/Excavating cut large portions out of the trees along parking lot without permission. Trees will likely need removed. Keller Engineer Repl K. Fresh made council aware of the trimming after it was done, and council did not see it in person for several days. As well as this, maple tree branches were cut off as well without permission. Council is unhappy and is looking into other Engineering firms. M. Logan is to email Keller/ 6. Broken Cast Iron WELCOME TO NEWBURG sign discussion- K. Baker reported on Keystone Sign Trust, and will be following up next meeting with costs/fees of replacement and/or repair. Unfinished Business 1. Little Library update on work needed- F. Moore advised Council he had sanded and stained the Little 2. MailBox Ordinance Update. Public hearing scheduled for 7/1/24 at 6:30pm- K. Baker reported from PostMaster from Newburg commenting on getting cluster boxes by the apartment buildings. a. Estimated Cost Per Mailbox Post/placement $75- from Maintenance (on having previously 3. MPH Signs Update-PennDOT Pilot Update- PennDOT contact M. Briggs has granted Newburg permission to install MPH signs, calling it a "Pilot program" and will be monitoring the use of the signs. Also stated he could install them himself if we run into an issue. K. Baker feels positive communication 4. Hopewell Contract/Bucket Truck update- Hopewell no longer needs. permission from school board W 5. Volunteer crossing guard update. A. Metcalfe entertained a motion to post on our website/facebook page: Seeking volunteers for school crossing guards; must pass background checks; for Newburg residents. F. Moore first approved, B. Starliper seconded. K. Baker will make the posts. 6. 2023. Audit update- M. Logan advised the Audit 2023 has been completed, and we are waiting on PA State acceptance. Council thanks our SEK rep Kristi who helped and guided the auditor G. Rife on how 7. Violations Update- K. Baker stated the Code Enforcers are entered into the judicial system, however still unsure how to handle the non-traffic violations without sticking them to the vehicles window. K. Baker will send it to Code Inspector to see if they have any information as they were going off of 8. Rent Equip Billing Discussion-Comparing last two billings; discussed the large difference. K. Baker 9. Engineering Concerns- Council discussed creating an RFP(Request for Proposal) for a new engineer based on bidding issues with our projects, proper contracts with correct dates; scheduling issues; etc. A. Metcalfe discussed how they seem to not know how Borough work has to be done. A. Metcalfe made a motion to approve Solicitor R. Crelin to construct an RFP for new engineering firm; M. Logan 1. PSAB Conference Sharing A. Metcalfe was awarded her Certified Borough Official award at the last conference. She recommended taking the Public Officials Ethics act, collecting pamphlets and business 2. PSTCA PA State Tax Collectors Association 10/11-12. $265.00 for non members. We are not currently 3. PROP Lunch/Learn Zoom Free 6/20 11:30am-12:30pm- 901/HHW Grants-no further actions necessary. Roundtable- F. Moore asked about the pavers and what we are doing with them, M. Logan stated had spoken with maintenance and it doesn't seem worth trying to sell, would like to give away to Borough Residents just to clear it out, have to be a borough resident (show id), first come first serve; residents take first, council takes next, non residents last. D. Logan discussed having some type of appreciation luncheon/dinner or something for our Fire Department to show our appreciation of them. D. Logan also wanted to thank council for working responsibly with him as Mayor, as he learned most Mayors get "beaten up on" by Council. Adjournment -7:59pm A.
