BOROUGH OF NEW FLORENCE MINUTES JUNE 18, 2024 President Jason Beatty, called the regular meeting of the New Florence Borough Council to order on Tuesday, June 18, 2024, at 6:30 pm in the Borough Building. ROLL CALL Members Present: Jason Beatty, President Mason Luther, V.P. Jeff Rager Chuck O'Shell Dan Hewitt, Solicitor Scott Fuller Gwen Dellett - Absent Ed Craft Cheryl Priest, Secretary Mark Dellett, Mayor PUBLIC COMMENT Misty Clawson spoke on behalf of the New Florence Area Community Development, regarding trees that need to be removed on Ligonier Street. Jason Beatty read a letter from the Thoburn Foundation. The foundation sent a check for $500, Council is to distribute the funds to Community Development for children's education/activities in the community. Council will distribute the funds when a plan is presented to council as requested by the Foundation. Phil Ferris thanked the New Florence council for being their sponsor for receiving the grantmoney from Ligonier Endowment. The new firetruck is paid off and the remainder funds will be used toward equipment. Phil Ferris also updated council on the use of the ARP funds with regard to purchasing safety vests, signs, etc. POLICE REPORT Chief Goggin gave the May Police Department Report. The Department is continuing working with the NIBRS reporting system. There is increased traffic control and foot patrols in the park areas. Officer Marsh spoke on National Night Out to be held in New Florence on Saturday, August 10, 2024, 5:00 p.m. to 9:00 p.m. Jason Beatty entertained a motion to close a section of 13th and Franklin Streets for the event. Chuck O'Shell made a motion to close streets. Mason Luther seconded the motion. All in favor. Motion passed. APPROVAL OF MINUTES Jeff Rager made a motion to accept the minutes from the regular meeting of May 21, 2024 as written. The motion was seconded by Chuck O'Shell. All in favor. Motion passed. TREASURERS REPORT Jeff Rager made a motion to accept the May 21, 2024 Treasurers Reportas written. Ed Craft seconded the motion. All in favor. Motion passed. SOLICITOR'S REPORT No update. COMMITTEE REPORTS Fuller, second. BUILDING, GROUNDS, & EQUIPMENT = Mason Luther, Chair. Scott Mason Luther noted the signs are done. The painting of the New Florence Borough building is complete and looks great. Al Thomas replaced the small garage door. STREETS AND DRAINS = Chuck O'Shell, Chair, Jeff Rager, Second Jason Beatty opened the sealed bids for the seal coat project. Bids from the following: Russell Standard $39,065.31 Midland Asphalt $46,190.74 Quaker Sales - $39,375.45 Chuck O'Shell made a motion to award the job bid to Quaker Sales. The motion was seconded by Ed Craft. All in favor. The motion passed. NOTE: After discussion at the meeting we discovered the award needed to go to Russell Standard with the lowest bid due to funds being paid from our Liquid Fuels fund. Paving bids are being tabled for now. Dan Beyer of EADS held a meeting with Jeff Rager and Chuck O'Shell regarding the Stormwater project. We can proceed with the project, but there is an issue with getting a permit from Norfolk Southern to complete the work in the subway. The section of Penn Street which was thought to be included in the CDBG grant, is in fact not part of this project. GRANTS & FUNDING - Gwen Dellett, Chair, Mason Luther, Second No report. LANDBANK = Ed Craft, Chair; Mason Luther, Second the demolition at the Overall Factory, still in progress. Mason Luther held a discussion with Hallie and Brian from the Landbank on MAYOR'S REPORT No report. ORDINANCE OFFICER REPORT = Ed Craft Ed Craft spoke on the letters that were sent out. The bank is dealing with "squatting laws" on a property on Ligonier Street, once that is taken care of they can "red tag" the house. Six (6) letters were sent out. Ed Craft also noted that he received a phone call from Representative Reese's office pertaining to the handicap gentleman and the delinquentper capita taxes.
