Metcalfe called meeting to order at 6:30pm. Persons to be heard- Senator Greg Rothman spoke tot the Council in regards to getting into politics and why. The Senator states hei is working for the people, returning as much money to the community as possible.Has extensive grant knowledge. Council talked about the speeding/PennDOT issue. Council spoke about our sidewalks, and connecting trails with Hopewell Township. Council discussed Penelec/Electric Supplier issue. Senator Greg Rothman requested a detailed memo recounting the issues, as well as an email for his office detailing PennDOT issue with the speed signs. He is going tol look into where County monies are going in regards to our roads and will look for ways to gain monies for our road upkeep. K. Baker will bei in touch with his office. Ed Chamberlin- LEMC/NHFC- absent 1. LEMC Appoint- A. Metcalfe entertained a motion to keep Ed Chamberlin as LEMC for Newburg Borough, M. Logan first approved, F. Moore seconded. Solicitor M. Pykosh stated we did not Minute Review from 1.2.24- Approved with changes first by M. Logan, seconded by B. Starliper. Treasurer's Report- Went over Treasurer's Report, Check Detail, and Monthly Internal Financial Report. M. Logan asked Kristi to pull Penelec bills to see when it was changed. Kristi will email K. Baker the results. M. Logan made a motion to approve Treasurer's Report and pay bills; B. Starliper need a Resolution to appoint LEMC. seconded. 1. IRS Inquiries-Kristi advised the inquiries are completed and sent. 1. Mayoral Pay- would like to match Council pay. Keep on agenda. 2. Xmas decor needs to come down; K. Baker stated will be completing. 3. Need additional snow markers for maintenance to use, will order. Mayor's Report- Mayor Dave Logan discussed: 4. Laurel alley property damage- Owners of home off Laurel Alley had harsh words with our Maintenance in regards to snow plowing. Dave stated the turn was taken too sharp. Requests to send al letter apologizing for the damage and acknowledging fault. In the future residents should 5. Plow truck needs new hoses- Dave Logan discussed getting new hoses, A. Metcalfe advised 7. Maintenance says we don't have enough salt; K. Baker states J. Hawkins advised we had over a skid. Council advises we can get salt out of the emergency maintenance fund. not be engaging with our public works department.; they have a budget and can just get them. 6. No word from state police; still on them 8. Mayor association- will be signing up by the end of the week. 9. Warren with illegal dumping- Residents have seen people putting trash into the dumpsters that are not theirs to use. Note- We can only release video to the State Police/Police. Always get 10. Logan discussed getting volunteers for the crosswalk, discussed with Solicitor the accident(s). Would like to put more lighting in, more lights on poles and at bus station. Would like to advertise to get crossing guard volunteers, and if we cannot get volunteers are we open to pay someone. Keep on 3. Received a message from a resident in regards to the trench drain off North High Street, as with heavy rain/snow melting her basement gets flooded. Council discussed reaching out to Keller agenda. Engineers to see timeline of projects. Secretary's Report 1. Nobody's Cats- No Change. K. Baker will post more information to advertise. 2. Auditor Issue- K. Baker advised our previous auditor is having health issues and no longer wants the job. Solicitor M. Pykosh suggested as we use outside accounting do we really need an outside auditor. Will need to check with SEK. W 3. Landfill Letter- gave- Council states no further action necessary. 4. Computer Use Policy-Keep on agenda 5. Credit Card Use Policy-Keep on agenda 6. Thank-you Cards-have new will need signatures, K. Baker will provide to Council to sign. 7. Quilt request email- Council stated we 'can' put into our next Newsletter, not sure when that will 8. Elected Officials Workshop 2.10.24- There are a couple workshops in the near future. M. Logan made a motion to allow Holly/Dave to attend PSAB Nemo Boot Camp for $62.50 per person, A. Metcalfe seconded. For the Officials Workshop on 2/10/24, this would be for our LEMC. 9. WCCOG Response- K. Baker read the emails. Council states no further action necessary. 10. EMC Audit-K. Baker states could not gather all of the COI's for everyone who did work for Newburg Borough. Solicitor M. Pykosh states just to respond with what we have. be. We can also post on our facebook page/website. 11. Act 32 Report- went over. No action at this time. 12. Monthly Reports- went over. No action at this time. 13. Municipal Advisory Board Meeting 1.29.24- none interested. 14.> X-Mas Wreath Fixes- We need our wreaths fluffed' more and possible addition of lights. Something Maintenance can work on over the summer months. D. Logan will note. Keep on agenda to discuss fees necessary for upkeep. 15. Road Study- S High St- Keep on agenda 16. MPH Signs/Update- See under "Persons to Be Heard" Snow Removal-Council would like to contact Hopewell Township to see if we could put extra snow from plowing in the lot behind the old Firehall, cleaning up any debris from it. K. Baker will reach Roundtable- M. Logan stated although K. Baker did more than what was asked at less money that was approved, she did not do what was asked, period. Mileage was unexpected that needed approved.. Anytime something changes with a Council ruling regardless ifiti is for positive or negative, itv will need to be discussed through Council before preceding. K.
