NANTICOKE CITY WORK SESSION and COUNCIL MEETING MINUTES September 18, 2019 Nanticoke City Hall 7:00 PM Call to Order: President of Council, William Brown Invocation: Interim City Manager, Donna Wall Pledge of Allegiance The following were present: Councilors, William Brown, Kevin Coughlin, Lesley Butczynski, Mike Marcella, John Pietrzyk, Interim City Manager, Donna Wall, and Solicitor, Attorney' William Finnegan. The following were excused: Finance Director/City Clerk, Jennifer Polito. There was an Executive Session for personnel issues prior to work session. WORK SESSION- Administrative Updates- Mayor Nicole Colatost-Mackewicz has included her August 2019 monthly department reports. The reports are included in Council's packets, posted on the back board in Council Chambers and on the website. Donna Wall updated the residents and Council on the following matters: The South' Valley and the Prospect Street roundabout will be completed from 90 days from start of the project. Field Street paving is completed. A Motion was made by Ms. Butczynski, second by Mr. Pietrzyk to adjourn the work session. Worksession adjourned. None Old Business REGULAR MEETING Comments from the Public agenda items only. Mr.. John Telencho questioned old business in regard tot the recycling cans and: status of Plymouth Fire Dept. Donna Wall stated Council Vice-President Kevin Coughlin called Nanticoke Superintendent Ron Grevera to ask ifv we could move the remaining recycling bins to KM: Smith and store them free of charge and he agreed. They all were moved at once.. Attorney Finnegan stated that we are not in receipt of any agreement from Plymouth Mr. Hank Marks stated that all Plymouth was looking for was $35,000 for their Fire Department. Township as of today. New Business AI Motion to approve the September 4, 2019 minutes was made by Mr. Pietrzyk, second Mr. Marcella. Motion carried. Councilor Butczynski abstained. A Motion to approve payment of the bills in the amount of 455,80748/Payrol $137,100.53 and Payables $318,706.95) was made by Mr. Marcella, second by Ms. Butczynski. Motion Carried. COMMENTS FROM THE PUBLIÇ Mr. John Telencho questioned the COG paving equipment sitting near Field Street until paving was completed and are we paying a rental fee while iti is not being used. Donna Wall stated that the equipment is owned by Mr. Ronald Knapp asked if there would be a dedication for the new: sign. Councilman Brown stated he did not know at this point. Mr. Joe. John stated that Mayor Mackiewicz showed him the sign after a council meeting Mr. Ronald Knapp suggested that City Council purchase a flat screen with Bluetooth for Council chambers in order for pictures of properties and other things be shown. Council President William Brown stated it would be looked into. Mr. Knapp also questioned Council's salaries and time and attendance. Council President William Brown stated it is $2000.00 per year and $50 per meeting attended and explained the Council's: salary isal lot more than just coming to meetings. Mr. John Bushko stated that he can vouch fori the time council puts Mr. Hank Marks questioned the budget and stated that 90% of the budget goes for salaries and very little is the COG, which we are a member and we are not paying a rental on our equipment. and that it was in very good taste. in and just the phone calls that each one receives each week is time consuming. left for improvements to the city. He stated Pittston's budget is only 40% salaries. Correspondence- None Announcements- Pearl from Berkheimer will be at City Hall ini the Council's Chambers on Tues. September 24, 2019 to collect the GNA School taxes from 11:00 am to 2:00 pm. Meeting Adjournment- meeting. Mr. Pietrzyk made the motion to adjourn, second by Ms. Butczynski, roll call.
