BOROUGH OF NEW FLORENCE MINUTES JULY 16, 2024 President Jason Beatty, called the regular meeting of the New Florence Borough Council to order on Tuesday, July 16, 2024, at 6:30 pm in the Borough Building. ROLL CALL Members Present: Jason Beatty, President Mason Luther, V. P. Jeff Rager Chuck O'Shell Scott Fuller - Absent Gwen Dellett - Absent Ed Craft Cheryl Priest, Secretary Mark Dellett, Mayor - Absent Dan Hewitt, Solicitor - Absent PUBLIC COMMENT Misty Clawson spoke on behalf of the New Florence Community Development Organization on the "Back to School Plan" for distribution of the funds, which included bookbags, notebooks, etc. Greg Ludwig spoke on the storm drains located down by pump station. COG to do a blowout was discussed. Staging area by playground that was utilized by HET Contracting, speed by the workers was too fast in the area. Installing sidewalks by Dollar General was also discussed. Town of New Florence to not be a "dry town" and getting an ordinance to sell six-packs. What is the process of getting abandoned houses torn down was mentioned. Mary Watt discussed the rental properties and not being code inspected before rented. Mike Barlett spoke on the infestation of mosquitos at the end of 15th St., where a ditch was dug. DEP is to contact the council and discuss the solution. POLICE REPORT Officer Brandon Marsh gave the June Police Department Report. Transition between Chief Janciga and Chief Goggin is going smooth. The Department has a new Facebook page and hopefully this will add greater accessibility to the public. Reminder that motorists must have their headlamps illuminated while driving through a construction zone per Title 75 Pennsylvania Vehicle Code. Officer Marsh spoke on National Night Out to be held in New Florence on Saturday, August 10, 2024, 5:00 p.m. to 9:00 p.m. APPROVAL OF MINUTES Jeff Rager made a motion to accept the minutes from the regular meeting of June 18, 2024 as written. The motion was seconded by Mason Luther. Mason Luther made a motion to accept the minutes of the special meeting to cancel the Paving project on July 5, 2024 as written. The motion was All in favor. Motion passed. seconded by Chuck O'Shell. All in favor. Motion passed. TREASURER'S REPORT Jeff Rager made a motion to accept the June 18, 2024 Treasurers Report as written. Chuck O'Shell seconded the motion. All in favor. Motion passed. Quarterly review of the budget was discussed by council. SOLICITORS REPORT Jason Beatty discussed Deed of Dedication for Roadway Rights from Housing Authority and now New Florence Borough owns the Cul-de-sac at the manor and will receive liquid fuels money from this. COMMITTEE REPORTS Fuller, second. BUILDING, GROUNDS, & EQUIPMENT - Mason Luther, Chair. Scott Al Thomas spoke on taking tires down to the recycle center. STREETS AND DRAINS = Chuck O'Shell, Chair, Jeff Rager, Second Jeff Rager discussed the seal coat project, which is to begin the first or second week of August. Dan Beyer of EADS did a walk down with Jeff Rager and Chuck O'Shell regarding the Stormwater project. We can proceed with the project and there is a list of the catch basins that need done. EADS sent a letter for council to vote to release the grant money to the contractor. Jeff Rager made a motion to release the first payment to the contractor. Chuck O'Shell seconded the motion. LANDBANK - Ed Craft, Chair; Mason Luther, Second the demolition at the Overall Factory, still in progress. Mason Luther held a discussion with Hallie and Brian from the Landbank on MAYOR'S REPORT No report. ORDINANCE OFFICER REPORT - Ed Craft Ed Craft spoke on the continued progress of the properties that are being cleaned up. Letters are continuing to be sent out. Total of forty (40) houses are on the list to be addressed. OLD BUSINESS No report. NEW BUSINESS Seward Fire Department is holding a Block Party on September 7, 2024 at the Seward Firehall and are looking for a donation. We will contact our solicitor. Ed Craft presented a breakdown of the handicap gentlemen's delinquent per capita taxes. Our solicitor will handle this issue. Jason Beatty called for an Executive Session at 7:48 p.m. to discuss conflict of interest. Executive Session ended at 8:08 p.m. ADJOURN Jeff Rager made a motion to adjourn the meeting.
