Mcintyre- Landfill Borough Office Manager/Secretary Call to order- Vice President of Council M. Logan called meeting to order at 6:30pm. Visitors- M. Mcintyre from Cumberland County Landfill reported on work being carried out. Commented on alternate routes due to detour from bridge being out; Ridge Rd or Allen Rd. Reported on closing area of landfill, to use caution when entering as it is a construction site. Had a good last quarter, total tons per quarter 104588; not expected to have this kind of volume for the rest of the year. Ed Chamberlin- LEMC/NHFC 1. Newburg Hopewell Fire Dept Report- Reported on Fire calls and emergency response. Reported also on raffles held, and Amish Dinner. Is updating addresses for the Fire Department as they run on 2. Memorial Day Committee Updates- Needs pianist for Memorial Day Event. Speaker will be Rich Bonitz. Minute Review from 3.18.24- with corrections (remove blank #5), M. Logan entertained a motion to approve Treasurer's Report- went over check detail sheet as well as the treasurer's report. M. Logan entertained a motion to approve Treasurer's Report and pay bills; H. Straley first approved, F. Moore seconded. 1. Maintenance Calendar- has ordered a whiteboard/calendar to use for maintenance tasks.Met with 2. Time Clock Update- have a time clock ordered, when it comes in it will get set up for employees to use. 3. Slab for Memorial Greens Quotes- M. Logan- quote from Hawkins Construction for slab 20x20 W 4" wire $4675k; spoke to one company and would not put slab down; another quote was $6k. Council discussed using ARPA funds as well, M. Logan entertained a motion to use Hawkins Construction for slab using ARPA funds as well to be completed before Memorial Day; F. Moore first approved, H. M. Logan and E. Chamberlin talked about planting flowers at the memorial, taking planters to Maplewood for 1. Secretary Position- M. Logan discussed phone call for K. Baker for another township. K. Baker states would only leave Newburg Borough if it was a better position for better pay and has not found anything Vice President's Report- M. Logan reminded the council to try and look up information before turning to legal counsel to keep costs down, especially where we feel confident. Should be a council discussion before talking toc counsel. Discussed budgeting aspects of speaking to the legal council. K. Baker discussed speaking to solicitor over the phone and they are hiring a representative to come to Newburg meetings. 1. Legal Aspects of Code Enforcement Class Reporting- M. Logan spoke about the class she participated in. Stated as a council member, we cannot enter apartments without the tenants approval. 2. Street Commissioner Position Update- M. Logan discussed getting the applications in, would like the Mayor to review applications and handle job interviews with herself and F. Moore. volunteers, and is cleaning up the address logs. minutes from 3.18.24 with corrections; H. Straley first approved, F. Moore seconded. Mayor's Report-over phone- maintenance and went over order of tasks on the calendar. Straley seconded. replanting and getting flowers for around the memorial this year. President's Report as of yet. M. Logan stated no need to post or discuss posting for Secretary position. 3. Pavers/Area by Shed Clean up- M. Logan discussed getting rid of pavers by shed. Keep on agenda for further discussion. Secretary's Report 4. Rug Cleaning Update- Keep on agenda for further discussion. 1. RTK Requests- One for solar permits issued. 2. Rental Properties Update- has only one left to receive and it was from a recently divorced couple. Council advised to send to address on file with other parties name on it. K. Baker will follow up. 3. Turner Security Solutions Spam/Hacked- K. Baker advised had emails sent with requests to open up for quote but didn'trecognize the company it was coming from. They were hacked and advised not to 4. Commonwealth Code Inspections Update- K. Baker stated after speaking with Carl Kniss from Commonwealth Code, whenever we receive a Land Use Permit, we automatically approve, give back top persons/company (after scanning/making a copy), and then they are advised to take paperwork to Commonwealth Code to get their paperwork and pay their fee. We are not required to deliver open. paperwork. 5. Hilton's updated Quote $1235.00- keep on agenda for further discussion. 6. Landfill Update- See above under' Visitors 7. Ink Subscription $27.99/month- M. Logan discussed getting an ink subscription where the printer sends alerts to the ink company when the ink is low. The highest subscription fees were $27.99 month, M. Logan entertain a motion to subscribe; H. Straley first approved, B. Starliper seconded. 8. Bartlett's Tree Quote $177 Bag worm treatment- M. Logan reviewed the tree treatment quote for bagworms from Bartlett's for $177 and entertained a motion; F. Moore first approved, B. Starliper 9. Text My Gov-Application- K. Baker reviewed email with council. Council is not interested at this time. 1. Dumpsters/Parking Update- the dumpster by Apple Apartments has been emptied recently. Now the issue is with the other dumpster. Council advised to reach out to other landlord to advise. seconded. Citizen Concerns New Business Unfinished Business 1. Chamberlin on dates before printing. M. Logan discussed getting stamps for the newsletter, not to exceed $100, and entertained a motion; H. Straley first approved, F. Moore seconded. 11. Street Sweeping Rental Quote $783- Council discussed dates for street sweeping April 20/21 and May 16/17; to get equipment along with drop off/pickup fee is $783 from Rentequip; M. Logan entertained a motion to reserve the equipment for those days not to exceed $783; H. Straley first approved, F. Moore seconded. Training and Conferences 1. PSAB Conference Hotel Update- M. Logan discussed Hershey Lodge not having rooms available for the conference, and going with another PSAB approved hotel that's only minutes away for less money. 2. A.
