NANTICOKE CITY WORK SESSION and COUNCIL MEETING MINUTES January17,2018 Nanticoke City Hall 7:00PM Call to Order: President of Council, Bill Brown Pledge of Allegiance Invocation: City Clerk, Jennifer Polito Thei following were present: Councilors, William Brown, Kevin Coughlin, Lesley Butczynski, John Pietrzyk, Nicole Mackiewicz, and Solicitor, Attorney William Finnegan, Finance Director/City Clerk, Jennifer Polito, and City Manager, Donna Wall. WORK SESSION Al Motion to approve the 2018 Engineering rates from the City's engineers-Pennont. Administrative Updates and explained the variances. Chief Thomas Wall updated council and the residence on the police department's 2017 performance versus priory years Motion was made by Mr. Coughlin, seconded by Mrs. Butczynski to adjourn the work session. Meeting adjourned. REGULAR MEETING Comments from the Public agenda items only Mr. Telencho asked Tom Wall about the Court time pay on the handout Tom passed out to everyone. He wanted to know specifically how the officers are paid to attend hearings. Tom stated that they are paid $45 per hearing sO if they have 10 hearings ina a dayt they would be paid $450 for that day but that may change when their contract settles because the City wants to restructure the court time pay. Tom stated that the Cityi is awaiting the arbitration rulings. Anthony Saracino commented on Tom's number of traffic citations looks good until you divide the number of officers by the number of months it only come out to about 2 per month. Anthony stated that he has seen cars parked on the wrong side of road and an officer drove right by and did not give out a citation. Tom stated that the officers are doinga great job andi traffic citations are not the only job they have to doi in the City. NEW BUSINESS carried. AI Motion to approve the January 2, 2018 meeting minutes was made by Mr. Pietrzyk, second by Ms. Butczynski Motion AI Motion to pay the bills ini the amount of $367,775.94 was made by Mr. Coughlin, second by Mrs. Mackiewicz. AI Motion to approve the 2018 Engineering rates from the ClysengneersPennont was made by Mrs. Mackiewicz, Payroll ($107,629.54) Payables ($260,145.94.) Motion carried. seconded by Ms. Butczynski. Motion Carried. COMMENTS FROM THE PUBLIC- Lori Waters of 306 E Union Street has some concerns since she is new to Nanticoke. She stated that she has taken notice int the rise inj people with mental health issues and do not have insurance to get the help they need int this area. She wanted to know ift the City Budgets any money to help these people and Bill Brown responded No and that is not an issue that the Cityi is able to handle. Donna Wall: stated people need to go out to the Market Place for assistance. Lori stated that itt takes too long, over seven month to see a professional for help. Lori had another issue to discuss regarding the "Gravity Pull" in the City of Nanticoke. She stated that this town is built on old coal mines and the homes and the grounds are sinking causing people to fall for no reason and homes are severely slanted and floors are not straight in the home she is renting. She stated her son fell flat on his face and needed medical attention. She wanted to know ift the City could fill the mines to help stop the sinking that is affecting the city. Bill Brown told her that therei is nothing the city can do about the mines. Loris also wanted to discuss the number of diesel trucks in the city that are left running because diesel gives of carcinogens and that is a cause of cancer. She asked if anything can be done and Bill Brown told her to come to see Donna Wall at City Hall to discuss that concern since her issue is noti for City Council to handle.
