282 THE BOROUGH OF NEW EAGLE 157 MAIN STREET NEW EAGLE, PA: 15067 The Borough of New Eagle Council met on Tuesday, June 8, 2021, at the New Eagle Borough Municipal Building, 157 Main Street, New Eagle Pa 15067. The meeting was called to order by PresidentJ. Fine, the Pledge of Allegiance was recited. Roll call taken by the Borough Secretary, Kimberly Koontz, there being quorum present the meeting was called to order. Present:. J. Fine, D. Walter, B. Williams, T. Chaney Absent: S. Bobnar Others Present: Mayor C. Fine, Solicitor T. Berggren, Police Chief K. Harris Visitors: Resident Vicki Shurgott expressed concerns regarding her neighbor at 902 Central Drive directing his storm water onto her property. The Borough received a letter from the Washington County Conservation District, upon inspection, it was discovered that the roof runoff drains outlets for the home have been directed to the neighboring property. This is considered a storm water issue. The Department of Environmental Protection and the Chapters 1028 & 105 delegated Washington County Conservation District, have no. jurisdiction over stormwater. Stormwater is the Municpallysreponsibily, SolicitorT. Berggren advised this is exclusively a Civil issue between the two neighbors. He Resident Alan Zatek 435 4th Avenue would like a water ponding issue in the alley! behind his residence. There is a6-8- inch puddle after it rains. It becomes infested with mosquitos the water stays for days after iti rains. Neighbor. Jody Tyson also has water runoff coming into her garage.. J. Fine will have this issue investigated when there is rain. Mr. Zatek also complained ofa car parked on Marion fort three months that has not moved. Police Chief K. Harris is aware of the car, Correspondence: Letter received from Saundra Bobnar regarding her resignation effective. July 1, 2021, from the New Eagle Municipal Sewage Authority Board. Motion was made by T. Chaney and seconded by B. Williams.. J. Fine voted no to the motion. Motion was carried out by three yea's and one no. New Eagle Municipal Sewage Authority will advertise Minutes from the May 11, 2021 was presented to Council for approval. Motion was made by D. Walters and seconded Motion to approve billsi in the amount of $56,612.28 (Bill list A: $46,660.58 Bill list B $9951.70). Motion was made by B. Williams and seconded by T. Chaney. Motion was carried by unanimous call oft the roll byt the Secretary. Public Works Supervisor. J. Miller gave the monthly report fort the department. The retention pond was completed. A catch basin was installed at 203 7th Avenue due to heavy water runoff; the new basin was tapped into an existing basin int the yard. The corner of Hawthorne where it meets 7th Avenue was excavated toi fix the sunken depression, new blacktop was installed. Grass cutting continued through out the month of May of all Borough owned property. The security camera system was installed. 16-night vision cameras were placed inside and outside oft thet facility. Public Works took possession oft the new CAT420 XE Backhoe.. J. Miller was trained on the machine by a CAT representative.A new one foot digging bucket was received from CAT for the new backhoe, the old one-foot bucket pins did not line up. This was at no additional cost to the Borough. The old 416C backhoe was placed on Municibid for public bidding. The bidding ended. June 7th with at final bid placed at $19,100.00. The 2015 Ford F5501 is still out for engine repairs with an deliberately directed to the roof runoff onto her property. andi it is registered andi inspected. Coulter would like to basketball 283 Property.. replace the existing hoops at the Maple Avenue Ball Field, this would be at no cost to the Borough. T. Chaney and family will be donating new hoops tot the Chess Secretary K. Koontz reported that she has been sending out high weeds/grass reminder letters. Mayor C. Fine reported there are multiple junk vehicles in the Borough. He is scheduled for June 15th to tag the vehicles. Police Chief K. Harris advised that with the 4th of July Holiday approaching there will be an increase in fireworks. He T. Berggren has been in contact with General Code regarding our ordinances. General Code suggested we go through the Ordinances ourselves and make the edits. Then we can proceed with them for a Code Update review. Unfinished Business: Motion was made by T. Chaney and seconded by D. Walters to accept the bid fort the 416C backhoe int the amount of$19,100.00 made by Douglas Equipment. Motion was carried by unanimous call oft the roll by the New Business: Motion to advertise for bids for the paving of 3rd Avenue, Penn Dot will complete the specs and write the bid. Chaney to lift the mask requirement for the Borough Building Motion to accept the proposal from Harshman CE Group for Code Enforcement and/or Building Code Services with an administrative fee to added into the proposal. Chaney to terminate Lester Pemberton as the current Building Code advised that everyone follow the State guidelines for fireworks.
