204 New Eagle Borough Council met in regular session Tuesday, November7, 2017 at 7:00 PM at the regular The meeting was called to order by Vice President William Sherry with the following members of Council being present and answering to the call ofr roll by Secretary: S. Bobnar, S. Miller, J. Schmid and W. Sherry. Also present were T. Berggren, Solicitor and B. Churilla, Engineer with. J. Fine and C. Fine, Mayor being absent. There being a quorum present, the meeting was called to order. R. Moskal of 412 4th Ave was inquiring about the status oft the subdivision plans for his mother's property at 4115 5th Ave, Parcel No. 480.017-00.040013-00. B. Churilla informed Mr. Moskal that the plans were received in his office on Friday November: 3, 2017. He explained there is an ordinance and procedure that needs to be followed. The plans need reviewed, and accepted or declined, by the Correspondence received from Deborah Alberta residing at 133 5th Ave regarding an abandoned vehicle parked in front of her property at was read aloud. Chief B. Tempest said the owner of the vehicle is currently in jail. Hei is going to check the vehicle for current tags and inspection. If registration: and B. Williams submitted his letter to Council for reappointment to the Sewage Authority Board for a four- year term (2018 thru 2022). Motion to reappoint Mr. Williams was made by S. Bobnar and seconded by P. Pro submitted his letter to Council for reappointment to the Planning Commission for at four-year term (2018-2022). Motion was made by S. Miller and seconded by B. Sherry. Motion was carried by unanimous call of roll by the Secretary. T. Berggren requested letters to be sent to Mr. William and Mr. Minutes from the previous meeting was presented to Council for approval. Motion was made byJ J. Schmid and seconded by S. Miller to approve minutes from October 3, 2017 meeting. Motion was Bills in in the amount of $79,833.88 were presented to Council for payment. Road Repair that were completed with stone and cold patch are as follows: Chess St. Potholes, 4th and Clifton sink hole repaired. 131 4th (off Wood) side of road sinking issue. This issue needs to me monitored as the sinking a long side of the road seems to be a contained issue. Basin (514) 4th Ave is repaired, basin on 6th Ave temporarily repaired with cold patch and will need to be repaired with asphalt in the Spring, 7th Ave sinkhole (Smail's property) storm pipe repair is complete, 6 yards of topsoil spread and seeded and the fence was put backi into place and will ber rechecked int the Spring for sinking and seeding needs. A Watch Children sign was installed on Maderia Street (837 entrance). Carroll Twp. mowed along Mulberry, both sides of Vine and Memorial. The Maple Ave bathrooms field and buildings were winterized; Main Street curb painting was completed. Basin grates on Main Street were cleaned. Grass cutting throughout the Borough continue through month. Repair to equipment that is needed, front loader fuel gauge needs repaired, Back Hoe meeting place. Borough's Planning Commission within 90 days. inspection are expired they will be given 10 days to remove. J.Schmid. Motion was carried by the unanimous call of the roll by the Secretary. The S. Bobnar reviewed the Finance Committee Report. The 2018 Budget Proposed Budget based on Assessment of 84239800 and the police contract amount of $197,007.00 is shared between several funds listed. S. Motion was made by S. Bobnar and seconded by. J. Schmid to accept the proposed 2018 budget as presented. Motion was carried by unanimous call of roll by the Secretary. S. Bobnar explained the need to apply fora a credit card under the Administrator's name, Kimberly Koontz, in the amount of $2000.001 through Charleroi Federal Bank. Motion was made by. J. The card will S.B Bobnar motioned to add Adminstrator/Treasurer, Kimberly Koontz, to all New Eagle Borough financial accounts and give her signature privileges on bank accounts. Motion was made by S. Bobnar and seconded by J. Schmid. Motion carried by unanimous call of1 the roll by the Secretary. S. Bobnar reported on the Chamber of Commerce. The Halloween parade was a success. Veteran's Day Parade is Saturday, November 11, at 12:00 noon in Monongahela. Light up Night is November 17th from 5:001 to 9:00 pm throughout Monongahela to Behanna's Auto in New Eagle. The Chamber also hasa S. Miller had nothing to report in regards to Parks/Recreation and Borough Property. Mayor C. Fine informed S. Bobnar that he has received several requests from Borough residents regarding recycling option, hei is looking into this. He also received several requests for a water buffalo for New Eagle residents because oft the boil water advisory. The Water Company informed him that they B. Churilla provided Council a written report including Change Order and closeout documents for Maderia Street improvements and year 2017 paving. Mr. Churilla reviewed the Change Order No.1 requiring additional storm sewer installed outside oft the scope of the project to replace shallow HDPE storm sewer along the west side of Maderia Street near Neville Street. The installation was necessary because the original storm sewer pipe was less than 6i inches beneath road surface and was damaged during milling. Motion was made by S. Bobnar and seconded by. J. Schmid to approve Change Order No.1 in the amount of $2017.86. Motion was carried by unanimous call of the roll by the Secretary. Motion made by S. Bobnar and seconded by. J. Schmid to pay application request No.1 (Final) from Morgan Excavating, L.P. in the amount of $76,385.56. Motion was carried by unanimous call of roll by the Secretary. This is the closeout Maderia Street improvement and paving project. International Tractor was sold.
