The/Bérough of New Eagle Council met on Tuesday August 6, 2019 at 7 pm in the Council Chambers, Municipal Building The meeting was called to order by President J.F Fine, the Pledge of Allegiance was recited, roll call was taken by 157 Main Street, New Eagle, PA: 15067> Secretary Kimberly Koontz. Absent: B. Boyd Present:J. Fine, A. Casebar, B. Williams, G.Tirpak Others Present: Solicitor T. Berggren Visitor Keith Richardson of 905 Vine Street addressed Council regarding the water problem that is flooding his shed, basement and yard. Water is running around a mound of dirt; the water is running down the paper: street. SolicitorT. Bergeron explained to Mr. Richardson the Borough has no obligation to maintain the paper: street. The ponding is located in the lowest spot of the area. KLH Engineers will be notified to come out and evaluate the problem. Visitor Debbie Penza of 435 Birch Avenue addressed Council regarding the vacant lot next to her deceased fathers' property. The lot is severely overgrown and has not been maintained for several years. The property owner is Richard McBurney. The Borough did attempt to notify Mr. McBurney last year by certified mail, the letter was returned. Public Motion to approve the Minutes from the. July 2, 2019 meeting was made by B. Williams and seconded by A. Casebar. Motion to approve. the bills in the amount of $88,309.65 (bill list A $$77,763.59, billl list B $10,546.06) was made by A. Casebar and seconded by B. Williams. Motion was carried by unanimous call of the roll by the Secretary. J.N Miller Public' Works foreman gave the report for the month of July. Guiderails were extended on Maderia Street. In the 400 block of4th Ave the catch basin was replaced. Grass continues to be cut on a weekly basis. Potholes were patched. Unfinished Business: Motion was made by A. Casebar and seconded by B. Williams to purchase a 2019 Ford F-350 truck from Woltz & Wind Ford through the COSTARS program for the cost of $42,416.00. Motion was carried by unanimous Motion was made by A. Due to repeated failures of the owners of rental properties in the Borough of New Eagle to bring their properties into compliance with the Code of Ordinances, iti is necessary to impose a $25 fee for reinspection of rental properties.
