NANTICOKE CITY UNIY WORK SESSION and COUNCIL MEETING MINUTES November 7, 2018 Nanticoke City Hall 7:00 PM Call to Order: Vice President of Council, Kevin Coughlin Pledge of Allegiance Invocation: City Clerk, Jennifer Polito The following were present: Councilors, Lesley Butczynski, John Pietrzyk, Kevin Coughlin, Nicole Mackiewicz, Solicitor, Attorney William Finnegan, Finance Director/City Clerk, Jennifer Polito and Interim City Manager, For the record, The City of Nanticoke presented their 2019 Budget Presentation at a Budget Hearing held prior to the regular Council meeting. The Budget Hearing began at 6:30 pm and ended at 6:52 pm. Donna Wall. William Brown is excused. WORK SESSION- 428 of 1968. ExhibitA A A Motion to approve Resolution # 16 of 2018 authorizing the disposition of City records in accordance with Act A Motion to approve Resolution # 170 of 2018 authorizing and supporting the filing of a grant application with the Pennsylvania Housing Finance Agency (PHFA) for the 2018 Pennsyvaniamousing Affordability and Rehabilitation Enhancement Fund(PHARE) Program Grant Funds, for improvements in the City of Nanticoke consisting of the Eastside Apartments security upgrade and ehabltaton/Pesenaton work. A Motion to approve Ordinance #2 of 2018 on the first reading approving the 2019 Budget for the City of A Motion to approve Ordinance #3 of 2018 on the first reading passing the millage rate of 5.9258 for 2019. AI Motion to approve the Wage Re-Opener Addendum (January 1, 2019 to December 31, 2020) between the City of Nanticoke and the Local 2655 of the International Association of Firefighters AFL-CIO-CLC. Exhibit B. Nanticoke. See ordinance for breakdown. AI Motion to approve the 2018/2019 Snow Removal bids from contractors. Exhibit C. Administrative Updates- Nanticoke City'ss Section 504 Officer. Mayor Richard Wiaterowski excuted Executive Order # 11 of 2018 to Re-appoint. Jack Minsavage as the Donna Wal updated residents and Council on the updated paving scheduled bu the Utility Company for Main Street And Kosciuszko Street. She stated Main Street will be done in the next two weeks and Kosciuszko Street will be coordinated with W. Green Street as soon as that is completed by the contractor. Mr. Joe. John asked if Main Street could be milled for now because iti is so bumpy going through town. Rob Rowles, City of Nanticoke DPW worker, replied we should not do that because that will expose all the manholes and loosen the lids. AI Motion was made by Ms. Butczynski, second by Mrs. Mackiewicz to adjourn the work session. Worksession adjourned. REGULAR MEETING Comments from the Public agenda items only. A Motion to approve the October 17, 2018 meeting minutes was made by Ms. Butczynski, second by Mr. A Motion to approve payment of the bills in the amount of $298,865.06 (Payroll $90,540.64 and Payables $208,324.42) was made by Mrs. Mackiewicz, second by Mr. Pietrzyk as long as Check #1135, payable to Novak Consuiting ini the amount of $9,800.001 is tabled until next meeting. Motion carried. COMMENTS FROM THE PUBLIC- Mr. Lou Gianuzzi asked for an update on the Nantego Project. Donna replied that that is the Municipal Authority not the City'sproject. Donna said the grant was not applied for because they do not have Site Control and that wasi needed to qualify foragrant. Correspondence- Vice President of Council, Kevin Coughlin read a "Thank You" letter to Mayor Richard Wiaterowski from a City Resident, Julie Golanoski of West Church Street. She is very grateful that the City has paved her street. Acopy of the letter is attached behind these minutes as exhibit "D". Announcements- Vice President of Council, Kevin Coughlin made thei following announcement this evening: The City of Nanticoke will be closed on Monday, November 12, 2018 in observance of Veteran's Day.
