202 New Eagle Borough Council met in regular session on Tuesday, October 3, 2017at7:00 PM at the regular meeting place. The meeting was called to order by President. J. Fine with the following members of Council being present and answering to the call of the roll by the Secretary: S. Bobnar, J. Fine, S. Miller, J. Schmid and W.Sherry. Also present were T. Berggren, Solicitor and B. Churilla, Engineer with C. Fine, Mayor being absent. There beinga quorum present, the meeting was called to order. G.Cain of 110 Rush Ave, would like stone placed at the end of his driveway where iti is sinking. Mr. Gain expressed complaint that the road crew scuffed his blacktop driveway and damaged the flange where his driveway meets the road. Per. J. Schmid road crew will be up to evaluate damage and fix driveway. R. Moskal of 412 4th Ave. would like to sub-divide his property and sell his mother's house, keeping her garage. PerT. Berggren New Eagle doesn't have any zoning laws, but would need approval from the Washington Planning Commission and would need to stay in compliance with the Borouglsordinance for Property and Subdivision. G.E Eckert, President of MARC thanked everyone involved in helping with the 5K S.O'Brien with the Community Action Group said there would be a Harvest Motion was made by W. Sherry and seconded by S. Bobnar to accept the resignation of David Parnell from the street department as of 9/26/17. Motion was race that was held on September 29th. Bonfire on Saturday, November 4th from 5PM-9PM at Tubby Hall Park. carried by the unanimous call of the roll by the Secretary. Motion was made by W. Sherry and seconded by. J. Schmid to hire Kimberly Koontz part-time as Borough Secretary/Treasurer/Administrator starting October 4, 2017 at $11/hr. Motion was carried by the unanimous call of the roll by the Secretary. Minutes from the previous meeting was presented to Council for approval. J. Schmid moved and W. Sherry seconded to approve the minutes from September5 5, 2017 meeting. Motion was carried by the unanimous call of the roll by the Secretary. Bills in the amount of $14,479.86 were presented to Council for payment. S. Miller moved and S. Bobnar seconded to approve the bills for payment. Motion was carried by the unanimous call of the roll by the Secretary. J.S Schmid read the Public Works report for the month: Maderia St. paving process -almost complete, grass cutting continues, replaced a portion of storm water pipe on 203 7th Ave. - project is still in process and landscaping will be completed next week, completing curb painting, repaired wiring for Christmas lighting. S. Bobnar read the Finance Committee Report: All members of council received a memo on September 20, 2017 notifying them that the 2018 MMO is $0. Chamber of Commerce: Annual Fall Fleatique on the Mon is Saturday, October 7, 2017 from 8AM- 3PM. Halloween Parade in Monongahela will be October 25, 2017 at 6:30 with lineup being 6PM in Chess Park. J.F Fine nothing to report for the Ambulance, meeting in September was canceled. S. Miller nothing new with Parks/Recreation. W. Sherry nothing new to report. B. Tempest, Chief advised Grass and junk cars citations are being issued by Monongahela Police, once notice is given, person has 10 days to correct before being taken to the magistrate's office. T. Berggren reported that New Eagle has been removed as a defendant in a lawsuit involving an accident at the corner of Sycamore and Morton Str. The tax assessment appeal for 821 Maple Ave., New Eagle Castle, is being held October 4, 2017. He will have the current assessed value for all properties in New Eagle to be used in the budget at the November meeting. Motion was made by. J. Schmid and seconded by S. Miller to sell the International Borough Tractor for $1,000 to Mark Criss. Motion was carried by the unanimous call of the roll by the Secretary. There being no further business, it was moved by W.
