200 New Eagle Borough Council met in regular session on Tuesday, September 5, 2017 at7:00 PM at The meeting was called to order by President. J. Fine with the following members of Council being present and answering to the call of the roll by the Secretary: S. Bobnar, J. Fine, and S. Miller with J. Schmid and W. Sherry being absent. Also present were C. Fine, Mayor, T. Berggren, Solicitor with B. Churilla, Engineer being absent. There being a quorum present, the meeting was called to order. Mark Alberta of 133 5th Ave. spoke first inviting council to come to his home to look at the reforested area before the leaves start to fall off and someone complains that the trees are dead. T. Berggren advised M. Alberta to take pictures and keep them in case they would ever be needed. Corrina Withrow invited council and residents to a Town Hall Meeting at the Monongahela Social Hall on September 18, 2017 at 7PM. All three County Commissioners will be present to discuss the regular meeting place. the future plans for the area. Barbara Bolt of1 111 Chess St. addressed issues with the sidewalks in New Eagle. There are some very bad in places causing difficulties for the handicapped. J. Fine advise her to get the address oft the problems and let the Borough office know sO we can notify the homeowners who are responsible for the sidewalks in front of their property. Council decided not to donate at this time. S. Koch, acting Secretary read al letter from the Donora Public Library asking for a donation. S. Miller to donate $200.00. Motion was carried by the unanimous call of the roll by the Secretary. Minutes from the previous meeting was presented to Council for approval. S. Miller moved and S.E Bobnar seconded to approve the minutes from August 1, 2017 meeting. Motion was carried by the Bills in the amount of $22,139.99 were presented to Council for payment. S. Bobnar read the Public' Works report for the month: grass cutting continues, Mulberry and Cherry -pipe repair and wall constructed to repair caved-in road and paving is pending, painted railing at' War Memorial, all trucks and equipment have been serviced and inspected with the exception oft the Red Dump truck scheduled for this week, repaired and hung Veteran's banners, flags up for Labor Day, signage put up with No Left Turn at Sycamore and Main and One Way on Maderia St, completed piping on Rush Ave, pipe repairs in progress on 7th Ave., assisted railroad on dredging runoff along tracks, Maderia St. piping to begin September 6, with milling and paving to follow, notificationletters were sent to neighborhood on September 1, 2017. S. Bobnar read the Finance Committee Report: Researching cost savings on outsourcing accounting and bookkeeping needs, researching cost savings on accounting software (Quickbooks instead of Best Choice Accounting) savings of approx. $500 a year, the budget process will begin in 201 September 2017, tentative budget should be reviewed and accepted in November 2017, need report and advisement from tax committee by October 2017 meeting. Kreitzeri is requesting her boot allowance, provided a receipt is provided for reimbursement. Added was the directive requiring overtime and different work hours must be approved in advance by Director of Public Works or Council. Fine advised Grass and junk cars citations are beingi issued by Monongahela Police, once notice is given, person has 10 days to correct before being taken to the magistrate'soffice. Notifications being sent to a fewi individuals who are still missing house numbers on mailbox or house. Government, with a three-year commitment. Council has decided at this time not to invest.
