280 THE BOROUGH OF NEW EAGLE 157 MAIN STREET NEW EAGLE, PA: 15067 The Borough of New Eagle Council met in executive session from 6:15 to 7:00 pm to discuss personnel issues. New Eagle Borough Council met on Tuesday, May 11, 2021 at the New Eagle Borough Municipal Building, 157 Main The meeting was called to order by Council President, J. Fine, the Pledge of Allegiance was recited. Street, New Eagle PA1 15067. Roll call was taken by Borough Secretary, Kimberly Koontz, there being a quorum present the meeting was called to order. Present:J.F Fine, S. Bobnar, B. Williams, D. Walters, T. Chaney Others Present: Mayor C. Fine, Solicitor T. Berggren, Police Chief K. Harris Correspondence: Borough Secretary K. Koontz read correspondence from P. Deffbois. Her concerns were with quads and dirt bikes speeding up and down Hill Street and some side street. Residents are walking their dogs and not cleaning up Minutes from the April 13, 2021 was presented to Council for approval. Motion was made by T. Chaney and seconded by Motion to approve bills in the amount of $100,776.42 (billl list A $92,421.03, bill list b $8,355.39). Motion was made by B. Williams and seconded by S. Bobnar. Motion was carried by unanimous call of the roll by the Secretary. Public Works Supervisor. J. Miller gave the monthly report for the department. Main Street and Union Street were manually cleaned of road debris. 208 Main Street project was completed with sidewalk pads and curb installed, the curb at road level was tar sealed. PennDOT Maintenance Washington County was notified oft the pothole at Main and Memorial along with potholes and washboard affect in the S bend near the Pizza! Station. Mr. Mordecki of 203 7th Avenue filed a complaint of heavy water runoff on April 25, 2021. His residence sits at the lowest point across from the pond. Approximately 2 years ago an asphalt curb was placed along the right edge (northbound side) of 7th Avenue due to another resident complaining ofv water runoff. There is no catch basin in front of Mr. Mordeck/sresidence. Borough Engineer S. Gibson came out and evaluated the area. He determined a catch basin would need to be installed at the Mordecki's mailbox. The basin across the rights side is to shallow for the water capacity. He determined removal of the shallow basin, put in a deeper basin, tie both basins together with the outflow of the pond. Three basins would need to be purchased and installed. Council determined this will be added to the already existing priority list. The pond work has resumed. All pond waste has been removed, new clay added to rebuild the left slop and the top. A new drainpipe willl be installed for drainage. The pond should be ready for topsoil and seeding before the end of May. Several trees were trimmed on the Tubby Hall Park property due to the limbs encroaching onto the roof and garage walls. A complete overhaul oft the Cat IT24F front bucket was done, this included a new cutting edge and corner bucket guards. The rust was removed, and the bucket was painted. The auction for the 2012 Chevy Colorado was placed onto Municibids for public bidding, the final bid was $10,300.00. The 2015 Ford F5 550 Dump trucki is out ofs service. The truck had recent repair work to the turbo charger and now one of the injectors has went bad according to C. Harper. The Bobcat773 while working at the pond thei front bucket cylinder began leaking, it appears to be the hydraulic seal. The leak will be monitored and eventually the cylinder will need removed and repaired. Competitive pricing was obtained by 3 manufacturers, Caterpillar, John Deere, and Case. There were all Co-Star bids with warranties specifici to each manufacturer, with and without thet trade in of our machine. S. Bobnar reported that there have been traffic issues on Maderia Street. This streeti is a one-way street, vehicles have been coming up the street ini the wrong direction. This creates a major safetyi issue when pulling out onto Route 88. Fine reported on the inspection of 146 Chess Street, Downfall Construction. The inspection was done by L. 281 Pemberton BCO, Mayor C. Fine, property owners Corey and Debbie Behanna as well as renter. Jessica Levandosky were present. During the inspection they found no violations oft the Universal Property Maintenance Code. The buildingi is marked as commercial, and taxes are commercial on the property. The excavator was also mentioned ini their conversation and is being repaired at this time. Once the repairs are completed it willl ber removed from the current spot- on Chess Street. They also discussed that according to the Borough Ordinances in New Eagle al business is not permitted Unfinished Business: Motion to accept the bid of $10,300.00 for the 2012 Chevy Colorado was made by S.
