July 25, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, June 27,2023, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 PMI by Council President Lauren Hauck, followed by a pledge to the flag as well as an observed moment of silence. COUNCIL MEMBERS Lauren E. Mr. Hubbs seconded the motion. The motion passed unanimously. Jane Peterman, owner of local rental properties, had paid a rental inspection fee. Once she had seen the long list ofreasons it would fail, decided the property was not to be rented. She'd asked for a return payment previously and asked about the status. President Hauck let her know that she would discuss it with the borough solicitor. REPORTS OF BOARDS, COMMITTEES. AND COMMISSIONS PLANNING COMMISSION President Hauck made a motion to approve a time extension on the Crossgates Phase II to September 26, 2023. Ms. Bellile seconded the motion. The motion passed with a unanimous vote. PARKS COMMISSION President Hauck made a motion to award the park master plan to UCH. The motion was seconded by Ms. Giberson. The motion passed unanimously. CIVIL SERVICE COMMISSION Melissa Ostrowski discussed the hiring process for potential police officers. Ms. Ostrowski mentioned that the new officer, Spencer Rios, was doing well and acclimating tol his job. She said Patrick Giberson and Steven Althouse were two potential candidates. The Borough detectives were conducting background clearances. They would be moving forward with the next steps once that was completed. Ms. Gerber made ai motion for the Civil Service Commission to be allowed proceed with filling the lieutenant vacancy that was created when Chiefl Margevich was promoted tol his position. Ms. Bellile seconded the motion. The motion passed with a unanimous vote. BLUE ROCK REGIONAL FIRE COMMISSION On July 7, 2023 there was ai meeting at the Millersville station. There were not enough members for a quorum, sO no votes were taken. The financial report was gone over in detail and the new. Rescue has arrived, showing a reduction to the capital budget numbers. Duane Hagelgans, Blue Rock Fire Commissioner, is going to start tracking finances for the capital fund drive for a new building. They were working on getting required Hazmat certification and first aid training for all new members. Recently there have been issues with York County boats on the river. All incidents on the river are Blue Rock's responsibility, SO it would be addressed. The motor on the inflatable boat will need tol be replaced and members are working on aj price. Ms. Weidinger seconded the motion. It was approved with a unanimous vote. PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE Ms. Bellile said there was a motion out of committee, per the recommendation of our codes and zoning officer, to request that our solicitor use Chapter 27 Zoning Borough of Stroudsburg's Short-Term Residential Rental Licensing as a template to draft ai new ordinance for Millersville Borough. The motion passed with a unanimous vote. Ms. Bellile said that in reference to the Tree and Shrub ordinance, our solicitor suggested we use New Cumberland Ordinance #674 as a reference to draft a new ordinance. The motion was made out of committee and passed unanimously. Keith Eshleman, Station Chiefof Blue Rock Fire Rescue, discussed creating al False Alarms Ordinance for Blue Rock. Per Chief Margevich, about 30% of fire calls were false alarms. Ms. Gerber made a motion to refer to matter to the Borough Solicitor, Josele Cleary. Ms. Bellile seconded the motion. It passed with a unanimous vote. PERSONNEL ADVISORY COMMITTEE Ms. Gerber made a motion to approve the Borough Manager job description. Mr. Hubbs seconded the motion. It passed unanimously. A motion was made by Ms. Gerber to advertise the Borough Manager position. It was seconded by Mr. Hubbs. It passed with a unanimous vote. Ms. Gerber made a motion to appoint Andy Boxleitner, Millersville Street Superintendent, as the Interim Borough Manager, Open Records Officer, Borough Secretary, Borough Treasurer and tax collector until a full-time manager could be appointed. The motion was seconded by Ms. Giberson. The motion passed unanimously. A motion was made by Ms. Gerber to accept the ratification of the non-uniform tentative agreement. It was seconded by Ms. Weidinger. The motion passed with a unanimous vote. Ms. Weidinger made ai motion to increase the Crossing Guard salary to $15.00/hour and to increase current employees' salaries by $2.50/hour. The intention oft the raise was to entice people to apply, as there had been difficulty finding applicants. Ms. Gerber seconded the motion. The motion passed with a unanimous vote. MAYORS REPORT Mayor. Aichele: reported that he was at the Pennsylvania Mayor's Association meeting from Thursday-Sunday. He mentioned that four resolutions were passed that they would be sending offt to our state legislatures. Chiefl Margevich gave the police report. There were. 223 calls for service, with 68: follow-ups, 2 ordinance complaints with 1 disorderly conduct and 1 noise. 1 ordinance citation, 4 criminal arrests, all adults. There were 7 Part 1 offenses with 0 cleared. The clearance rate for the month was 0%. There were 20 Part II Offenses with 16 cleared. The clearance rate for the month was 80%. There were 41 traffic violations. With 4 other. There were 10 vehicle accidents 10. 2 were reportable and 8 non-reportable. There were 28 parking tickets issued, 2,816 vehicle miles patrolled and 31.2 bicycle miles patrolled. There's ai new weather radar on top oft the Millersville water tower which is providing a great service to the Millersville community. The new flags that had been discussed at previous meetings would be installed around July 30th. PENN MANOR REPORT None PRESIDENTS REPORT Meeting the following night.
