Polito Pledge of Allegiance ROLLCALL: The following were present: Council Members, William Brown, John Telencho, Lesley Butczynski via telephone, Mike Marcella, Joseph Nalepa, City Manager, Donna Wall, Finance Director/City Clerk, Jennifer W. WORK SESSION Motion to approve Resolution # 8of2022, al Resolution of City Council for the City of Nanticoke approving the appointment of Gene Nowakowski to the Nanticoke City Municipal Authority for a 1-year term expiring 12/31/2022 to fill the vacant seat left by David Trannell. Motion to approve Resolution #9 of2022, a Resolution of City Council for the City of Nanticoke authorizing and directing the proper City Officials to apply fora a Statewide Local Share Assessment Grant in the amount of $269,000 from the Commonwealth Financing Authority to A Motion to approve the use of ARPA money under the Government Services/Lost revenue for a New Canon Image Runner C38351Advanced DX Copier for the Managers/Finance office from Golden Business Machines in the amount of $9,150.00 under Costars-001-047. Ar motion to approve the use of ARPA money under the Government Services/Lost revenue for the Patriot Park upgrades to benches and tables, made of recyclablematerials, planters and trash and recyclable containers in the amount of $58,707.00 under Costars-014-011. A Motion to approve the Memorandum of Understanding between the City of Nanticoke and the Fraternal Order of Police Lodge NO. 36 City of Nanticoke Police Officers Association. be used for IBEW Local 163. JATC Advanced Technology Center. Administrative Updates- Mayor Kevin Coughlin executed the following Executive Orders: Executive Order #11 of 2022, to re-appoint Nicole Pulju as the City's 504 Officer effective Executive Order #12 of 2022, appointment of Gene Nowakowski tot the Nanticoke City Municipal Authority for a 1-year term expiring 12/31/2022 to fillthevacant seat left by David March 2, 2022. Trannell. Donna Wall updated Council on the following: Donna had questions from resident regarding the closing of the' W. Nanticoke bridge SO to clarify the closing she stated on 3/7/2022 the bridge is closed between 9 am -3 pm to fixa lighting issue and the bridge will be closed from Tue. 3/8/2022 throughl Thurs. 3/10/2022 for Bridge inspection. Donna also stated traffic must use Rte. 29 and the expressway to gett to W. AI Motion was made by Councilmember Telencho seconded by Councilmember Marcella to Nanticoke. adjourn the work session. Motion carried unanimously. COMMENTS FROM THE PUBLIC- Mr. Alex McNitt asked what the Citysqualifications were to be a 504 Officer and how is the current code officer qualified. Jennifer Polito stated the 504 Officer handles ADA issues and, in the past, it was always the Code Officer. Mr. McNitt asked what the City's policy is for using the code cari for personnel use by riding around with a friend during business hours. Attorney Finnegan asked Mr. McNitt to put in at formal complaint into the City Manager if he has one and that personnel issues are not discussed in a Council meeting. Correspondence- City Clerk, Jennifer Polito read a Thank You letter from Mrs Hank Marks to the Fire and Polce departments regarding their excellent services responding to an automobile accident that she City Clerk, Jennifer Polito read a letter from Sergeant Brian Kivler commending Officer Blake Brown for helping a resident clear snow off her property after putting in a full shift at the City. was involved in on 2/9/2022. (Letters attached) Announcements- None Councilmember Comments- Vice President Telencho wanted to thank the Police and Fire Departments forj jobs well done. Councilmember Marcella thank the Officer Blake Brown for assisting a resident in need of help Itisr refreshing to see departments that work well. The encounter: was with Code Enforcement inreference, toa neighbor complaining about snow piled ini the alléy. DOUGHERTY: said that a portion' ofthesaid alley was not being used. She said neighbors would piles snow there, thus blocking the alley, DOUGHTERY said not knowing how she or her husbandwouldr remove the snow that had iced over; due to their health problems and the fact,t that her husband hads suffered two heart attacks. She was extrèmely. concerned that they,wôuld incur a fine as thatwas statedto,t them. They said that Officer BROWNTecognizing this attempted to see if the city would use, a plow to remove the pile of iced oversnow. DOUGHERTY. said after thati idea fell through, latert that day Officer BROWN aftert fulfilling his duty réquirements: with the city. as al Police Officer arrived: at DOUGHERTY's home and began removing the snow ànd ice., Officer BROWN was not asked or solicited to do soand tooki it upon his selft to perform such ans act, Its acts like this that all too oftèn go unnoticed.
