June 27, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, June 27,2023, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:001 PMI by Council President Lauren Hauck, followed by a pledge to the flag as well as an observed moment of silence. COUNCIL MEMBERS Lauren E. MINUTES Ms. Gerber made a motion to approve the April 11,2023 council meeting minutes. Ms. Bellile seconded the motion. It was approved by a unanimous vote. Mr. Hubbs made ai motion to approve the. April 25, 2023 council meeting minutes. Ms. Bellile seconded the motion. It was approved by a unanimous vote. CITIZENS' REQUESTS OR CONCERNS June 27, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES Richard Frantz, 55 N. Duke St., requested an update from Millersville and Millersville University police regarding the police body cameras. Chief Margevich stated that while the grant was not approved, they would continue to try another way. REPORTS OF BOARDS, COMMITTEES. AND COMMISSIONS PLANNING COMMISSION A motion was made by Ms. Bellile to approve the lot add-on for 29 Landis Avenue and 36-38 Manor Avenue. The motion was seconded by Ms. Giberson. It was approved by unanimous vote. CIVIL SERVICE COMMISSION Ms. Gerber made a motion to approve the updated rules and regulations. Ms. Bellile seconded the motion. It was approved by unanimous vote. PARKS COMMISSION None REPORTS OF COUNCIL COMMITTEES FINANCE ADVISORY COMMITTEE Ms. Weidinger made a motion to approve the May 2023 financials. It was seconded by Ms. Giberson. The motion passed unanimously. PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE After a conversation between Council and the Police Chief, it was decided to table the discussion regarding the false alarm ordinance request until Dwayne Hagelgans, Fire Commissioner, could be in attendance. A motion was made out of committee to engage with the URDA to pursue a zoning amendment for E. Frederick and George Streets. It was approved unanimously. A motion was made out of committee regarding two ordinances' revisions regarding a subdivision ordinance & street ordinance. The motion passed with a unanimous vote. Itv was decided to table the discussion regarding the potential draft of an Airbnb ordinance. They would be contacting the Borough Solicitor to get her input. UNFINISHED BUSINESS Andy Boxleitner, Street Supervisor, gave a brief update regarding Lafayette Place. Ms. Giberson gave an update regarding the banner project along Manor Ave. and N. George St. There would be a walk through that Thursday at 9:00. AM. Les McMullin, Sewer Supervisor, stated that the sewer interceptor project was completed under budget by $32,000.00. There is a possibility of going to bid in late fall of2023. NEW BUSINESS Mr. McMullin stated that the Quaker Hills pump station is 46 years old and needs tol be updated. Mr. Boxleitner discussed the Prince St. road closure. President Hauck stated that there was a motion made out of committee to approve the road closure contingent upon Mr. Boxleitner and Chief] Margevich meeting with the contractor. The motion passed with a unanimous vote. Ms. Bellile stated that there was a motion out of committee to approve the 2023 Millersville Turkey Trot on Thanksgiving Day, November 23, 2023. The motion passed unanimously. PERSONNEL ADVISORY COMMITTEE Ms. Gerber stated there was a motion out of committee to appoint Lynn Miller to Zoning Hearing Board Vacancy. Itj passed with a unanimous vote. Ms. Gerber also had a motion out of committee tol begin the new police officer's starting wage at step three of the salary scale. The motion passed unanimously. MAYORS! REPORT Mayor Aichele conducted the swearing-in of the new Police Officer Spencer Rios. Chief Margevich gave his report. There were 268 calls for service, with 95 follow ups. There were 3 Ordinance complaints, 1 ordinance citation and 2 DCR'si issued. There were 20 Criminal arrests - 7adults, 13 juveniles. There were 8 part I offenses and 3 cleared with a clearance rate of37.5%. There were 34 part II offenses with 25 cleared and clearance rate of73.5%. The total traffic violations were 7,9 vehicle accidents, 59 parking tickets and 2,303 vehicle miles patrolled. There were 141 bicycle miles patrolled.
