Bobnar, S. Miller, W. Sherry. Also present were C. Fine Mayor, T. Berggren, Solicitor and B. Churilla, Engineer with. J.S Schmid being absent. There being a Archie Casebar of 814 Maple Ave presented information on the) War Memorial located at the corner of Memorial and Main Street in New Eagle. Due to the cost oft the Memorial Mr. Casebar feels itis unnecessary to have Holiday decorations at the site oft the Memorial because of the risk of property damage and people littering. The Veteran's Committee takes care ofl leaves, lights and the flag. The meeting place. quorum present, the meeting was called to order. Ringgold School District maintains the grass cutting and snow removal. B. Casebar thanked Council for removing the lights from the War Memorial. R. Kumpf of 502 Walnut Street expressed her concern regarding trees that are across the street and are leaning towards her porch. She is worried with heavy snow they could fall and damage her property. B. Churilla commented that she cannot have them removed because they are not on her property. Ifthey fall her homeowner's insurance would go after the tree's owner. It was suggested she contact West M. Kovac of 504 Walnut Street expressed his concern about the drainage issue from the creek because it is high from all the run off from the hillside. He requested the drain that was installed along the road be checked and corrected where necessary. The R4 stones used in the drainage ditch are washing onto Correspondence was received from Pennsylvania Family Council in regards to the Act 42 and placement of Casinos in the Commonwealth. As per Act 42, no Category 4 location could be located within 25 linear miles of an existing Category1,2,30 Casino Facility. He has had several residents inquiring about Recycling in the Borough and hei is going to get more information on how we can get the Recycling program started. B. Churilla provided Council with his recommendation regarding the Ruth Moskal subdivision plan. Iti is recommended that Council rejects the Plan as incomplete. The submitted Plan represents a property survey, not a Subdivision Plan. Ifsubmitted, the proposed subdivision cannot comply with current SALDO pertaining to lot size. S. Bobnar motioned and W. Sherry seconded to reject the Moskal sub division plan as submitted. Motion was carried by unanimous call of the rolll by the Secretary. T.B Berggren, Solicitor had nothing to report. Bobnar seconded to accept the 2018 Budget as presented and set the 2018 tax rate Ordinance No. 542 at: 2.58m total (2.3 real estate, .28 street lighting).
