NANTICOKE CITY WORK SESSION and COUNCIL MEETING MINUTES October 3, 2018 Nanticoke City Hall 7:00 PM Call to Order: President of Council, William Brown Invocation: City Clerk, Jennifer Polito Pledge of Allegiance The following were present: Councilors, William Brown, Lesley Butczynski, John Pietrzyk, Kevin Coughlin, Nicole Mackiewicz, Solicitor, Attorney' William Finnegan, Finance Director/City Clerk, Jennifer Polito and Interim City Manager, Donna Wall. WORK SESSION- None Administrative Updates- Donna Wall- She updated Council and residents on the Streets that were sent to Penn Dot for a Traffic Study College Street from Main St up does warrant a one way sign. Penn Dot has asked the city to get the appropriate permits, pass the ordinace and post the sins to change the traffic pattern on College Street. Donna said she has a copy of the responses and if anyone want to look them over to please stop by her office A Motion was made by Mrs. Mackiewicz, second by Ms. Butczynski to adjourn the work: session. Work session request to change the signage and or traffic pattern. The results are as follows: S. Hanover Street does not warrant a multi way: stop sign. Rail Road Street does not warrant the change to be one way. and she will review them with you. adjourned. None Old Business None New Business Pietrzyk. Motion carried. REGULAR MEETING Comments from the Public agenda items only. A Motion to approve the September 19, 2018 meeting minutes was made by Mr. Coughlin, second by Mr. A Motion to approve payment of the bills in the amount of $896,701.82 was made by Mrs. Mackiewicz, second by Mr. Coughlin. Payroll ($94,604.29) Payables ($802,097.53) Motion carried. COMMENTS FROM THE PUBLIC- Mr. John Telencho inquired about the trash RFP and when it will be completed and advertised in the paper. Donna Wall Mr. Telencho inquired about having the WVSA clean some of our Streets for us especially Main Street. Donna replied they have done some of the streets and they came out great but they will not do Main St. because iti is a State Road. President Brown stated once the water company is done with their upgrades, they will pave Main Street and Donna stated Kosciuszko Street will be paved overt the Columbus Day Holiday weekend. Mr. Joe. John asked when the paving plants shut down for the season and Donna replied once the Temps fall below 32 degrees or by November 1st. Mr. Telencho asked Council if they intended to acquire the Bowlarama at the free & clear sale in 2019. President Brown replied that Council, Mayor and City Manager need to discuss this issue further because once we acquire it we now have to demo it and the cost is over: 1.41 million to take the structure to the ground. Mr. Telencho asked if we are trying to get anys grants to do this and President Brown. said we must acquire it first. We cannot apply for a grant to demo something we do not own replied President Brown. Donna replied that we are looking into other avenues besides the City acquiring the structure such as an investor who might want to build in our City once the downtown gets under way. Mr. Telencho asked if wel had a sketch of what the downtown is going to look like and she replied yes, in her office are the sketches. Chief Tom Wall went and got the sketches for the residents to look at after the meeting replied President Brown. Mr. Telencho asked if the Nantego Developers are going to hold any public meetings before they begin the project and Donna replied yes. Mr. Telencho asked if the City is going to apply for any of the Fire Grants that have become available to municipalities and Donna replied yes and that she forwarded them to Chief Hazleton to start working on them. Donna stated the Developer got approval to move forward with the Villa project and she is sure Ms. Kathy Murphy and Mr. Robert Spear informed Council that Wilkes Barre and Pittston both have volunteer groups that go out to help their Code Officer with finding violations and issuing citations and they think the City should looki into getting a group like theirs togetheri in Nanticoke. President Brown replied that the officials willl look into it and he asked the residents ift they think the City could get the volunteers. The residents think they can get a group of volunteers. Nicole Mackiewicz replied that they will reach out to both and find out how their groups go about what they do. President of Council, William Brown read a Thank You letter addressed to Mayor and Council for assisting Newport Twp. int their time of need by lending them al Police Cruiser, signed by the Township Manager, Peter Wanchisen. Acopy of the replied we should have it by end of next week and then the advertisement will be ini the paper. people will want to invest in the City once the Streetscape begins. Correspondence- letter is attached behind these minutes as exhibit "A". Announcements- President of Council, William Brown made thet following announcements this evening: Nanticoke City Hall will be closed on Monday, October 8, 2018 in observance of Columbus Day. The 2nd public hearing for CDBG 2018 will be October17,2 2018 at 6:30 pm before the Council meeting. This will inform residents on what project the City will undertake if the grant application is approved. The Nanticoke City Council is changing the date of the Wenesday, November 21, 2018 Council Meeting toTuesday, November 20, 2018 in observance of the Thanksgiving Day Holiday. The Nanticoke City 2019 Budget will posted in Council Chambers and ont the website on Wednesday, October 31, 2018 at 9:00amf for Public Inspection.
