276 THE BOROUGH OF NEW EAGLE 157 MAIN STREET NEW EAGLE, PA15067 New Eagle Borough Council met on Tuesday, March 9, 2021 ati the New Eagle Borough Municipal Building, 157 Main Street, New Eagle PA 15067. The meeting was called to order by Council PresidentJ. Fine, the Pledge of Allegiance was recited. Roll call was taken by Kimberly Koontz, Borough Secretary, there being a quorum present the meeting was called to order. Present:J. Fine, S. Bobnar, B. Williams, D. Walters, T. Chaney Others Present: Solicitor T. Berggren, Police Sgt. Ryan Lenzi and Mayor C. Fine Visitors: W. Tatar of 328 7th Ave, expressed his concern over the property at 148 Chess Street. On multiple occasions he has observed burning outside thet time stated in the Borough Ordinance. Hel believes the smoke is very hazardous. The police have issued two citations int the past. This has been ongoing for about three years. W. Tatar will be reaching out to the DEP regarding this matter. There is also scrap metal and heavy equipment crates and boxes ofs scrap metal being stored at this address. There is oil all over the road. There is no record of a junk yard permit on file. Mr. Tatar also brought up concerns about the Cambro's Mobile Home Park, there is a very large burn pilel located in the back end of the property. Mr. Tatar presented Council with pictures. The Fire Department has been there in the past to extinguish the fires. This pile is located next to creek. Under the clean air act, his is in violation. The Chesapeake Bay: clean water acti is also being violated; he is burning within 5001 feet ofav waterway. Solicitor T. Berggren would encourage. the Police to cite every time there is at fire at the site. Mr. Smith continues to violate the Borough Ordinances. SolicitorT. Berggren advised we go under our Ordinances and property maintenance code and find out exactly what is being House numbers is also a concern of Mr. Tatar. There are multiple homes in the Borough that do not have numbers placed on them. S. Bobnar assured Mr. Tatar that this issue is going to be addressed within the next week. Mr. Tatar has a problem with chickens next to his residence. His complaint is the chickens that are loose on the property next to his. The alley where he takes his wife in her wheelchair is covered in chicken feces. John Gamble and Patty Gamble 904 Vine Street. He owns al house on! 5th and 7th Avenue. There is a gas meter on his property that is very close to the road. In two years, the fence has been hit three times. The meter has been. hit and bent with a gas leak. The vehicles driveaway from the accident. It was no sooner fixed, and it was hit again. This happens at twilight hours. He is asking Council for some help to prevent future damage. Mr. Gamble suggested speed bumps or rumble strips. He does have blinking reflectors: and reflective tape on the fence. Council will investigate options to help Minutes from the February 9, 2021 meeting was presented to Council for approval. Motion to approve the minutes was made byl T. Chaney and seconded by B. Williams. Motion was carried by unanimous call of the roll byt the Secretary. Motion to approve bills in the amount of $48,515.87 (bill list A $36017.25 bill B $12,498.82) was made by D. Walters and S. Bobnar gave report on the Public' Works Department. Storm water pipes on Main Street have been inspected by Insight. The storm water pipe from Robinson Street to the railroad has been cleaned out. Motion was made by S. Bobnar and seconded by B. Williams to have Insight continue inspecting the pipes on Main Street not to exceed $10,000.00. Motion was carried by unanimous call oft the roll by the Secretary. An outflow to the river was cemented shut years ago by the previous owner of the property located across the railroad tracks at Robinson. There was between 4-61 tons of material taken out of the Robinson Street pipe. Solicitor Berggren said the current owner of the property willl be violated. Mr. Gamble. seconded by S. Bobnar. Complaint came into the office from a resident at Crestview Estates trailer 77 There is a resident on the Carroll Township side of Marion Street thati is dumping concrete over the hillside disturbing the flow of as stream located behind Crestview. The Borough Engineer willl be here on Friday toi inspect the area. Repairs on the 2016 F550 were done by C. Harper, however we were notified that the repairs are not under warranty as originally, we were told. Motion to approve for the repair oft the 2016 F5501 for the cost of $3,800.00 was made bys S. Bobnar and seconded by B. Williams. Motion was carried by unanimous call oft the roll by the Secretary. T. Chaney reported on parks and recreation. She is currently with a gentleman for a grant for the parks. She presenteda two-page questionnaire to Council that will be sent out to the residents oft the Borough. Motion was made by T. Chaney and seconded by S. Bobnar to adopt Resolution 2-2021 to submit the Parks grant. Motion was carried by unanimous call S. Bobnar reported that the Ambulance committee met for the first time since last year. Ity was reported that they did R. Lenzi submitted the February police report. Secretary K. Koontz gave the report summary. 113 calls for service. Council was presented the two options for the memorial bench for A. Casebar. A motion was made contingent upon the Sewage Department for bench number 1 for the price of $1,830.00. S. Bobnar made the motion, and it was seconded by Motion was made by S.
