NANTICOKE CITY WORK SESSION and COUNCIL MEETING MINUTES October 17,2 2018 Nanticoke City Hall 7:00 PM Call to Order: President of Council, William Brown Pledge of Allegiance Invocation: City Clerk, Jennifer Polito The following were present: Councilors, William Brown, Lesley Butczynski, John Pietrzyk, Kevin Coughlin, Nicole Mackiewicz, Solicitor, Attorney William Finnegan, and Finance Director/City Clerk, Jennifer Polito Interim City Manager, Donna Wall is excused. Fort the record, Attorney Finnegan stated he and the Councilors were late due to a brief executive session held before the meeting to discuss the sale and or purchase of properties. WORK SESSION- AI Motion to approve Resolution #: 14 of 2018 authorizingthe filing of an application for the 2018 Pennsylvania Al Motion to approve Resolution #: 15 of 2018 adopting the City of Nanticoke/luzerne County Radiological Community Development Block Grant Entitlement Program Funds. Emergency Response Plan. Administrative Updates- Mayor Richard Wiaterowski excuted Executive Order # 10of 2018 to hire Ann Kotsko as a full time employee int the Finance Department under the terms of the Collective Bargaining Agreement between the City of Nantioke and the International Brotherhood of Teamsters, Local 401 on October 8, 2018. AI Motion was made by Mr. Pietrzyk, second by Ms. Butczynski to adjourn the work session. Work: session adjourned. REGULAR MEETING Comments from the Public agenda items only. Mr. John Telencho questioned why we are hiring another full time employee ift the Cityi is strapped for money. He wanted to know if anyone was leaving, where the money is coming from to pay her and what will she be doing. President of Council, Mr. Brown replied no one is leaving, her salaryi is budgeted and she is being trained as al backup person to the finance and police department as well assisting the City Manager with various duties. Mr. Telencho questioned why we need at full time employee as a backup person. Mr. Brown repliedi it was the Mayor and Manager's decision. Mr. Hank Marks replied it sounds like a case of nepotism. Old Business None New Business AI Motion to approve the October 3, 2018 meeting minutes was made by Mr. Coughlin, second by Ms. Butczynski. Motion carried. A Motion to approve payment of the bills in the amount of $289,210.50 was made by Ms. Butczynski, second A Motion to approve Resolution # 14 of 2018 authorizingthe filing of an application for the 2018 Pennsylvania Community Development Block Grant Entitlement Program Funds was made by Mr. Coughlin, second by Ms. AI Motion to approve Resolution # 15 of 2018 adopting the City of Nanticoke/luzerne County Radiological Emergency Response Plan was made by Mr. Pietrzyk, second by Mr. Coughlin. COMMENTSFROMI THE PUBLIC- Ms. Karen Cholewa of 120 Park St. asked Council for an update on' when Main Street is goingt to be paved and willi it be this year. President of Council, Mr. Brown replied as soon as the water companys S done with their repairs. As of right now the date that they anticipate is November 1, 2018. Karen also asked what can be done about people feeding the stray cats. They are going to the bathroom in her yard and spreading their fleas. President Brown stated that this has been addressed in the past. She asked for an update, and President Brown replied that nothing can be done. Mr. Telencho replied that the City voted against doing anything about it sO there is nothing that can be done. Correspondence- President of Council, William Brown read a "Thank You" letter addressed to the Police Chief, Thomas Wall, thanking him for having police units on Prospect Street on Saturday morning during the LCCC Cross Country Invitational. Acopy of the letter is attached behind these minutes as exhibit "A". Announcements- President of Council, William Brown made the following announcements this evening: The Nanticoke City Council is changing the date of the Wenesday, November 21, 2018 Council Meeting The Nanticoke City 2019 Budget will posted in Council Chambers and on the website on' Wednesday, October 31, 2018 at 9:00 am for Public Inspection. Any questions on the 2019 Budget, please contact the Finance Director at The Nanticoke City 2019 Budget Hearing will be held on Wednesday, November 7, 2018 at 6:30 pm prior to the Priort to our meeting, Mike Marcella oft the Boy Scouts, presented to Council the project he did to earn a badge. Mike made a community information/event board fort the City and Residents to post important information. This board is ona a timer tot turn the board lights on and off with daylight and comes with a key tol keep the doors locked.
