October 24, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, October 24th, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 PM by Council President Lauren Hauck, followed by a pledge to the flag as well as an observed moment of silence. COUNCIL MEMBERS Lauren E. The motion passed unanimously. CITIZENS' REQUESTS OR CONCERNS 1of4 October 24, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES Evan Graybill, 361 E. Cottage Ave., spoke to Council regarding his support of short-term rentals. He gave personal instances about why he supported allowing short term rentals in the Borough. REPORTS OF BOARDS, COMMITTEES. AND COMMISSIONS CIVIL SERVICE COMMISSION None EDUCATION SERVICE AGENCY Ms. Giberson stated that the agency had met the previous Thursday. They felt that crossing guard salaries were tool low and addressed that at their meeting. She pointed out that Penn Manor pays half of the crossing guard salaries and expenses. The committee decided to budget $51,998 to cover the crossing guard salaries and expenses. This figure is already in the Proposed 2024 Budget. PARK COMMISSION Lauren Dissinger, Park Commission, said that they were looking to do a Santa event in the park on December 1st. She said they wanted to have activities for thel kids and have Raney Cellar and Conrad's come to sell hot chocolate and other items. They'd also been interested in doing a possible tree lighting. Ms. Giberson shared information on the Christmas events that Quarryville had done, suggesting that we could look to them for examples on what we can also do in Millersville. Dr. DeSantis, Millersville University Vice President, stated that the Millersville Business Association had their Santa event planned for December 1St. The previous year, they had 400 people in attendance. He suggested that they consider working together to collaborate on the event. REPORTS OF COUNCIL COMMITTEES FINANCE ADVISORY COMMITTEE President Hauck stated that there had been a recent 2024 Budget meeting, and it was going well. Ms. Weidinger said that the deficit between all the funds was approximately currently $222,000. She said that although we budget for these figures, we don'talways spend everything in the budget. President Hauck said that the hope was that the 2024 Budget would be approved to be advertised at the November 14th meeting. She said it would then be open to public commentary and review. Hopefully it would be approved to be adopted at the December 12th Council Meeting. Mr. Boxleitner was hoping that other figures being calculated would adjust the budget positively as well. After discussion amongst council members, it was decided not to raise taxes this year because the deficit was lower than the previous year. Formal action on the budget would be taken at the following meeting. President Hauck said that ai motion had been made out of committee to raise the Solid Waste Rate from $65 to $85 per quarter. This covers the increase from our waste hauler and would keep the garbage tag prices the same. The motion passed with a unanimous vote. The motion passed with a unanimous vote. Mr. Boxleitner discussed the proposed 18.1% Health Insurance increase. Itl had been discussed between the Police and Non-Uniform employees, and Benecon had offered us 2 additional plans to choose from. It would be discussed ini further meetings. Ms. Weidinger made a motion to approve the August and September financial reports. Ms. Giberson seconded the motion and itj passed unanimously. PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE REPORT Ms. Bellile mentioned that there had been discussion about 206 Creek Drive and who owns the bridge. Mr. Moyer said that it would be either the new property owner or the borough who would be responsible for it. Mr. Boxleitner said the ownership of the bridge had been in question for years. After reviewing the history oft the property, it was still unclear to whom the bridge belongs. President Hauck recommended that it bej put on a future Public Works Agenda SO itr may be further reviewed. Ms. Bellile said that there had been a disruptive conduct charge appeal presented to the Public Works Committee. Shawn Chirico spoke to Council and asked for the charge to be removed. Mr. Hubbs made a motion to accept the appeal. There was not second motion and the motion died. The appeal was denied. Mr. Boxleitner discussed the Park Master Plan update. The survey was going to cost $16,500. He wanted tol have further discussions to see ifthe survey was needed. Mr. McMullin discussed transferring $200,000 from the Sewer Operating Fund to the Sewer Capital Reserve. He said that based on 9 months of data for the 2023 Budget, there's s enough revenue to make the transfer. Ms. Weidinger said that she would prefer to make the transfer at al later date, perhaps after the final budget numbers for 2024 were completed. PERSONNEL COMMITTEE Ms. Gerber said there was ai motion out of committee to appoint Angela Cuthbert asa a Planning Commission member. There was ai roll call vote. Bellile -yes, Weidinger - yes, Gerber -yes, Hubbs -1 no, Eager -1 no, Giberson = no, Hauck - yes. The motion carried. There wasa motion out of committee to appoint Mike Weidinger and Lauren Hauck to the Lancaster County Planning Commission. The motion passed with a unanimous vote. MAYOR'S REPORT Mayor Aichele said that the previous Monday he had the opportunity to recognize James Patrano, who had put in over 50 years into the Boy Scouts of America. Hej presented him with a certificate of appreciation, honoring his commitment to the youth of Millersville for his leadership at and event at Grace UMC Church. He also informed Council that he would soon bel honoring Millersville employees with their Service Awards. ChiefMargevich said that they answered 363 calls for service, had 10 ordinance complaints with 1 animal, 3 disorderly conduct, 5 open alcohol and 1 other. There were 9 ordinance citations, 5 DCR's issued, 19 criminal arrests with 4 adult and 15 juvenile. There were 4 Part I offences with 2 cleared and a 50% clearance rate. There were 36 Part II offenses with 32 cleared and an 89% clearance rate. There were 18 total traffic violations, 13 vehicle accidents and 161 parking tickets issued. There were 3,081 vehicle miles patrolled. There were no large investigations that month. The 2 conditional hires had passed their last 3 steps. On November 11th they would be taking their preliminary PT test needed to pass to get into the police academy. They were ready to have them come in to fill out employee paperwork and to sign their employment contracts. Millersville Police would bej participating in the Trunk or Treat events at. He thanked Mr. Boxleitner and his team for getting the route ready as well as Chief Margevich and the police force for keeping everyone safe. He then thanked Phil Gerber after retirement from the parade committee after his years of tireless support ofthe parade. He said Phyllis Giberson had been on the stage with announcers and they appreciated her work as well. He reminded everyone oft the Sounds of the Season event that would be on December 2nd and 3rd at the University. He would be in touch with the members oft the Park Commission to coordinate with their Santa event that Friday. PENN MANOR REPORT None PRESIDENT'S REPORT None UNFINISHED BUSINESS None EXECUTIVE SESSION Ms. Hauck made a motion to enter into executive session. Mr. Hubbs seconded the motion. The executive session ended at 8:38PM. When returning from executive session, Ms. Giberson made ai motion to hire Rebecca DeSantis-Randall as the new Millersville Borough Manager.
