May 23, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, May 23, 2023, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:00 PM by Council President Lauren Hauck, followed by aj pledge to the flag as well as an observed moment ofs silence. COUNCIL MEMBERS Lauren E. Charlie Schmehl, Borough planner from May 23, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES Urban Research & Development Corporation, and Ms. Weidinger discussed how the property has always been zoned for development and whether it was business or residential. MINUTES Ms. Gerber made a motion to approve the March 28, 2023 minutes. Mr. Hubbs seconded the motion. It was approved by unanimous vote. CITIZENS' REQUESTS OR CONCERNS Carol Thomas, 170 W. Charlotte Street, had concerns about fire, noise and loud music as early as 5:30. AM and as late as 11:00 PM. It was recommended that she contact the police department should the issue continue as there is ai noise ordinance from 9:00 PM until 8:00. AM. NEW BUSINESS Ms. Eager discussed using the Borough Council meeting room as aj place to meet the candidates of the upcoming election. Per confirmation with the Borough solicitor, it was suggested that it was not a good idea. Ms. Eager made ai motion to use the council meeting room. The motion did not have a second. A suggestion was made tol hold this type of meeting/event in the Borough Park. REPORTS OF BOARDS, COMMITTEES. AND COMMISSIONS PLANNING COMMISSION Jim Sanchez, engineer, discussed the consideration oft the Lot Add-on for 29 Landis Avenue (36-38 Manor Avenue), which the zoning board approved. Ms. Bellile made a motion to approve. Ms. Gerber seconded the motion. It passed with a unanimous vote. CIVIL SERVICE COMMISSION Ms. Ostrowski requested the conditional hire of Spencer Rios for an officer position. Ms. Gerber made ai motion to approve, seconded by Ms. Bellile. The motion passed unanimously. May 23, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES PARKS COMMISSION None REPORTS OF COUNCIL COMMITTEES FINANCE. ADVISORY COMMITTEE The motion passed with a unanimous vote. Ms. Weidinger made ai motion out of committee to approve the April 2023, Financials. PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE dedication of streets, etc. can be taken care of regarding Lafayette Place. Mr. Sahd stated that there are still things that needed to be completed before any Ms. Bellile mentioned that Rob Moyer is doing an excellent job with enforcement and rental properties. Allowing Airbnbs in the borough was discussed. It was decided that further discussion was needed. PERSONNEL ADVISORY COMMITTEE A motion was made by Ms. Gerber out of committee to approve the Memorandum of Agreement between Millersville Borough and the Millersville Borough Police Association. The motion passed unanimously. Ms. Gerber made a motion to accept the description and pay range for the P/T Clerk. The motion passed by all of council but President Hauck. Ms. Gerber made a motion to accept the resignation of Jim Kirk from the Zoning Hearing Board. The motion passed with a unanimous vote. MAYORS REPORT Mayor Aichele thanked the Civil Service Committee for their work. He mentioned that there were three open positions and only two applicants. He wanted to allow them to continue to advertise for the open positions. Ms. Gerber made a motion to continue advertising, seconded by Ms. Bellile. It passed unanimously. The Mayor also announced that he would be attending the Mayor's Association Meeting in Lancaster for three days. He will give a status update on June 2023. ChiefMargevich report. There were 292 calls for service and 71 follow-ups-There were 5ordinance complaints, 5 ordinance citations, and 5 DCR's Issued. There wer16 criminal arrests -8 8 adults, 8 juvenile. There were 61 PartIoffenses and 3 cleared, with a clearance rate for the month of 50%. There were 25 Part II Offenses and 3 cleared, with a clearance rate for the month of80%. The total traffic violations were 7 and 7 other traffic citations. There were 13 vehicle accidents with 51 reportable and 8: non-reportable. Parking tickets totaled 175 and 2,229 vehicle miles patrolled. There were also three sex offenses and a child pornography case. Chiefalso mentioned that he and Detective Scott covered extra hours of patrol tol help with the shortages in the department. May 23, 2023 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES MILLERSVILLE UNIVERSITY REPORT Dr. DeSantis mentioned the various commencement ceremonies that took place. There will be a Mental Health event with HighMark in. July. On September 30th, there would bea a Saturday in the park event hosted by the Millersville Business Association. There would be family fun and a chance to meet Millersville businesses. PENN MANOR REPORT None PRESIDENTS REPORT President Hauck attended the event for thei new library in Lancaster. She is appreciative that the Millersville Council supports them. On June 3rd the summer reading program kicks off. BOROUGH MANAGER REPORT Mr. Sahd discussed the Millersville University request for Millersville Borough approval oft the 2023 Annual Millersville Parade for Saturday, October 14, 2023. Ms. Gerber made a motion to approve the parade and Mr. Hubbs seconded the motion. It passed unanimously. Mr. Sahd addressed a complaint about Borough phones not being answered. He mentioned that the office is very busy, and employees are often helping citizens at the counter or elsewhere in the office. It's not always possible to answer phones at those times.
