January 3, 2022 MILLERSVILLE BOROUGH COUNCILI MEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL REORGANIZATION MEETING was held on Monday, January 3, 2022, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. The meeting was called to order at 7:02 p.m. by Mayor David Aichele. He welcomed everyone to the first meeting of 2022 and looks forward to working with everyone. OATH OF OFFICE The Oath ofOffice was administered by Mayor Aichele individually to the newly elected officials, Mary Ann Gerber, Linda Bellile, Christopher Hubbs and Darlene C. Eager. Ms. Smith nominated Lauren E. Hauck for the position of Council President and Mrs. Gerber seconded the nomination. Hearing no other nominations, Mayor Aichele closed the nominations. Having only one nomination, Mayor Aichele called for a voice vote for Lauren Hauck to serve as Council President. Unanimously the motion passed by voice vote. Mayor Aichele opened the floor to accepted nominations for Vice President of Borough Council. Ms. Bellile nominated Mary Ann Gerber as Council Vice President and Ms. Hauck seconded the nomination. Hearing no other nominations, Mayor Aichele closed the nominations. Having only one nomination, Mayor Aichele called for a voice vote for Mrs. Gerber to serve as Council Vice President. Unanimously the motion passed. Mayor Aichele congratulated Ms. Hauck on her election as President of Council and Mrs. Gerber on her election as Vice President of Council and passed the gavel to President Hauck. 1of4 January 3, 2022 MILLERSVILLE BOROUGH COUNCIL: MEETING MINUTES President Hauck then called for nominations for Assistant Secretary. Mrs. Gerber nominated Lind Bellile as. Assistant Secretary and Ms. Smith seconded the motion. Hearing no other nominations, President Hauck called for a voice vote for Ms. Bellile to serve as Council Assistant Secretary. The motion passed by unanimous vote. It was moved by Mrs. Gerber and seconded by Ms. Bellile to appoint John D. Rochat, Borough Manager, as the Borough Secretary and Borough' Treasurer. With no discussions the motion passed by a unanimous voice vote. It was moved by Ms. Bellile and seconded by Mrs. Gerber to retain the following Borough Solicitor - Josele Cleary from Morgan, Hallgren, Crosswell & Kane Borough Engineer - Robert A. Visniski from RAV. Associates, Inc. Borough Auditor - Jennifer CruverKibi from Maher Duessel Labor Counsel - Sarah C. Yerger and Barley Snyder Wastewater Treatment Plant Engineer - Chad M. Angle from GHD Inc. Sewer Enforcement Officer- - Mark Deimier Zoning Hearing Board Attorney - Neil Albert professional service providers for the Borough for 2022: With no further discussions the motion passed by a unanimous voice vote. President Hauck mentioned the chairperson fort the Vacancy Board. ChiefRochat said this isa a one-member Board and explained the duties of the Vacancy Board Member. President Hauck called for nomination to retain Daniel C. Ziegler to the Vacancy Board. Mrs. Gerber made the nomination and Ms. Smith seconded. Motion passed by unanimous voice vote. MAYOR'SI REPORT Mayor Aichele recognized Sergeant Michael K. Schaeffer for his years of dedicated service and his upcoming retirement from Millersville Borough Police Department. BOROUGH MANAGER'S REPORT ChiefRochat called for nominations for the Borough Council Representative for LIMC (Lancaster Inter-Municipal Committee). Mrs. Gerber nominated Lauren Hauck and Ms. Bellile seconded the nomination. With no: further discussions the motion passed by a unanimous voice vote. Chief Rochat mentioned there is a' Tax Collector Vacancy The person who was elected in the November Elections turned down the position. The annual pay for this position is $1.00. The vacancy needs tol be posted and will be discussed at a future Borough Council Meeting. Chief Rochat discussed the Annual Advertisement for Monthly Council Meetings, two per month, to be included with Committees/Boards and Commissions Advertisement. President Hauck mentioned the Personnel Advisory Committee meets the 2nd Wednesday, Finance Advisory Committee meets the 3rd Wednesday and Public Welfare & Public Works Advisory 2of4 January 3, 2022 MILLERSVILLE BOROUGH COUNCILI MEETING MINUTES Committee meets the 3d Thursday of each month at 6:00pm. She asked ift there were any changes needed tol be made to the Committee Meeting dates. With no questions or concerns mentioned, she motioned to advertise the monthly Council Meetings along with Committees/Boards and Commission meetings. Mrs. Gerber seconded the motion and the motion passed with a unanimous voice vote. Mrs. Gerber addressed President Hauck to name. Linda Bellile as the Borough Representative to the Blue Rock Regional Fire Commission. Ms. Bellile is currently serving in that capacity. Ms. Smith seconded the nomination and passed with a unanimous voice vote. ChiefRochat opened the discussion regarding removing and replacing one oft the current Check Signers. Those now listed as Check Signers are Council President, Vice-President, Borough Manager and Finance Office. Since the Finance Officer has resigned, a replacement will need to be named. President Hauck nominated Mrs. Gerber and the motion was seconded by Ms. Bellile. ChiefRochat questioned ift they wanted another Council Member listed for Check Signer. Mrs. Gerber stated that she will fill in until the position ofl Finance Officer: is filled. After discussion, Mrs. Gerber will be the fourth person listed as a Check Signer. The motion passed with a unanimous voice vote. ChiefRochat asked Borough Council to accept two employee resignations: Sergeant Mike Schaeffer is retiring from the Police Department. Motion was made by Mrs. Gerber and seconded by Ms. Bellile to accept Sergeant Schaeffer's resignation and motion passed voice vote. Jessie Ebersole, Finance Officer has resigned from her position. Ms. Smith made the motion to accept Ms. Ebersole's resignation and was: seconded by Mrs. Gerber. unanimous by Passed by unanimous voice vote. ChiefRochat asked permission by Council to advertise the Finance Officer Position. Mrs. Gerber made the motion to advertise, and the motion was seconded by Ms. Bellile. Motion passed by unanimous voice vote. Chief] Rochat stated there was ai request from the Planning Commission/Steering Committee, due to the increase in COVID cases, that masks be required ift there are: more than 10 people in attendance oftheir meeting. They would like some direction on this matter. A discussion was held, and the Emergency Mandate is no longer in effect for mask wearing. Chief Rochat stated that even when there was a State Mandate, mask wearing was not enforceable. Mention was made to encourage: mask wearing atl Borough meetings and tol have masks available toa anyone who would like to wear one. ChiefR Rochat will discuss this with Mike Tuscan, to see how Planning Commission handled mask requirements and Zoom Meetings, in the past. For the future, Chief Rochat and Borough Council will look into virtual options for anyone who wishes to attend any upcoming meetings. EXECUTIVE SESSION Council President Hauck asked for a motion to move into Executive Session, with no further business to discuss after the session. At7:35pm, Mrs. Gerber made the motion with Ms. Bellile seconding the motion to move to an Executive Session.
