February 8, 2022 MILLERSVILLE BOROUGH COUNCILMEETING MINUTES The MILLERSVILLE BOROUGH COUNCIL MEETING was held on Tuesday, February 8, 2022, in the Millersville Borough Public Meeting Room located at 100 Municipal Drive, Millersville, Pennsylvania. President Hauck called the meeting was called to order at 7:00 p.m. followed by the pledge to the flag and ai moment of silence was then observed. COUNCIL MEMBERS Lauren E. Hauck Lynn M. COMMITTEES. AND COMMISSIONS Lauren Hauck reported that the LIMC (Lancaster Inter-Municipal Committee) will be meeting on Thursday, February 9, 2022. PERSONNEL ADVISORY COMMITTEE REPORT Lynn Miller, Personnel Advisory Committee Chairwoman, addressed Council regarding the hiring ofLisa McLaughlin for the position of] Finance Officer. Ms. Miller said the first interview was through a Zoom meeting and the second interview, on Friday, was an in-person 1of4 February 8, 2022 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES interview with herself, ChiefRochat, Linda Bellile-Personnel Advisory Committee Member, Dottie Young- Police Department and Lisa Gochnauer-Adminstration Office. All ofthose involved in the interview process were very impressed with Ms. McLaughlin and aftert the second interview were all in agreement tol hire. Chief Rochat said that he received aj phone call from Ms. McLaughlin, just a short time ago, and there is still some negotiating to be done. This discussion will take place during Executive Session before the end ofthis meeting. PUBLIC WELFARE AND PUBLIC WORKS ADVISORY COMMITTEE REPORT None FINANCE. ADVISORY COMMITTEE REPORT None MAYOR'S REPORT Mayor Aichele advised Council and members oft the audience of the upcoming Historic Society Meeting to bel held on Saturday, February 12th, at 9:00am, here at the Borough building. The speaker will be Gregory Scott and he will be discussing the history ofbuildings in Millersville Borough. This should be a very interesting meeting and invited everyone to attend. MILLERSVILLE UNIVERSITY REPORT Andrew Geer, Millersville University Student Representative gave the following report. Health News: COVID Update - 44 active cases on campus currently -3 35 student cases and 9 employee cases. Oft the 35 student cases, 12 are on-campus and 23 reside off campus. This brings our total ofcases sO far in 2022 to 119. Concerning as last semester we had 186 for the whole semester. The positive news is that the number of new cases this week fell significantly from the prior week Approximately 50 people donated blood during last weeks Bleed Blue Blood Drive Challenge initiative. In 2019, MUPD won the challenge. In 2020 and 2021 MUPD was not able to participate due to COVID restrictions. The Bleed Blue Blood Drive Challenge is an annual drive hosted by Strasburg as well as Millersville Borough Police Department' s the drive is held both at LGH as well as on Millersville's campus Academic News: Thanks to a team ofi faculty members from Millersville University, the University received a $1.5 million grant from the National Science Foundation. The award, Supporting Student Success: aims to recruit, retain and graduate more academically talented students with financial needs in STEM disciplines. Millersville was notified in the fall that the NSF had selected the University as an S-STEM site. As a public university Millersville continues to support and nurture the STEM workforce as well as Lancaster as a whole. This grant allows us to continue these efforts. over the weekend, some of our meteorology students headed tol New Jersey tol launch weather balloons as aj part of research funded by the grant they recently received from NASA. As you all are aware the Millersville University Meteorology program is one ofthe top 5j programs in the nation. As well as supporting agencies such as PENNDOT with just-in-time information on weather emergencies. Governor's Budget - The governor's proposed budget recommends al historic investment in the PASSHE 2of4 February 8, 2022 MILLERSVILLE BOROUGH COUNCIL MEETING MINUTES system and for Millersville University. Governor Wolf's budget includes a $75M increase in our base budget for the system, much needed investment after years ofr relatively flat or declining support. We are grateful to the governor for proposing this budget and look forward to future conversations with him and the General Assembly about what this investment would mean for our students and our institutions. Millersville's University's Color of Teaching Mentoring Program is getting statewide recognition, thanks to the newly released PA Educator Diversity Consortium's Diversifying the Teacher Pipeline Toolkit. The Color ofTeaching Mentoring Program isa student-run organization. The program trains Millersville students as mentors and pairs them with local 7th-12th grade students from the School District ofLancaster as well as other surrounding districts. Millersville continues to lead the Commonwealth in the production of new teachers and has a strong emphasis on diversifying the teacher pool. On February 16th Millersville University will be hosting its annual Disability Film Festival. Being screened at the event will be the film The Wisdom ofTrauma centered around understanding connections between illness addiction and trauma within our society. The event is open to all and begins at 5:30pm in Myers Auditorium in McComsey Hall. Sports News: In sports news the Men's] Basketball team cruised to an easy victory over Kutztown 74-59. While the Millersville women's basketball earned its third conference victory in its last five games, beating East Stroudsburg 49-43 on the road Monday night. With the Winter Olympics in full swing, Dr. Marc Felizzi, an associate professor of social work at Millersville University, was recently selected to serve as a mental health provider for the U.S. Olympic & Paralympic Committee. In his role, he will be referred to U.S. Olympic athletes who may need mental health assistance or therapy. The pandemic seems to have exacerbated problems for many. Athletes are not immune and from Olympic gymnasts choosing not to compete to pro: football players walking off the field, we' ve all had a front-row seat to mental health issues. Millersville men's basketball's 10-game winning streak has caught the attention of the poll voters, and on Monday, the Marauders jumped to No. 61 in the Atlantic Region Poll. Millersville is now 19-4 and coming off key wins over Shippensburg and East Stroudsburg last week. President Hauck asked the Mayor and Borough Manager to remain for the executive session. MEETING RECONVENED Amotion was made by Ms. Bellile and seconded by Mrs. Gerber, to reconvene the Coming out ofExecutive Session, Mrs. Gerber made ai motion to allow the Borough Manager to renegotiate salary and benefits to hire Lisa McLaughlin effective February 9, 2022. Mr. Hubbs seconded the motion. With no questions or discussions, the motion passed by Borough Council Meeting at 7:35) PM. unanimous voice vote. BOROUGH MANAGER REPORT Mrs. Gerber made the motion, ift the candidate, Lisa McLaughlin, accepts the terms that are offered, she will become the-signature on our checking account. Ifshe does not accept the terms oft the offer, than Brooke Magni will become the signature until a Finance Officer is hired. This motion was seconded by Ms. Miller and pass by an unanimous voice vote.
