BOROUGH OF FOUNTAIN HILL COUNCIL MEETING MINUTES February 5, 2018 7:00 PM Council members present were: Mr. Rapp, Ms. Jordan, Mr. Blatt, Ms. Halleman, Mr. Atkinson, Mr. Trotter, and Mr. Trabel. Also, in attendance were. Mayor Gifford, Anthony Branco, Executive Administrator, ChiefBachert, Fire Chief Boeher, the Bethlehem Press, and guests. Council President Rapp called the meeting to order and asked for everyone to rise for the Pledge Council President asked Council for a motion to accept the minutes of the January 2, 2018 re- organizational meeting. The motion was made by Mr. Blatt to accept the minutes, seconded by tot the Flag Mr. Trotter, and approved unanimously. PRIVILEGE OF THE FLOOR - Discussion on Agenda Items - None MAYOR'S REPORT Mayor Gifford presented the following; Presented a Proclamation declaring April 2018 as PA 811 Safe Digging Month Informed Council on the Business Alliance meeting shel had hosted. There were many ideas presented by those in attendance. One of the ideas was to hold a Community Day in conjunction with the opening day at the pool. There would be local businesses as well Mr. Atkinson stated that he was at the event and that having a Community Day could create Mr. Rapp suggested that more organization should be completed, and then Mayor Gifford Mr. Trotter suggested that some type of frame work of what is being proposed should be Ms.. The Mayor stated that she would like to start off with painting the Borough'sl hanging trash containers. project. Council was ok with idea, and Mr. Branco will direct the PW to start taking one container at a time to the Art Establishment for painting. Finance (Trotter, Blatt, Jordan) Mr. Trotter informed Council that the bills have been paid, but since the resignation of Ms. Sebesta as the Finance Officer, the office staffis just learning how to use Quickbooks. Aftera new Finance Clerk is hired a copy ofthe list will be provided. Mr. Trotter made ai motion to pay the bills. G.H Health & Sanitation (Halleman, Jordan, Trabel) Ms. Halleman read the financial report for 2017. Collections were $66,000.00 H. Personnel (Trotter, Blatt, Rapp) - No Report SPECIAL OR SELECT COMMITTEES PRIVILEGE OF THE FLOOR - Discussion on Non - Agenda Items Chief Bachert stated that the Easter Egg Hunt was scheduled for March 31, 2018 and the Mr. Mike Langton asked if the Quality of Life Ordinance would address abandoned vehicles. Mr. Blatt stated that the Borough already had an Ordinance that addressed that issue, and Chief Bachert stated that Officer Wood was the Abandoned Vehicle Officer. Mr. Patrick Figueroa, 8200 N. Clewell St. offered to volunteer for Borough events. various donors were being contacted for donations. Executive Session - as required and approved unanimously.
