BOROUGH OF FOUNTAIN HILL COUNCIL MEETING MINUTES June 4, 2018 7P.M. Council members present were: Mr. Rapp, Ms. Jordan, Mr. Blatt, Ms. Halleman, Mr. Atkinson, Mr. Trotter, and Mr. Trabel. Also in attendance were Mayor Gifford, Anthony Branco (Executive Administrator), Cordula Voges (Finance Officer), Chief Bachert, Jason Quarry (Public Works), a representative of the Bethlehem Press, and guests. Council President Rapp called the meeting to order and asked for everyone to rise for the Pledge Council President asked Council for a motion to accept the minutes oft the April 18, 2018 and May 7,2018 meetings. YMCA Summer Meal Program - Vanessa Rex (YMCA) PRESENTATIONG) Based on the number of children who receive reduced lunches during the school year in the Bethlehem School District, the Bethlehem YMCA will run a Summer Meal Program. Lunch Bags will be provided Monday through Friday around noon to any child showing up for the Summer Meal Program. United Way finances the program and the Bethlehem School District supplies the lunch bags. Since 80% ofs school children residing in the Borough of Fountain Hill, Ms. Rex asked Council to allow the YMCA tol hold its Summer Meal Program on the grounds outside ofthe Pool area. EXECUTIVE ADMINISTRATORS REPORT Mr. Branco reported that Phase 1-3 oft the Storm Sewer, Pond Improvements, and Paving Project in Lechauweki Springs Park is complete. Phase 2 ofthe project - the Pond Dredging and Lining and the Gazebo structural repairs - is out for bidding ending on. June 14th, 2018. The construction costs for the overall project are financed through State of Pennsylvania DCNR (Department of Conservation and Natural Resources) and Lehigh County Conservation District DSA grants. RESOLUTIONS -1 none 9. ORDINANCES First Reading ORDINANCE NO. 842 ANORDINANCE OF FOUNTAIN HILL BOROUGH, LEHIGH COUNTY, COMMONWEALTH OF PENNSYLVANIA, ELECTING TO. AMEND ITS MUNICIPAL PENSION PLAN ADMINISTERED BY THE PENNSYLVANIA MUNICIPAL RETIREMENT SYSTEM PURSUANT TO ARTICLE IVOF THE PENNSYLVANIA MUNICIPAL RETIREMENT LAW; AGREEINGTO BE BOUND BY ALL PROVISIONS OF THE. PENNSYLVANIA MUNICIPAL RETIREMENT LAW AS AMENDED AND AS APPLICABLE TO MEMBER MUNICIPALITIES. ITI IS HEREBY ORDAINED BY FOUNTAIN HILL BOROUGH, LEHIGH COUNTY, AS FOLLOWS: SECTIONI. Fountain Hill Borough (the Borough), having established a pension plan administered by the Pennsylvania Municipal Retirement System (the System), hereby elects to amend its Municipal Pension Plan administered by the System in accordance with Article IV of the Pennsylvania Municipal Retirement Law, 53 P.S. $881.101 et seq. (Retirement Law), and does hereby agree to be bound by all the requirements and provisions oft the Retirement Law and the Municipal Pension Plan Funding Standard and Recovery Act, 53 P.S. $895.101 et seq., and to assume all obligations, financial and otherwise, placed upon member municipalities. SECTIONIL. As part oft this Ordinance, Borough agrees that the System shall administer and provide the benefits set forth in the amended Municipal Pension Plan Contract entered into between the Pennsylvania Municipal Retirement Board and Borough effective. June 1,2018 (the Contract). SECTION III. The Borough acknowledges that by passage and adoption ofthis Ordinance, the Borough officially accepts the Contract and the financial obligations resulting from the administration oft the Contract. SECTION IV. Payment for any obligation established by the adoption oft this Ordinance and the Contract shall be made by thel Borough in accordance with the Retirement Law and the Municipal Pension Plan Funding Standard and Recovery Act. The Borough hereby assumes all liability for any unfundedness created due to the benefit structure set forth in the Contract. SECTIONV. The Borough intends this Ordinance to be the complete authorization oft the Contract and it shall become effective and specifically repeal any ordinance inconsistent with this Ordinance either immediately or on. June 1,2018, which is the effective date of the Contract, whichever is later. filed with the System. SECTION VI. Public Works (Jordan, Rapp, Trotter) Ms. Jordan reported the hours worked in May 2018 based on the Mr. Quarry's (PW Supervisor) report. C.Police (Rapp, Trotter, Blatt) - none D. House & Ordinances (Blatt, Halleman, Rapp) Mr. Blatt is going to set up a new meeting time to review the draft oft the ordinance on measures against tenants' disruptive behavior. E. Fire (Atkinson, Trabel, Halleman) Mr. Atkinson reported the Fire Department's responses to emergency calls. F.R Recreation (Trabel, Jordan, Blatt) On behalfo oft the Playground staff, Mr. Atkinson made the motion to allow two basketball rims to be set up during the daytime while the Playground program is in session. Jeter Avenue resident) emphasized the recreational value ofbasketball rims on the playground and asked Council to reconsider any previous restrictions on the provision of basketball rims.
