Two individuals and the Borough recorded the meeting. The Parks & Recreation Committee will bel hosting Malvern on Ice, Saturday, September 7, 2024. 2. APPROVALOF, AGENDA Amotion was made by Council Vice President Bones, seconded by Council Member Niemiec, and carried by a vote of7-0, to approve the agenda for the Tuesday, September 3, 2024 meeting as presented. 3. MINUTES & REPORTS a. APPROVALOF) MINUTES A motion was made by Council Vice President Bones, seconded by Council Member Warner, and carried by a voted of7-0, to approve the minutes ofthe regular meeting held on Tuesday, August 20, As a correction to discussion from the. August 20th meeting, Borough Council noted that the audit rates for 2024 will be $20,000 for the financial statements, plus $14,500 for the DCED-CLGS-30. 2024 as presented. Malvern on Ice - Alcohol A motion was made by Council Member Warner, seconded by Council Member Frederick, and carried by a vote of7-0, to authorize Locust Lane Craft Brewery, LLC to utilize the municipal lot adjacent to Burke Park, for serving alcohol, during the 2024 Malvern on Ice event scheduled for Saturday, September 7,2024 from 2PM to 5PM, pursuant to the Borough Solicitor's conditions and approval by the Pennsylvania Liquor Control Board. b. Paoli Battlefield Master Plan Ad: Hoc Committee At the. July 9, 2024n meeting, Borough Council authorized Resolution 869, which establishes a seven- memberl Paoli Battlefield Master Plan Ad Hoc Committee. Council Member Niemiec suggested the following individuals to serve on the Committee: Mark Niemiec - Borough Council (Public Works) Jim Christ-I Paoli Battlefield Preservation Fund Frank Ortner - Paoli Memorial Association Lynne Frederick -1 Historical Commission Eric Rea- - Main Street Revitalization Corp. Patrick Sillup - Malvern Prep Jeannine Spears - Chester County Planning Commission Borough Council discussed appointing ai member oft the Environmental Advisory Council. Jeannine Spears could be an ex officio or advisory member instead ofa voting member. The EAC will make Danny Fruchter commented on appointing a teacher and asked about the. Ad Hoc Committee's task. Moon Viewing Event Amotion was made by Council Vice President Bones, seconded by Council Member Frederick, and carried by a vote of7-0, to exempt from thej provisions ofE Resolution' No. 748 oft the Dusk restriction on September 14, 2024 for the Moon Viewing event at the Battlefield property with the Chester County Astronomical Society. b. Malvern Public Library - Introduction ofNew) Director Helise Bichefsky, Board Trustee, reviewed the recent $317,000 in building improvements and introduced Justine Fafara, the new. Director of the Malvern Public Library. Justine Fafara expressed her pleasure about returning to the Borough and invited all to make use oft the Library. C. Zoning Hearing Board There will be a Zoning Hearing Board meeting on September 23, 2024 for the appeal filed by the Romanoff's for 326 Raspberry Avenue. This will be discussed by the Planning Commission on September 5, 2024 and Borough Council on September 17, 2024. John Buckley asked what the hearing will be about. d. Sanitary Sewer Ejector Station - Monument Ave Borough Engineer Daley presented the proposed project. The ejector station at the intersection of Monument Aveand Crest Ave was part of the original 1976 sewer construction. Hel has worked with HydroTerra to prepare preliminary estimates of $210,000 for ai repair or $250,000 forai replacement.
