BOROUGH OF FOUNTAIN HILL COUNCIL COUNCIL MEETING MINUTES September 19,2018 7P.M. Council members present were: Ms. Jordan, Mr. Atkinson, Mr. Blatt, Mr. Trotter, Council President Rapp, Mr. Trabel, and Ms. Halleman. Also, in attendance were. Anthony Branco (Executive. Administrator), Cordula Voges (Finance Officer), ChiefBachert, Jason Quarry (Public Works Supervisor), a Bethlehem Press representative, and guests. Mayor Gifford was Council President Rapp called the meeting to order and asked for everyone to rise for the Pledge Mr. Rapp asked Council for a motion to accept the minutes oft the September 4, 2018 meeting. Mr. Blatt noted some changes to the minutes. The motion was made by Ms. Jordan, seconded by Mr. absent. to the Flag. PRIVILEGE OF THE FLOOR - Discussion on Agenda Items Ms. Martha Kahan of Allentown introduced herself as a representative oft the not-for-profit organization "No Nonsense Neutering", ,as spay-neuter surgery clinic for cats and dogs. She provided Council members with the clinic's brochure explaining the clinic's mission to provide high-quality, low-cost sterilization services for dogs and cats as a humane, non-lethal solution to pet overpopulation. Ms. Kahan also demonstrated some "cat" deterrents (e.g. motion sensitive noise maker and sprinkler) that homeowners can place in their yards to keep feral cats out. She asked Council to review the proposed Feral Cat Ordinance No 844 and implement animal control services as recommended in the organization's brochure and expressed in the Hellertown, PA and Lafayette, LA ordinances. Ms. E.. Ammens, a Fountain Hill resident, supported Ms. Kahan's arguments and asked Council to provide viable community resources to control pet Mr. Blatt made the motion to have the House & Ordinance committee review thel Feral Cat Ordinance No 844 again. Bishopthorpe. She also complained that Council has not done enough to resolve the issue and questioned its relationship with the property owner. Council refuted this allegation and stated to have the Zoning Board review the status of the construction site at the property on Bishopthorpe Street again. DISCUSSION ITEMS The Lehigh Valley Hazard Mitigation Plan 2013 is to be updated in 2018 and be on the agenda for the next Council meeting on October 1$,2018 (i.e. Resolution 2018-34). The Borough Newsletter will bej published in September/October 2018. Council President participated in an initial planning meeting with all parties affected/involved in the future Ostrum Street road/sewer lines reconstruction project. COUNCIL ACTION: - none.
