BOROUGH OF FOUNTAIN HILL COUNCIL COUNCIL MEETING MINUTES April 1, 2019 7P.M. Council members present were: Ms. Jordan, Mr. Ferencin, Mr. Blatt, Mr. Trotter, Mr. Atkinson, Mr. Trabel, and Ms. Halleman. Also, in attendance were. Anthony Branco (Executive Administrator), Cordula Voges (Finance Officer), Ed Bachert (Police Chief), Pete Lehr (Borough Solicitor), Jason Quarry (PW Supervisor) and guests. Council President Atkinson called the meeting to order and asked for everyone to rise for the Pledge to the Flag. Council was in receipt of the below documents: 1. Agenda April 1,2019 2. Mr. Anthony Zullo, 596 Brighton St - request for speed humps on Brighton Street In addition, Mr. Branco presented to Council a compilation of common "Traffic Calming" measures addressing Mr. Zullo's concerns. Council agreed that an engineering study would be needed to decide on an appropriate "Traffic Calming" measure and further discuss at the next Council meeting. Discussion on Agenda Items - n/a MAYOR'S REPORT Council President Atkinson reminded of the upcoming Easter Egg Hunt on April 20, 2019. at 10 a.m. EXECUTIVE ADMINISTRATORS REPORT Planning Commission report - 839-841 Broadway, referred to Zoning Hearing Board NEW BUSINESS -I n/a RESOLUTIONS RESOLUTION 2019-25 APPROVING THE SUBMISSION OF APPLICATIONS TOLEHIGH COUNTY FOR 2019 CDBG FUNDING BE IT RESOLVED, that the Council of the Borough of Fountain Hill does hereby authorize Anthony Branco, Executive Administrator, to act as the official to prepare and submit the 2019 Community Development Block Grant Application to the County of Lehigh for funding fort thei reconstruction project ofs Stanley Avenue from North Bergen Street east to the North Hoffert Street, and North Hoffert Street from Stanley Avenue to Jeter Avenue. After reconvening from the Executive Session, Council dismissed the resident's claim. SOLICITOR'S REPORT -n/a COMMITTEE REPORTS A. Finance (Trotter, Blatt, Jordan) Mr. Trotter read the Check Detail reports for the month of March and asked Council for approval of the expenditures. B. Public Works (Jordan, Atkinson, Trotter) Ms. Jordan read the Hours Worked during the month of March 2019 as submitted by Mr. Jason Quarry, the Public Works Supervisor. C.Police (Atkinson, Trotter, Gifford) Mr. Atkinson reminded that the Fountain Hill Police Department is participating in the National Take Back Day and unused medications can be disposed off during thel hours of10 a.m. and 2 p.m. D. House & Ordinances (Blatt, Halleman, Jordan) Mr. Blatt reported that Ordinance No 850 is under review in the Planning Commission to update the Fire Code. E. Fire F.E Recreation (Trabel, Ferencin, Halleman) -1 none (Ferencin, Atkinson, Blatt) Mr. Ferencin reported that the committee is still reviewing options for food services at the pool. G. Health & Sanitation (Halleman, Ferencin, Trabel) Ms. Halleman read the March 2019 collection reports for Sewer and Garbage Utility rents. Ms. Halleman also stated that it was a disgrace that Council approved eliminating the 2% discount for sewer rates. Mr. Blatt informed Ms. Halleman that she voted for the elimination of the discount and the he was the only member who voted against eliminating the discount. H. Personnel (Trotter, Blatt, Jordan) - none SPECIAL OR SELECT COMMITTEES Ms. Jordan reminded ofal Bethlehem Area Public Library fundraiser "Eat, Drink & Bel Merry with the Friends oft the Library" on Thursday April 18, 7-9 p.m., at the Main Library. To celebrate the 200th birthday of the American poet Walt Whitman, Bethlehem Area Public Libraryis partnering with Lehigh University's English department tol host ai read-aloud ofhis work "Song of Myself" on April 30 from 5:30-8:00pm PRIVILEGE OF THE FLOOR - Discussion on Non - Agenda Items -1 none.
