Mayor Gifford announced that a "Community Day" will be held at the Stanley Avenue Park and asked for volunteers to assist with this event. A date for Community Day is not set yet. She also thanked the Public Works Department for a job well-done keeping the Borough' 's roads cleaned and safe during the recent bad weather spell. Mr. Branco confirmed that apron parking broadly referring to the practice of parking in the space between one's driveway and the street is legal. MOTIONS Request of Beverly A. Gasper for a handicap sign at 623 Greene Court, Apt. 1 because of medical reasons (all documentation was provided to the Executive Administrator). Ms. Halleman asked to present the medical records to the public. Appeals Board (9/18/17) -1 need 3 members Fire Inspection Appeals Board - need 2 members Mayor Gifford informed she might have a member volunteering to serve on the UCC Appeals Board. Mr. Mayrosh applied for membership on the Fire Inspection Appeals Board. Mr. Branco explained that the Fire Inspection Appeals Board checks on building compliance according to the UCC Code. The Fire Marshall investigates fires in the Borough but cannot be on the Fire Inspection Appeals Board at the same time. A Borough Generally speaking, any School Board or Council member can be ona a Civil Servicel Board. Council Member can be on the Fire Inspection Appeals Board. Disruptive Conduct Appeals Board - need 3 members COUNCIL PRESIDENT'S REPORT Applications for leading the Summer Recreation Program are coming in. Council President Atkinson also reported that a partnership with the local Elementary School is sought for recreational activities. SOLICITOR'S REPORT Mr. Lehr reported that a lien was filed for three years of unpaid Garbage fees for 1327 Church Street. Since payment was received, the lien was removed. COMMITTEE REPORTS A. Personnel (Trotter, Blatt, Jordan) none- SPECIAL OR SELECT COMMITTEES Library - Ms. Jordan informed that the City of Bethlehem Public Library offers multiple new programs, among others Book Clubs for adults. The Borough website offers a link to the Library. Recreation - Because oft the concession stand within the Pool premises, visitors were not allowed tol bring food items. The committee is considering bringing in Food Trucks as an alternative. Fire - The committee thanked the Voluntary Fire Department for selling Christmas trees in the Pool area. PRIVILEGE OF THE FLOOR - Discussion on Non - Agenda Items Mr. Lugardo on 16 Warren St. asked about the Police ticketing vehicles parked across the street. Council President Atkinson pointed out that from November 1 to March 31 parking was only Mr. Arnold on 12 Warren St. reported that visitors were ticketed by the Police for a parking violation across the street while parked before the end ofMarch, but after the bad winter weather. He referred to and inquired about a verbal agreement of "no enforcement" of parking violations The Executive Administrator and the Police Chiefwill look further into the issue. The option of allowed on one: side oft the street to give clearance for the snow plow. during warm weather. having a "Snow Emergency" sign to avoid "No Parking" will be reviewed.
