BOROUGH OF FOUNTAIN HILL COUNCIL MEETING MINUTES February 21,2018 7:00 PM Council members present were: Mr. Rapp, Ms. Jordan, Mr. Blatt, Ms. Halleman, Mr. Atkinson, Mr. Trabel, and Mr. Trotter. The Mayor also stated that the rims were put back up for a 2 week trial after being down for the summer in the hopes ofap positive outcome, but the problems continued Mr. Pietkiewicz stated that the kids from Fountain Hill were not the problem, but rather Ms. Jordan noted that the neighbors in the area of the basket ball court came to Council and asked for help due to the commotion that was present, especially ini the evening hours. Chief Bachert stated that he and 3 ofl his Officers had approached the people utilizing the court to police themselves or there would be consequences. Chief Bachert stated that there were broken bottles, trash, tree limbs broken, drug paraphernalia, security cameras broken, and people on the roofofthe utility building. He stated that some arrests were made. up at the Stanley Avenue basket ball court. and the rims were again removed. kids from outside the Borough. Mr. Pietkiewicz asked Council to focus on the kids from Fountain Hill who want to use the park. ChiefE Bachert replied that the young kids were on the sidelines watching because the older kids would not let them play. Mr. Rapp stated that he would send the matter to Committee for review. In attendance werel Representative McNeill and her staffas well as 4 the PennDot Reginal Manager, as well as representation from Engineering District 5- 0. The discussions were geared to obtaining curb and sidewalk on Broadwayinconyunction Ity was recommended that the Borough complete the engineering studies that would be required to accompany any Multi-modal grant that would be submitted. Mr. Rapp stated that these grants are 80/20: matching grants, and that the engineering cost would be used as the Borough's 20% match. Mr. Rapp estimated that the engineering cost could be between with the $630,000 repaving project that is scheduled. $15,000 and $20,000 to complete. Ms. Jordan made a motion to undertake the engineering studies, seconded by Mr. Trotter. The motion also allows Mr. Branco to: stretch the study out over 2 years to stay within thel budget passed for 2018.
